he P50 million that Lam shelled out was supposedly for the release of 1,316 Chinese nationals working at

his Fontana Leisure Parks and Casino in Clark, Pampanga. The BI arrested the Chinese nationals last
Nov. 24 on charges of overstaying and other violations of immigration laws.

A column by Ramon Tulfo revealed that the two officials extorted P50 million in exchange for
the release of 600 of the 1,300 Chinese nationals illegally working at Lams Fontana Resort.
Two denied:
1. Full of CCTV
2. Sombero filed the graft complaint after the Inquirer reported that the two
commissioners met with him and received five paper bags containing P10
million each, based on video footage of a casino mall in Paraaque.

The source said Robles and Argosino initially demanded P150 million
from Sombero in exchange for the release of over 1,300 allegedly
undocumented Chinese workers who were arrested in Lam's illegal
online casino in Pampanga.
Lam's camp allegedly brought down the demand to P100 million, giving
the Immigration officials an initial P50 million and promising another P50
million once his workers were freed.
Aguirre has claimed that Sombero attempted but failed to bribe him to be Lam's
"godfather" during their November 26 meeting.

COMPLAINANT ARGUMENTS

He asked why the Immigration officials admitted only last Tuesday (December 13) that the November
27 meeting with Sombero was part of case buildup on Lam's alleged corrupt activities.
The admission, he said, came three days after the alleged extortion came out in the news.
"Ilang taon na kong abogado, ngayon lang ako nakakita ng entrapment na dalawang tao lang,"
Contacto said.

DEFENSES

They were framed

The immigration officials accused Sombero of colluding with Immigration
intelligence chief Charles Calima to set them up.
They officials also accused Calima of receiving P18 million and Sombero of
receiving P2 million.
Calima got more. 18M- so he blackmail the duo.
They gave calima 18M after he told the two of audio recordings of conversation during the Nov.
27 meeting
But the two reasoned that they had accepted the money as evidence of
corruption. They then turned over the cash to Justice Secretary Vitaliano
Aguirre II.
Series of events showed a continuing link of corruption involving gambling magnate Jack Lam,
his two interpreters Norman Ng and Alexandur Yu amd General Charles Calima
They could have easily arrest Sombero but opted not to pursue it because there are no signs of
Jack Lam
Tey are conducting investigation on the extent of corruption at BI in favour of Chinese aliens.
They were the only officials who managed to gather evidence against Jack Lam

"We were not born yesterday. We know that when we put ourselves
in the City of Dreams, sa tingin nyo ba hindi namin alam na may
mga camera dyan (do you think we didn't know that there were
cameras around)," Argosino said.

And with these pieces of evidence, Argosino argued they were able
to expose and gain evidence that there was indeed "payoffs" in the
Bureau of Immigration (BI).
