Dear Mr. Roz,

We are writing on behalf of U.S. Public Interest Research Group (PIRG), the Campaign for Safe
Cosmetics, a project of Breast Cancer Prevention Partners, and the hundreds of thousands of concerned
consumers we represent to discuss the issue of cosmetic safety and environmental health.

In December 2014, the Campaign for Safe Cosmetics wrote you to ask that LOral make a public
commitment to eliminate carcinogens from its personal care and cosmetics products. Our investigation
of LOral products revealed the use of chemicals linked to cancer in your eye makeup and anti-aging
creams, and in nail polish and hair products made by your most iconic brands, Maybelline and Garnier.
The Campaign also found contain DMDM hydantoin in LOral Kids 2-in-1 shampoos, a chemical that
releases formaldehydea known human carcinogento preserve the product.

We followed up with a letter in March of 2015 requesting an in-person meeting to discuss our concerns,
but once again did not receive a response.

In October 2015, product testing conducted by the Campaign for Safe Cosmetics found PFOA
contamination (perfluoroctonoic acid), a toxic chemical linked to cancer, endocrine disruption and
reproductive harm, in two LOral Garnier Fructis anti-aging products

In July of 2016, U.S. PIRG, the Campaign for Safe Cosmetics, and 13 other environmental, health, and
consumer groups wrote LOral International CEO Jean-Paul Agon asking that the company formally
adopt a company-wide chemical policy to identify and phase out dangerous chemicals of concern from
LOral products like formaldehyde releasers and benzophenone-1, and to fully disclose fragrance
ingredients to the public (letter enclosed), and we did not receive a response.

Most recently, on February 14, 2017, dozens of our members across the country called in to your
customer service line to ask LOral USA to disclose its fragrance ingredients.

We do not feel like we are being heard. Just last week we re-analyzed LOral product labels and
website ingredient listings and discovered that despite our pleas, not much has changed:
LOral Colour Riche Nail Polish and Maybelline Color Show Nail Polish both still contain
Benzophenone-1
At least four LOral products still contain four different formaldehyde-releasing preservatives:
o Maybelline Great Lash Mascara (Quaternium-15)
o LOral Hydrofresh Toner (Diazolidinyl urea)
o LOral Kids Shampoo (DMDM Hydantoin)
o LOral Original Mascara (Imidazolidinyl urea)
Two Garnier Fructis anti-aging products containing PTFE that were found to be contaminated
with PFOA by the Campaign for Safe Cosmetic 2015 product testing mentioned above still list
PTFE as an ingredient in these products, which means PFOA contamination could still be a
problem in:
o LOral Garnier Fructis Ultra-Lift Transformer Anti-Age Skin Corrector
o LOral Garnier Fructis Ultra-Life Anti-Wrinkle Firming Moisturizer

Since our initial communication with you, over 125,000 people have signed petitions, emails and letters
joining our call to action asking LOral to rid your products of chemicals linked to cancer and fully
disclose your secret fragrance chemicals. We expect thousands more to join our call on LOral in the
coming months.

We have seen LOral be a strong leader in the EU on many issues of concern to the NGO community
there. We know LOral can raise a higher bar for itselfand the rest of the cosmetics industryby
adopting a company-wide policy and aggressive timeline to phase out the use of formaldehyde-releasing
preservatives and other toxic chemicals and contaminants of concern from its products, and also fully
disclose the fragrance ingredients in your products to the public. Consumers want to know what is in the
products they apply to their bodies every day. Unilever recently announced it will disclose fragrance
ingredients to the public and LOral should follow suit.

We welcome the opportunity to work with you and publicly praise LOral for committing to these
important changes. Senior staff from the Campaign for Safe Cosmetics and U.S. PIRG would like to
speak with you to discuss the issues raised in this letter. Please reply back by April 26th to either of us at
the contact information below so we can set up a mutually agreeable date and time to discuss our
concerns. Thank you for your time and attention to this serious consumer health, worker health and
environmental health issue.
