SUBJECT : Investigation Report re: Kidnapping and Illegal Detention

I. AUTHORITY:
1.) Office Order # 20-03-2018 fm COP, dtd 20 March 2018 re: Conduct of Investigation
on Alleged Stabbing Incident per Blotter Entry # 00001 and Spot Report sent to higher has dtd
20 March 2018 re: aforementioned Crime Occurrence.

II. MATTERS INVESTIGATED:

2.) To investigate the protest of serious crime that has been committed by the accused and
to give justice to all of the victims and their families.

3.) To know the motive on why the accused try to detained all of the victims and
effectuate them somewhere and introduced their selves as a policemen.

III. FACTS OF THE CASE:

4.) That on exactly March 20, 2018, in Zamboanga City, Philippines, the accused
mention above then armed with high profile firearm, collaborate together with mutually support
and helping with one another, by the means of force and intimidation did then and there willfully
and unlawfully , KIDNAP the persons which are Antonio Lim, Mary Lim, Cherry Lim, Rene
Igno and Christia Oliz, on board a Blue Nissan Vehicle driven by Rene Igno who was ordered by
the suspect to stop said vehicle somewhere near of EAAB at Sta. Maria Road on the said City,
and thereafter through intimidation, commandeered and drove said vehicle with all the persons
whose inside the vehicle towards San Roque and finally to the area of Pitogo beach with shows
clear intention on the part of the accused to extort ransom money from said victim or other
person. However, when one of the victim named Christia Oliz alighted to jump from the vehicle
she was able to run away and with the timely assistance of some residents near the area as well
as the arrival of the police authorities, prompted all the accused to escape except Ibrahim Ali y
Kalim who was arrested by the police authorities.

IV. DISCUSSIONS:

5.) Together with the testimonies of all of the victims and the trusted testimony of one
witness namely Christia Oliz, that on the day of 20 March in the year 2018, there are three men
fully armed and accommodate in one motorcycle vehicle and introduced their selves as a police
officer then ordered the driver of the Blue Nissan vehicle to stopped, and afterwards susceptible
them and detained them for the intention that they gain a benefits of money or extortion.
6.) Furthermore, the officer that came to the crime scene and arrested Ibrahim Ali y
Kalim expose that on the day of 20 March 2018 around 9:00 PM in the evening there has been
reported a criminal incident happening in the beach of Pitogo and with the help also of the
spectator the suspect/s were punch out and turnover to the police.
7.) The suspect denied the said allegations together with his family that supports him as a
witness to claim that he is not guilty for the commission of crime.

V. CONCLUSSION:

9.) Based on the information extrapolate into the testimonies of all of the
witnesses and evidences gathered:
a.) Ibrahim Ali y Kalim and some persons namely: Hassan, Amat and Jul
KIDNAP and detained the person of Christia Oliz, Antonio Lim, Cherry
Lim, Mary Lim, and Rene Igno (R.A. 1084)
b.) The suspect/s did the kidnapping for extorting money from the victims
(R.A. 1084)

VI. RECOMMENDATION:
 10.) According to the strong evidences that has been collected, Ibrahim Ali y Kalim,
Hassan, Amat, and Jul is highly recommended a case of KIDNAPPING be filed against them.
