James R/\Wenable was chosen as Chairman of a three-man’ Committee to effect this adoption, Each bona fide Klan is to send three delegates (voting) to this nationwide meeting, which delegations may or may not include the actual head of the Klan, at his pleasure. On April 11, 1963,| advised that a resolution was unanimously adopted at the National Meeting of the Ku Klux Klan at Biloxi, Mississippi, on April 6-7, 1963, to re-dedicate and re-form a Ku Klux Klan in its entirety and have only ONE National Klan, under one head, as a militant organization. The new Klan would be based on the original constitution and Kloran ofthe Ku Klux Klan as it was promulgated by Colone1/Sinmons. NATIONAL KU KLUX KLAN Each Klan is entitled to three delegates to this committee and it may or may not include the leader of each Kian, at his discretion. Jadvised on May 28, 1963, that this committee met at the Dinkler Plaza Hotel, Room 370, beginning at 7:30 PM, on May 25, 1963. Representatives from only four Klans were in attendance at this committee meeting. The meeting on the evening of May 25, 1963, consisted merely of an exchange in discussion of ideas among various delegates -. #8 to the manner in which the consolidation of all of the Klans might be accomplished. The committee was again called to order at 9:00 AM, Sunday, May 26, 1963, in the same room at the Dinkler Plaza Hotel. The delegates in attendance at this committee meeting were: e NATIONAL KU KLUX KLAN ASSOCIATION, UNITED FLORADA KU KLUX KLAN. Four motions were made | and passed by the committee as follows: 1. The new organization shall be named the National Imperial Concilium of the Knights of the Ku Klux Klan. The Concilium will be made up of three permanent representatives from each Klan that becomes a member of the Concilium. These representatives will be appointed by their own organization to serve for a period of one year. 2. A letter shall be sent to the heads of all Klan organizations which are members of the National Ku Klux Klan giving them a rough outline of what took part in the names of the four Klan groups that laid the groundwork’: and each Klan shall report back to James R. Venable as to whether they will accept or reject this plan, and whether they will send representatives to the next meeting of this committee to be held on July 28-29, 1963, in Atlanta. ao NATIONAL KU KLUX KLAN All regular meetings at the National Imperial Concilium will be held in Atlanta, Georgia, except that special meetings of the Concilium may be held in other cities at the discretion of the Chairman. Atlanta, Georgia, will be the permanent headquarters of the Concilium. The constitution and by-laws of the new group will be set upand a permanent chairman ofthe Concilium will be appotnted for a term of gne year at the next nesting on July 28-29, 1963. All Klans having representatives present at this committee meeting and all Klans to be advised by letter of the proposed formation of the National Imperial Concilium, will have thirty days in which to advise James R. Venable as to whether ‘they will accept or reject the proposed merger. If the proposed national organization is accepted, those Klans desiring to join the proposed merger, will be invited to send their permanent representatives to the next meeting on July 28-29, 1963, at Atlanta,Georgia, to partici- pate in setting up the constitution and by-laws an selecting @ permanent Chairman of the Concilium. ‘This entire plan, the identities of the individuals members, and member-Klans, and the activities are to be "Top Secret". If all goes well and the merger plans are accepted, the next meeting of the National Ku Klux Klan, which has been in existence for three years and reportedly has accomplished nothing in that period, to be held at Shreveport, Louisiana, will be the last meeting and James 'R. Venable will give his final report at that meeting.
