1. Introduction of Asia Exchange Association

Asia Exchange Association (AEA) which is Non-profit organization was established


in 2005 to encourage interaction and industrial development in Asia through
economic and cultural exchanges. To raise Asian value in global aspects and to
enhance cooperation among Asian countries surpassing geographical limits and
cultural differences, the association is undertaking multifaceted projects in a range
from international aid, building schools, overseas volunteers, youth cultural
exchanges to supporting multi-cultural families.

2. Korea-Central Asia Youth Summit

Korea-Central Asia Youth Summit aims to provide a platform where the next
generation of the young leaders from Kazakhstan, Kyrgyzstan, Tajikistan,
Turkmenistan, Uzbekistan and Korea can unity and discuss ways to achieve mutual
prosperity and regional peace by participating in model summit. During the summit,
participants will share their ideas in the field of (i)Economy (ii) Security
(iii)Environment so that they can understand each other in depth and move forward
to become future experts in the fields of the international relations and diplomacy.
The participants will carry out a role as a representative of each country and will
draw a resolution on Korea-Central Asia multidimensional cooperation in each
committee meeting.

The 4th Korea-Central Asia Youth Summits agendas for the 3 committee are as the
following:

2. Security Committee Discussing Nuclear Disarmament Negotiation in Asia

4. Field Trip

Jeju Island is a unique place worldwide, holding the honors of the natural science area such as UNESCO
World Biosphere Reserve (2002), UNESCO World Natural Heritage Site (2007) and UNESCO World
Geoparks Network (2010). Jeju Island also consists of all elements for global natural sight theme,
including island, volcano, waterfall, beaches, national park, cave and forest.

The largest island of Korea.


The only Special Self-governing province of South Korea.
The Southernmost region of Korea. A World-renowned volcanic island.
Important hub that connects continental nations (Russia and China) to island nations (Japan and
Southeast Asia).
A resort island with magnificent view of nature Oval-shaped island that is 73km from east to west and
31km from north to south Coastal road of 181km and coastline of 258km It has a temperate climate with
temperatures that rarely drop below zero degree Kingdom of oreum(volcanic cone) and home to various

OSULLOC Tea Museum

Amore Pacific opened OSULLOC Tea Museum nearby the Seokwang tea fields in Jeju in September 2001
as the first tea museum in Korea aiming to introduce and widespread Korean tea history and its tradition.
Putting together the East and the West, and tradition and today, Tea Museum has grown to become a tea
museum of the 21st century featuring a variety of spaces including indoor garden, Tea Cup Gallery, and
Tea Stone opened in 2013.
Tea museum was chosen as one of top 10 museums in the world by Designboom, the worlds most
popular online magazine for architecture, art, and design for the beautiful scenery in and outside the
Museum. It is one of the most popular tourist attractions in Jeju visited by 1.5 million people annually.
And, you can also learn and experience Korean traditional tea culture at Tea Stone in the Museum. This
Tea Stone was designed to help Korean tea tradition take root in Jeju Island and follow the spirit of Chusa
Kim Jeong-hui. Chusa was one of the most celebrated practitioners of calligraphy who drew
(National Treasure no. 180) when he have lived in exile in Jeju Island.

Gotjawal

Gotjawal is a unique forest created on a lava region


and word Gotjawal is a combined word of Jeju
dialect Got (forest) and Jawal (rock and bush). It is
spread over a vast expanse of land, including Gueok
Village, where Chusa Yobae-gil Trail (Exile Path)
passes through, and nearby areas like Mureung,
Sinpyeong, and Jeoji Village. Gotjawal, widely known
as the lungs of Jeju Island, has a very unique
ecological system where different species of plants
grow together. As Chusa put it, inside Gotjawal, only
strands of the sky can be seen from the shade of the
trees. He also said that he saw trees that did not
wither in winter as well as beautiful autumn foliage.
He enjoyed the exotic view of the forest, which was
very different from the forests inland.

Jusangjeolli Cliff

The columnar joints near the coast in the eastern JungMun Tourist Complex, where the wave breaks and
dark red hexagonal stones make up tall layers, is considered a gift of nature and was designated as
Natural Monument No.443(12 27 04). If you stand in front of the joints you can see the waves hitting the
stones and breaking into white bubbles, which feels as if they carry the sad stories of stone carvers, and
the scenery is incredible as when the waves are turbulent they reach a height of about 20m. The place is
becoming ever more popular with tourists as they walk around and look at the incredible scenery along
with the fresh scent of the sea.

The Jeju Olle Route (Course 10)


The first route opened in September 2007 and as of 2013, there are 26 routes (21 main routes, and five
sub-routes). Each route offers unparalleled views of Jeju Island's unique, dramatic landscape. The shortest
route can take three hours and the longest up to seven hours. The routes are also organized by level of
difficulty, so choose one that is appropriate for you.

Route 10 mostly involves walking along the coast, where you can enjoy a scenic view of the Sogeummak
Hangmandae cliffs located below Sanbangsan Mountain. The route leads up to Songaksan Mountain, an
inactive volcano with a beautiful crater. The summit offers a spectacular view of Marado Island and the
other islands surrounding Jeju.

All delegates are expected to:

1. Prepare for the conference by researching their country and topic in advance;
2. Obey the Code of Conduct;
3. Listen to instructions from the forum staff, who can be identified by their name tags;
4. Actively participate in the committees debate, including making speeches, caucusing, proposing Joint
statements and amendments, and voting; and
5. Listen attentively during lectures, opening, and closing ceremonies.

Awards will be based on the following criteria


(Ranked in order of importance):

1. Represents assigned country, realistically conveying a thorough understanding of the countrys policy;
2. Conducts oneself in a diplomatic manner during formal and informal debate;
3. shows a willingness to negotiate through topics for the benefit of the committee;
4. Understands and follows the meeting rules of procedure; and
5. Displays the ability to verbally present policy, ideas and questions during committee meetings.

Writing Keynote Speech

Format of Keynote Speech


Through Keynote Speech, delegates address their positions on the agenda. This Keynote Speech will be
presented at Committee meeting 1~2 (You will have time for preparing Keynote Speech during
Country Meeting 1 and data research time). Delegates should understand countrys position and the
importance of the issue. Basically, Keynote Speech includes following contents.

Honorable chairperson,

First of all, we would like to congratulate you on your election as a chairperson of this committee and we
express our special thanks to the executive board and staffs of Secretariat for the successful preparation for
this convention. I have no doubt that we will have a great conference due to your wisdom, calm judgment and
good leadership. Also, I sincerely feel honored to have all of the delegates from each country here today, and
I hope that this conference will be a place of unity based on trust and confidence. I also would like to announce
that we will do our best to reach reasonable conclusions for the prosperity of every country in the world.

Recently, our world has been confronted with numerous challenges. Our world faces serious challenges from
regional level to global one.

It is the hope of Angola that these obstacles be overcome by the persistence of conversation and cooperation.
These are not only the PKO's problems but also the problems of the world, which ought to be addressed quickly
before conditions worsen. Thus, we wish countries would sincerely suggest solutions to Peace Keeping
Operation for the solving of these matters and the continuation of world peace.

Chairperson and delegates,


The UN's peace keeping operation has evolved. In these situation, all of us should promise the devoted effort
to make UN's PKO reform efficiency to become a foundation of world peace. Angola supports the Joint
Statement of the PKO problems presented and commits to assume an active role in further PKO revisions. We
emphasize that it needs the logic of universality and active, practical behavior of and by each state. Moreover,
Angola will be a firm bridge to bring effective strengthening in PKO activity. Angola will endeavor to cooperate
with the AU and construction of the PKO's foundational stability. Peace can be achieved when each country
acknowledges its duty for world peace and the UN plays a central role in international relations. Madam
chairperson and distinguished delegates, now the reality requires us to arrive at new mutual arrangements
and common action. Angola seeks to achieve further-reaching agreements and recommendations for world
peace.

3. Joint Statement

Sponsors and Signatories


Sponsors of a draft Joint Statement are the principal authors of the document and agree with its
substance. Sponsors in effect control a draft Joint Statement and only they can approve immediate
changes.

Signatories are countries that may or may not agree with the substance of the draft Joint Statement but still
wish to see it debated so that they can propose amendments. In KCYF all countries must be either
sponsors or signatories to a draft Joint Statement in order for it to be accepted.

Amendments
Draft Joint Statements shall be submitted in writing to the Chairperson, who may approve it for circulation.
No Draft Joint Statement shall be discussed or put to the vote unless the Draft Joint Statement is formally
introduced. When the floor is open, a Sponsor of the Draft Joint Statement may raise a motion to
introduce a draft joint statement, once the Chairperson notifies the Sponsor that the Draft Joint Statement
has been approved and ready for distribution. The motion shall be passed immediately, and the Sponsor
shall read out the operative clauses and deliver elaborative speech. The Sponsor may yield his/her
remaining time to points of information, to another delegate, or to the Chairperson.

Overcoming Resources Curse by Establishing Mutual Growth

WE, the Member States of the Association of Central Asian Nations and the Republic of Korea,
gathered from July 25th to July 30th, 2016 in Suwon, ROK,

Emphasizing that Korea and Central Asian countries had special bonds and friendly relationship from
ancient times,

Recognizing the urgent need to revitalize the certain aspects of economic cooperation between
Republic of Korea and Central Asia countries,

I. SECRETARIAT
Rule 1: The Secretariat
The Secretariat is responsible for planning and execution of the conference and makes decisions in
accordance with directions from Korea-Central Asia Youth Forum. The Secretariat shall receive, and
distribute documents and reports of the conference; have the custody and proper preservation of the
documents and reports; and perform all other necessary works for the preparation and execution of
the conference.

Rule 2: The Secretary-General


The Secretary-General shall direct the Secretariat and its members.

Rule 3: Final Interpretation of the Rules of Procedure


The Secretary-General shall have the power to interpret the rules and provide guidelines in case
conflict occurs.

Rule 4: Chairpersons
Chairpersons are responsible for their assigned committees. Chairpersons shall oversee committee
proceedings and enforce the rules of procedure.

Rule 5: Duties of Chairpersons


Chairpersons shall direct respective academic divisions to research and prepare for the agenda, and
produce a chair report for distribution.

Rule 6: Liaison Officers


Liaison officers are responsible for their assigned delegations. Liaison officers shall oversee country
meetings and serve as points of contact for each delegation.

Rule 7: Transfer of Duties and/or Power


If a member of the Secretariat finds it necessary to be absent during a meeting, his/her duties and
powers may be imposed or conferred to other member of the Secretariat in his/her absence or
his/her attention is otherwise occupied.

Rule 8: Right to Enact Code of Conduct and Auxiliary Rules


The Secretariat may devise a code of conduct or general guideline for the safety of the participants
and successful conference. The Secretariat may adopt auxiliary rules necessary for the execution of
conference, inter alia, language policy, dress code, room regulations, and so on.

II. COMMITTEE PROCEEDINGS


Rule 9: Functions of the Chairperson
The Chairperson shall declare the opening and closing of each meeting, direct debates, accord the
right to speak, and have complete control of the proceedings. The Chairperson may deny to allow any
motion at the chairpersons discretion.

Rule 10: Quorum


The Chairperson may declare a meeting open and allow the debate to proceed when at least one
quarter of the delegates are present. The presence of a majority of the members shall be required for
any decision to be taken. If any delegate is not present without a reason, or his/her whereabouts in

unknown, a committee meeting may not be declared open, and the Chairperson shall report
immediately to the Secretariat.

Rule 11: Temporary Absence of a Delegate


A delegate may leave the committee room if approved by the Chairperson. The Chairperson shall only
excuse a delegate from the chamber in case of emergency, lavatory usage, or if approved by the
Secretariat. When temporarily leaving the room, the delegate shall report to the Liaison Officer his/her
temporary absence, the reason, and the duration.

III. FORMAL DEBATE


Rule 12: Formal Debate
When the committee meets quorum and is in session, a single continuously open General Speakers
List shall be established for the Formal Debate. The Chairperson shall decide the delegations to be
added on the list and their order. No delegation may address the committee without having obtained
the permission of the Chairperson. A delegation may not be added to the General Speakers List if the
delegation is already on the list.

Rule 13: Time Limit on Speeches


The Chairperson may limit the time to be allowed to each speaker. When a delegate exceeds his/her
allotted time, the Chairperson shall call him/her to order without delay.

Rule 14: Motion to Set Speaking Time


A delegate may raise motion to set the speaking time if there is need to change the speaking time set
by the Chairperson. If motion to set the speaking time is raised, the motion shall be put to a vote, and
requires a simple majority to pass. If motion passes, the Formal Debate must be carried out abiding by
the new speaking time.

Rule 15: Point of Information and Other Yields.


After a delegate finishes a speech in formal debate, or an elaborative speech for a draft joint statement,
he/she may yield remaining time to points of information. A delegate may raise a point of information
to ask a question to the speaker concerning the speech, or about any confusion regarding the wording.
The speaker may yield the remaining time to another delegate or to the chair.

Rule 16: Point of Order


During the discussion of any matter, a delegate may raise a point of order when a rule of procedure is
not correctly followed, and the point of order shall be immediately heard by the Chairperson.
Delegates rising to points of order may not speak on the substance of the matter under discussion.
The Chairperson may rule the point of order valid or invalid.

Rule 17: Point of Inquiry


When the floor is open, a delegate may raise a point of inquiry to ask the Chairperson a question on
the rules of procedure, or on issues of personal privilege.

IV. INFORMAL DEBATE


Rule 18: Motion to Move into a Moderated Debate
When the floor is open, a delegate may propose a motion for a Moderated Debate, specifying in the
proposal the total duration, the individual speaking time and the purpose of it. At the Chairpersons

discretion, the motion may be put to a vote, and requires a simple majority to pass. The Chairperson
may change the time limit. Once in Moderated Debate, the Speakers List is suspended, and the floor
shall be given to delegates who wish to speak under the Chairpersons discretion. No yields, or motions
shall be allowed during a Moderated Debate.

Rule 19: Motion to Move into an Unmoderated Caucus


When the floor is open, a delegate may propose a motion for an Unmoderated Caucus, specifying in
the proposal the total duration, and the purpose of it. At the Chairpersons discretion, the motion may
be put to a vote, and requires a simple majority to pass. The Chairperson may change the time limit.
Once in Unmoderated Caucus, the Speakers List is suspended, and the committee shall have an
informal session. During the Unmoderated Caucus, delegates are free to move around inside the
committee room, speak, etc. Delegates may not use microphone or deliver a speech. No motions shall
be allowed during Unmoderated Caucus.

V. JOINT STATEMENT & AMENDMENTS


Rule 20: Motion to Introduce a Draft Joint Statement
Draft Joint Statements shall be submitted in writing to the Chairperson, who may approve it for
circulation. No Draft Joint Statement shall be discussed or put to the vote unless the Draft Joint
Statement is formally introduced. When the floor is open, a Sponsor of the Draft Resolution may raise
a motion to introduce a draft joint statement, once the Chairperson notifies the Sponsor that the Draft
Joint Statement has been approved and ready for distribution. The motion shall be passed immediately,
and the Sponsor shall read out the operative clauses and deliver elaborative speech. The Sponsor may
yield his/her remaining time to points of information, to another delegate, or to the Chairperson.

Rule 21: Motion to Introduce an Amendment


A delegate may propose an Amendment to any formally introduced Draft Joint Statement in the
committee. Amendments shall be submitted in writing to the Chairperson, who may approve it for
circulation. No Amendment shall be discussed or put to the vote unless the Amendment is formally
introduced. When the floor is open, a Sponsor of the Amendment may raise motion to introduce an
Amendment, once the Chairperson notifies the Sponsor that the Amendment has been approved. The
motion shall be passed immediately, and the Sponsor shall read out the Amendment and deliver
elaborative speech. The sponsor may yield his/her remaining time to points of information, to another
delegate, or to the Chairperson.

Rule 22: Formal Debate on Amendment


Once an Amendment is formally introduced, the committee shall move into a single continuously open
Limited General Speakers List on the Amendment. The General Speakers List is suspended, and the
committee shall debate solely on the Amendment.

Rule 23: Amendment to an Amendment


Amendment to an Amendment is not in order, and shall not be approved.

Rule 24: Signatories to Draft Joint Statement or Amendment


Draft Joint Statements or Amendments must be signed by 1/2 of the number of delegates represented
in the committee before it is submitted to the Chairperson for approval.

Rule 25: Motion to Close the Debate on Draft Joint Statement or Amendment
When the floor is open, a delegate may at any time move the closure of the debate. The motion may
be denied at the Chairpersons discretion. Permission to speak on the closure of the debate shall be

accorded only to up to two speakers against closure. After the speech, the motion shall be put to a
vote, and requires a simple majority to pass.

VI. SUBSTANTIAL VOTING PROCEDURE


Rule 26: Conditions for Substantial Voting Procedure
The committee shall immediately move into substantial voting procedure if the Chairperson declared
the closure of the debate on Draft Joint Statement or Amendment.

Rule 27: Voting Rights


Each member of the committee shall have one vote.

Rule 28: Majority Required


Substantial decisions of committees shall be made by a majority of the members present.

Rule 29: Method of Voting


Under the Chairpersons discretion, the committee may vote by show of placards, or roll-call. The roll-
call shall be taken in the English alphabetical order of the names of the members. When the name of
delegation is called, its representative shall reply yes, no, or abstain. The result of the voting shall
be inserted in the record. No delegate shall interrupt the voting procedure except on a point of order.

VII. OTHER PROCEDURAL MATTERS


Rule 30: Motion to Adjourn the Meeting
When the floor is open, a delegate may move the adjournment of the meeting. Under the
Chairpersons discretion, the motion shall be immediately put to a vote, and requires a simple majority
to pass. If the motion is passed, the Chairperson shall report immediately to the Secretariat.

Rule 31: Precedence of Points and Procedural Motions


The points and motions indicated below shall have precedence in the following order.

C. Motion to Introduce a Draft Joint Statement or an Amendment
D. Motion to Close the Debate
E. Motion to Set the Speaking Time

Rule 32: Emergency Override


Any individual may supersede all necessary rules of procedure in case of clear and present danger.

Rule 33: Secretariat Override


Under his/her discretion or recommendation from a member of the Secretariat, the Secretary-General
may supersede all rules of procedure. This rule only applies to the conduct of official conference
business.

Rule 34: Amendments to the Rules of Procedure
