Handover of CA

In LTE-A, LTE handovers are processed in the same way as that in R9 and R8.
The CA-supporting eNB deletes the source-side SCC first, and then adds the
target-side SCC after handover to enable the UE CA. Meanwhile, CA can be
maintained in intra-LTE handovers, that is, the SCC is selected for the UE at the
target side, and the added SCell is configured for the UE in the handover
command so that the UE enters CA state. The source eNodeB selects a PCell
according to the measurement result and sends a handover request to the
corresponding target eNodeB. The target eNodeB selects and adds a SCell
during or after the handover.

LTE-A introduces a new measurement event, that is, A6. When the signal quality
of the neighbor cell is better than that of the SCC, the measurement event A6
occurs. This event has little effect on the intra-frequency band SCC because the
PCell and SCell have similar coverage in most cases. For inter-frequency band
CA Scenario, the PCell may have different coverage from the SCell. Depending
on the network conditions, handovers to A6-identified cells may be helpful.
