Rockwell indicated he plans to return to Chicago for a rally and march to be held by the ANP on September 10, 1966. Rockwell also referred to King as Martin Luther "Coon." Rockwell called for those present, especially the young people, to come to Chicago ANP Headquarters on the evening of August 21, 1966, to hear him speak.further. The group arrived at Eggers Woods in the area of South Deering Chicago, at 5:20 p.m. There were no incidents enroute but police dispersed small groups of from 15 to 20 white youths as they gathored in the vicinity of Eggers Woods. The demonstrators remained in the Woods during the rush hour and at 6:30 p.m, planned to begin a march through the adjacent community led” by Reverend Jesse Jackson and Chief of Police Joseph Barloga, Cicero, Illinois advised he received a telegram August 23, 1966, from }xP| Chicago, requesting permission to hola a white rally in the vicinity of the Cicero, Illinois town hall at twelve noon on August 27, 1966, to organize white people to defend hones and neighborhood against "Martin Luther King's Black Invasion", He stated the purpose was not to start violence, but only to advocate self-defense. Cicero City officials and Cook County Sheriff Richard Ogilvie planned to hold’a conference with in Springficld, Illinois at 10 a.m. on August 24, TICS; An anonynous telephone call was received in the Chicago Office of the Federal Bureau of Investigation during the afte 1966, wherein it was stated that one employed by the Gateway Transportation Company, 2200 South Wood, Chicago, had stated he lived in Cicero and that when Negro groups march in Cicero he will he veady and will kill as manv as he can was determined to be in the employ of the tateway Transportation Company. A, Lamendella Chicago, [tlinois ~Ga- 1 AMERICAN NAZI PARTY OF ‘THE WORLD UNION OF FREE ENTERPRISE NATIONAL SOCIALISTS, ALSO KNOWN AS THE GEORGE LINCOLN ROC TY In his book "This Time The World," copyrighted in 1961 GEORGE LINCOLN ROCKWELL identified himself as Commander, American Nazi Party of the World Union of Free Enterprise National Social- ists (ANP - WUFENS), Arlington, Virginia The April 4,1963, issue of “The Richmond News Leader,” a Richmond, Virginia, daily newspaver, reported that GEORGE LINCOLN ROCKWELL had, on the previous day. again applied for the American Nazi Party to be chartered in the State of Virginia, but this request was turned down by the Virginia State Corporation Commission. This action was taken pursuant to an act of the 1962 Virginia Assembly which prohibits use of "Nazi" or “National Socialism" in a Virginia charter. This article further pointed out that ROCKWELL's Party is presently chartered in the State of Virginia as the George Lincoln Rockwell Party. On August 14, 1964, a source advised that the ANP - WUFENS was organized by GEORGE LINCOLN ROCKWELL at his residence in Arlington, Virginia, on February 26, 1959, as an international National Socialist” movement based on the Gernan Nazi Party headed by ADOLF HITLER, He added that ROCKWELL is the dominant force and personality in this party; tnat he is espousing a “line” of hatred against the Jews and Negroes; and that he is seeking through speeches, distribution of literature and picketing, to establish a cohesive and dominant political party in the United States and in foreign countries. According to the "Stormtroopar's Manual," an official Publication of the ANP, the phases of ‘ANP struggle for power are fourfold, namely, first "to make ourselves known to the masses” second, "the dissemination of our program and truth about the Party"; third, “organizing the people who have been corverted to our propaganda"; and fourth, “the attainment of power through the votes of the newly-won masses.” On September 16, 1965, the source advised that GEORGE LINCOLN ROCKWELL believes he has compieted the first three phases in his struggle for power and is cow into the fourth stage. The source stated ROCKWELL believes this because of his success in gaining a place on the ticket in the November, 196i gubernatorial election in the State of Virginia. APPENDIX AMERICAN NAZI PARTY, CHICAGO, ILLINOIS A source advised on November 14, 1960, that on that date a meeting was held in Chicago, Illinois, for the purpose of organizing a Chicago unit of the American Nazi Party(ANP) which maintains headquarters in Arlington, Virginia. GEORGE LINCOLN ROCKWELL, National Commander, ANP, took charge of this meeting. n May 22, 1966, self-identified as bICc NP, Chicago, advised that the ANP in Chicago is bID to a degree autonomous although it remains subject to the final authority of GEORGE LINCOLN ROCKWELL and ANP National Headquarters. aL___] source advised on hat the Chicago branch of the ANP is currently located at 1314 West Ohio Street, Chicago, Illinois. A characterization of the national organization follows. 1 APPENDIX NATIONAL STATES RIGHTS PARTY CHICAGO, ILLINOIS A source advised on February 8, 1966, that the Chicago Branch of the National States Rights Party (NSRP) is located at the NSRP National Bookshop at 2237 North Western Avenue, Chicago, Illinois. The Chicago Branch of the NSRP was officially opened on December 29, 1965, when Dr. EDWARD R.. FIELDS, National Director of the NSRP, spoke at a rally held at 2237 North Western Avenue, Chicago. Branch of the NSRP, resides at This source also“advised that the National Office of the NSRP is located at Augusta, Georgia, and the Chicago Branch of the NSRP subscribes to the policies of the National Office of the NSRP. The NSRP believes that there should not be race mixing between whites and Negroes and that Negroes in the United States by conducting demonstrations and causing riots are causing a break- down of law and order in. the United States. The NSRP also believes that the Jewish people are financing many of the Negro demonstra- tions, and,therefore, the Jewish people are responsible for race miximg and the breakdown of law and order in the United States. The NSRP believes that the Jews and the Negroes should be exposed in their attempts to have integration between whites and Negroes. 1 APPENDIX NATIONAL STATES RIGHTS PARTY (NSRP) On November 26, 1957, a source advised that the United White Party (UWP) was organized at a convention held in Knoxville, Tennessee, on November 10, 1957, An article in the November 26, 1957, issue of the "Greenville Piedmont," a newspaper of Greenville North Carolina, reported "the recent formation of a new political party, to be known as the United White Party." According to the article, the party was formed at a recently held meeting in Knoxville, Tennessee, at which many Klansmen were represented. The UWP was reported as being opposed to all “race mixing organi- zations and individuals.” The July, 1958, issue of "The Thunderbolt," self- described as the "official Racial Nationalist Organ of the National States Rights Party" (NSRP), reported that rank and file "States Righters" had merged with the UWP under "the banner of the National States Rights Party,” with national offices at Post Office Box 261, Jeffersonville, Indiana. In November, 1958, a source advised that the NSRP is composed of past members of Klan-type organizations and notorious anti-Semites. Issue No, 19, dated June, 1960, of "The Thunderbolt" announced the address of the headquarters of the NSRP had been changed from Jeffersonville, Indiana, to Post Office Box 783, Birmingham, Alabama. Issue No. 69, dated July, 1965, of "The Thunderbolt" announced the address of the new headquarters of the NSRP as Post Office Box 184, Augusta, Georgia. On August 4, 1965, a source advised that EDWARD R FIELDS, the Information Director of the NSRP and Editor of "The Thunderbolt," is the individual who actually controls the NSRP Issue No, 72, dated November, 1965, of "The Thunderbolt" reflects Dr. EDWARD R. The "Chicago American" issue of August 19, 1966, reveals that Chicago's Mayor Daley would appear on television the evening of August 19, 1966, to explain the reason for the injunction to the people of Chicago. This article also stated that meeting held August 19, 1966, bythe civil rights and community leaders involved a discussion of implementation of open housing in Chicago, Al Raby, Coordinating Council of Community Organizations (CCCO) Convenor and CFM official, was quoted as saying, "We got nothing owt cf it concerning real Problems." A source, who has furnished reliable information in the past, advised,on, August 19, 1966, that the temporary restraining order issued August 19, 1966, by Circuit Judge Cornelius Harrington restricts marches as follows: Twenty-four hour notice of march must be given, b6 No march in more than one area, oo No more, than 500 marchers, Marches must be held during daylight hours and not during peek traffic periods, Source ad: © order is enforceable pending a hearing on a permane: m calling for the same restrictions. This source stated that Doctor Martin Luther King classified the order as a tragedy on the their efforts, He reportedly stated he was going to study the order but did not feel it would stand a Federal Court test. He also stated "we have violated injunctions before in the south" but would not say his group would violate this order pending a study of it. Chicago's Mayor Richard Daley in a television address at 10:00 p.m. August 19, 1966, stated essentially as follows: The right of petition by demonstrations has never been questioned and is not being questioned in this instance. The injunction is not an effort to interfere with this right but only an effort to have reasonable demonstrations and to end the type of demonstration which has adversely affected the rights of all other citizens of Chicago and that demonstrations have made it impossible for police to protect the lives «== and property of all citizens. Civil rights leaders have consistently failed to properly inform the Chicago Police Department of their plans, routes, numbers, and destinations. The marches have also been held at night and at’rush hours and in such a manner as to tax the resources of the Chicago Police Department. Disorders in the neighborhoods during demonstrations have resulted primarily from the influx of outside extremists of all persuasions rather than primarily from residents of march areas. Marches are arousing hatred and civil rights issues are being reduced tothe level of street riots, It was stressed that the injunction was not an effort to interfere in such fashion as to interfere with Qonstitutional right of protest only to regulate marches in such fashion as to protest the Constitutional rights, safety and property of all the citizens of Chicago. Nie burt Realty 3408 West 95th, all Evergreen Park Local Chicago news media reported the following information on August 20, 1966: Martin Luther King was reported as stating that the civil rights movement would abide by the injunction..provisions this week, awaiting outcome of a second "summit" meeting between civil rights leaders and religious civic and’ political officials scheduled for Friday, August 26, 1966. King. reportedly advised if the meeting fails to produce an agreement and if the injunction is not previously reversed, "we will have no choice but to break it", King is also reported as stating “our lawyers have still not decided whether to take the case to the federal courts or to fight it in the circuit court". Ogilvie was quoted as saying August 20, 1966, that a call-up of the Illinois National Guard will’ be required to protect against violence if the civil rights movement marches to Cicero, News media reported that a spokesman for Governor Kerner in Springfield said the situation was being followed closely, but that Kerner had no immediate comment on the possibility of calling up the National Guard. News media reported that the Commander of the Illinois National Guard indicated August 20, 1966, b6 that no plans had been drawn for use of the National Guard oe in Cicero, Illinois. ol The following information pertains to the following captioned activities on the dates indicated: South Deering, Chicago March The "Chicago Tribune", issue of August 21, 1966, reflects the following route proposed for the King march into South Deering on August 21, 1966, The marchers will drive from the Liberty Baptist Church, Chicago, Illinois, to the Eggers Grove Forest Preserve, 112th Street and Avenue B, where the cars will be parked. From this lot, they will march on foot South to 112th Street, walk West on 112th Street, to Ewing Avenue, where they will then walk North on 112th to Eggers Park, and then return to their automobiles, The group would pause at three real estate offices on the way. Chicago Police Department Task Force Unit, advised at p.m., August 21, 1966, the CFM - SCLC march was to leave the Liberty Baptist Church, 49th and South Park Avenue, at 3:00p.m, via motorcade on the Dan Ryan Expressway to 95th Street. They will park their automobiles in Eggers Park and continue on the above mentioned route. RE: DEMONSTRATIONS BY CHICAGC FREEDOM MOVEMENT - SOUTHERN CHRISTIAN LEADERSHIP CONFERENCE NATIONAL STATES RIGHTS PARTY AMERICAN NAZI PARTY NATIONAL KNIGHTS OF THE KU KLUX KLAN DEACONS OF DEFENSE AND JUSTICE, INC At 1:45 p.m., August 21, 1966, the Intelligence Unit, Chicago Police Department, reported that approximately 300 to 400 people had gathered at the Liberty Baptist Church awaiting the arrival of Dr. King. At 2:58 p.m., the Chicago Police Department Task Force reported that approximately 700 people had gathered inside the above church, and approximately 200 to 300 people were standing by outside. Also, approximately 100 automobiles with drivers were standing by outside the church while the march was being organized. Six people per car were being designated. At this time, the Task Force also reported that large crowds were gathering in the area of the South Deering section, Chicago, along the proposed route of Dr. King's march, The Chicago Police Department Communications Unit advised at 3:30 p.m. that approximately 50 to 60 counter demonstrators were congregating at 108th Street and Ewing Avenue in the South Deering area, awaiting the marchers. Some were carrying placards reading "Rockwell for President" and “Down with Cody and his Communist Party” (the latter apparently refering to Archbishop Cody of the Catholic Diocese of Chicago). At 3:42 p.m.,the Chicago Police Department, Communications Unit, reported that Dr. King arrived at the church, and at 3:55 p.m. he was reported to have left the church leading a group of approximately 400 persons. At 4:20 p.m., August 2), 1966, above reported a caravan of 65 cars,with King in tie lead car, had left.the church, and was heading for the South Deering District. Large crowds of spectators were also reported as gathering at 104th, 106th and 108th and Ewing. Five or six bus loads of Police Department officers were dispatched to the scene. The Communications Unit advised at 5:23 p.m. the marchers had left the area of the parking lot, and were moving West to Ewing Avenue. A heavy rainstorm had driven most of the people off the street in the Deering area, The Police Department Task Force and Communications Unit reported at 6:05 p.m. that the marchers were at 109th and Ewing, going in a northerly direction. White residents, mostly youths, were being dispersed before they could cause trouble.’ According to |Chicago Police Department, “TOU-CHICAES policenen were committed to patrol the demonstration on August 21, 1966, in the South Deering and Marquette Park area, At 6:39 p.m., the Chicago Police Department, Communications Unit, reported that the marchers had stopped to pray at the Schultz Realty, 104th and Ewing. After they had reached the end of the march route at 7:03 p.m., they had turned around and were returning to the stadium area, As of 7:10 p.m., the Fourth District, Chicago Police Department, had reported a total of 17 persons arrested in the vicinity of 106th Street and Ewing and Avenue 0 since the beginning of the march, including three for riding in a car displaying swastikas and 14 others as of that time for disorderly conduct in failing to respond to police orders. As of 7:40 p.m., the marchers had left the staging area and the Police Department Task Force reported that police personnel had been released as of 7:49 p.m. The Fourth District reported that although large crowds of hecklers had gathered along the route of the march, there were no serious incidents, however, some rock throwing between 105th and 106th on Ewing was reported. This rock throwing was not observed by Police Department units. Headquarters for police officers would“be located in a mobile unit at 99th and Kedzie. The route of the march was as follows: The marchers reportedly would leave their automdiles at 95th and Millard. They would walk East on the North side of the street to the 2900 block of 95th. They would cross to the South side of the street, and return West to their automobiles at 95th and Millard. The group would then return in their automobiles to Chicago. The Chicago Police Department, Communications Unit, reported at 3:42 p.m,, August 21, 1966, that a group of undetermined number of demonstrators had left the Liberty Baptist Church for the Evergreen Park area and their anticipated march, At 4:02 p.m., information was received from the Illinois State Police at 95th and Kedzie, Evergreen Park, reflecting that the marchers wre to assemble in the parking area of the National Tea Store, 95th and Lawndale, and from there would march on foot along 95th Street to Francisco Avenue (2900 West), stopping during their march for prayer vigils at three real estate firms. The Illinois State Police advised that approximately 160 officers had been dispatched to cover the route of the march. At 4:38 p.m., the Illinois State Police at Evergreen Park, where Illinois State Police Chief William Morris was at the scene, reported that a group of SCLC demonstrators had left 47th and South Park en route to Evergreen Park. 65 cars carrying 300 to 500 demonstrations were reportedly in this group. -1te- RE: DEOMONSTRATIONS BY CHICAC) FREEDOM MOVEMENT - SOUTHERN CHRISTIAN LEADERSHIP CONFERENCE NATIONAL STATES RIGHTS PARTY AMERICAN NAZI PARTY NATIONAL KNIGHTS OF THE KU KLUX KLAN DEACONS OF DEFENSE AND JUSTICE, INC The Evergreen Park Police Department reported at 5:38 p.m. that about 150 young teenagers in the vicinity of 95th and Kedzie were throwing rocks at Negro occupied cars in the area, The Illinois State Police were called to disperse this group. At 5:38 p.m., 25 cars of marchers had arrived at the National Tea parking lot assembly area, 2000 West 95th Street, and the Evergreen Park Police Department reported that another group of marchers in automobiles had called from the Evergreen Plaza at 95th and Western requesting a police escort to take them to the assembly area. As of 5:55 p.m., the assemblage of marchers at 2000 West 95th Street had grown to approximately 300, according to the Sheriff's Office, Homewood, Illinois, The Evergreen Park march began shortly after 5:45 p.m. There were numerous hecklers lined up along the route of the march. At 6:00 p.m., the Evergreen Park Police Department reported that the group of marchers moved East on West 95th Street from the parking lot at 95th and Lawndale. The group stopped briefly at Neiburt Realty, 3408 West 95th Street, and Briges and Son Realty, 3225 West 95th Street. The marchers then went to.Triezcnborgs , , 2917 West 95th Street, As of this time, one white teenager was being detained at the Evergreen Park Police Department. The youth reportedly was a known troublemaker. At 6:25 p.m., the marchers had reached their turn around point, and all went back to their automobiles. Large groups of teens were located at Western and 95th Street, and at other points along the way, heckling and otherwise attempting to disrupt the march, Also from the above source, one State Police officer was reportedly struck by a rock thrown by a white teenager. The Chief of Police A.L. Breitzmann reported that three officers had been hit by rocks, but were not incapacitated. 1) leaders of the Evergreen march were Jesse Jackson and There were approximately 600 marchers who participated an 500 to 600 people followed the march, mostly teenagers. There was no property damaged. The Sheriff's Police working with them would have 80 men available, and would have headquarters in Homewood, Illinois. The Sheriff's Police would be working both the Evergreen Park march and the Chicago Heights march, and their men will be directed as needed. The marchers were reported planning to leave their automobiles at the City Hall in Chicago Heights, and the route of march by the SCLC was not then available. The march, however, was expected to get under way at approximately :00 p.m. The Chicago Heights Police Department reported at 4:20 p.m. that cars were pulling within the City Hall area, and the Chicago Heights Police Department was awaiting the arrival of the Chicago march group which at 4:26 p.m. was reported as on its way via bus. At 4:50 p.m, 10 or 15 men wearing hard hats and wearing arm bands with SOCCA (Steering Organization for Coordinated Community Action) printed on them, joined in the above group of about 95 individuals at the Chicago Heights City Hall. At 3 p.m., the Chicago Heights Police Department reportedthatl15 local persons had been joined by about 165 marchers from the SCLC in Chicago and had left the assembly point at City Hall on the march route. There were no incidents and the march was completed at 7:30 p.m., and the marchers were out of the area and police dismissed at approximately 7:50 p.m. During the route of the march, the demonstrators had stopped briefly at the George Arquilla Realty Company, Chicago Heights. Deacons of Defense and Justice, Inc. (DDJ) Frank Warner, Deputy Superintendent's Office, Chicago Police Department, a, fice of the FBI on August 20, 1966, Fo a member of the DDJ, contacted the Chicago ce Department on August 20, 1966, and advised that the local chapter of the DDJ plan a march at 3:00 p.m., August 21, 1966, in the Gage Park area of Chicago. The group planned to assemble at the DDJ headquarters, 1230 South Pulaski, and then drive to the Gage Park area for their march. Jould not furnish the Police Department with information as to where the group eee: park their vehicles or the line of march. did state the group plans to march North from 59th and Western to 55th Street, but he would furnish no additional details and was very vague. George Lincoln Rockwell spoke and it was announced that the ANP would hold a rally in Gage Park at 1:00 P,M., September 10, 1966, after which the ANP would sponsor a march into a Negro community. Source advised that a small disturbance errupted in the meeting caused by an unidentified male who departed the meeting prior to the arrival of the Chicago Police Department answering a complaint. No injuries were reported. The meeting was over at 8:35 P.M. Rockwell was pleased with the reception he had received in Marquette Park and said they should continue to organize white persons in the area to oppose the marches into white areas by Martin Luther King. On August 14, 1964, a source advised that the ANP- WUFENS was organized by GEORGE LINCOLN ROCKWELL at his residence in Arlington, Virginia, on February 26, 1959, as an international "National Socialist" movement based on the German Nazi Party headed by ADOLF HITLER. The following is a summary of information furnished on by Atlanta National Knights of the Ku Klux Klan, Inc. (NKKKK) held their annual National Klan Day Rally on September 3, 1966 in a field adjacent to Stone Mountain at Stone Mountain, /Georgia. The property is owned, in part, by James RyVenable, Imperial Wizard of NKKKK. xinately 300 people were in attendance at the rally inCluding approximately 75 robed Klansmen. ‘The great majority of the people were from Georgia, Ohio, Florida, and South Carolina, Three crosses were burned simultaneously.
