1.0 INTRODUCTION
1.1 Description of Different Solar Products:

A variety of solar products were studied. These comprises, solar water
heaters, solar cooking gadgets, solar pumps, invertors and solar
rooftops installations. On the basis of a detailed study, it is decided
that, the rooftops solar systems presents a very bright market future.
Moreover, this segment being directly related with the consumers
long term interest, the following factors are favorable to take up this
line of business:
a. It would be easy to market among the masses who are increasingly
becoming aware of the importance and benefits of small grid tied
solar installations.
b. Govt. is offering opportunity to tie the output with the electricity
meters in such a way that, the surplus generation can be diverted
to the state grid, while in case of shortfall, the grid supply makes
up to maintain the power balance.
c. Especially designed metering of forward and reverse flow of
electricity is possible for proper accounting.
d. A vast majority of consumer sector comprising residential
buildings, commercial complexes and industrial installations offer a
very fertile and ready market.

e. The Govt ( Ministry of New and renewable Energy) is offering
substantial subsidies in its efforts to promote solar energy in place
of other sources, which results in not only savings on foreign
exchange on fossil fuel based energy but promotes sustainability
being it a clean ( non contributing to green house gases) energy.
f. The cost of installation and payback period are attractive even
without the Govt subsidies. The prices are affordable.
g. Solar generator systems have almost no moving parts and are not
susceptible to frequent breakdowns, providing a cutomer with a
lasting power source at no cost, or very little cost.
h. The installation of a solar power generator can add to the resale
value of a clients home. If he plans to sell his current home in
order to move into a large home in the future, the addition of solar
power raises the value of his property and makes it much more
attractive to the potential buyers. Similarly, in large residential
complexes or in multistory buildings, the addition of solar energy
installations will add value to the house offering an attractive cost
saving option over a traditionally powered residential unit.

and go off the grid rather than remain at the mercy of energy
suppliers and their inflated prices.
2.0 MARKET POTENTIAL
2.1 US GOVERNEMENT POLICY: FOSSIL FUELS VS

RENEWABLE ENERGY:
While renewable energy has made impressive strides in the US

over the last five years, the reality is that we continue to live under
a government that is actually not vested in seeing renewable
energy take off, and continues to remain an avid supporter of fossil
fuels. Our politicians go where the money is, and while there is
great promise and potential in renewable energy, the killer profit is
still in the oil, coal and gas industries.

1. The danger in this situation is that supporting fossil fuels not
only hurts our environment, it creates a none-level playing field
for the developing renewable industry. In addition to the fact
that globally the fossil fuel industry gets subsidies of around
$400 billion annually, while renewables get only around $60
billion, private investors also take cue from government policy.
Wavering government support both in the US and Europe has
made private investors wary of investing into renewable energy,
because at the end of the day they want to realize maximum
profits with minimal risks. From that perspective, the fossil fuel
industry, which continues to be heavily supported by
governments worldwide, remains to be a highly attractive
investment opportunity. This combined lack of investment and
government support make it next to impossible for the
renewable energy industry to become competitive with the
heavily subsidized and more mature fossil fuel industry. And yet
this is the miracle that the world expects the renewable energy
industry to deliver.
2. Perhaps, the saddest part of the story is that the American
public is often misled to believe that renewable energy is at best
not viable, and at worst actually wastes taxpayer dollars and
contributes to loss of jobs. Popular media outlets tend to
emphasize problems and failures in the renewable energy

sector, while giving very little air time to the industrys many
successes. If renewable energy is to have any real future, the
government needs to be on board, and the citizens need to be
informed to demand action from the people in power who
represent them.

(NAPCC) aims to promote the development and use of solar energy for
power generation and other uses with the ultimate objective of making solar
competitive with fossil-based energy options. The plan includes:

3.0 TECHNICAL ASPECTS
3.1 BRIEF THEORY
The solar collection cells, whether large or small, are called

photovoltaic cells. Photovoltaic, when broken down, is easy to
understand. "Photo" means light and "voltaic" means electric; the
word means electricity from light. These devices were invented to
power satellites and devices in space but now are in use all over the
world in households.
Solar energy panels, also called photovoltaic (PV) panels, are made of
material that concentrate the sun's rays. When the sun's rays strike a
PV panel, some of the energy can be absorbed by the panel. This can
be used to heat water passing through pipes in the solar energy
panel. It can be absorbed by semiconductor material and used to
generate electricity.

When PV cells collect electrons from the light being absorbed, these
electrons flow in a single direction because of the electric fields they
contain. The flow of electrons is controlled by the use of metal
contacts at the top and bottom of the solar energy panel so that
current can be extracted for use. This can power the small appliance
or used to power an entire house.
To turn the focus on to production of solar electricity, however, is a bit

more complex. Solar power systems that collect the sun's solar rays
require a roof-top solar collector panel or panels. In most cases where

a good share of the home's electric power is to be generated by the

sun, several collectors are often required.
The challenging part of solar power systems for home electrical use is
the fact that the power generated must be stored and discharged to
appliances inside the home at the correct voltage and amperage. The
storage system is usually created from batteries, not unlike those
used in vehicles. This holds the electric power until called upon for
use. Voltage regulators control the amount of voltage sent to the
appliances through the household wiring.

You will need a power control device which should come as part of the
kit. You will also need a battery in which to store the power generated
until it is used. If, however, you needs are very low, such as at a
camp house or cabin, the solar power generated my fully meet your
needs on-demand. Yet, you must consider night time needs when the
sun is not generating power for you. This is the reason for storing the
power. You can, also, consider generating power on the power grid,
using traditional power at night and solar power during the daytime.
The choice is entirely up to you.
3.2 Wiring a Home for Solar Electric Power
Wiring a home for solar electric power is a skill that must be done with care
to ensure the safe operation of electric devices and appliances in the solar
powered home. Only a person with the skills and equipment to safely wire a
home should tackle this type of job alone, but if you are planning or
designing a solar home, it is very helpful to understand the process of
getting the solar power from the photovoltaic collection panels and battery
storage units to the outlets and appliances in your house.

Homes that use solar power use 120 volt alternating current (AC) so does
homes that use fossil fuel generated power sources. There is, however,
some differences in the wiring required and some additional equipment that
is not required for the home that plugs into the costly and resource-
depleting electric power grid. If you are designing a home, you'll need to
keep in mind these requirements and include these into your cost
projections and budgeting. The investment will pay for itself over a period of
years by saving you money. As the cost of traditional power increases
steadily, it may not take long to recoup your initial investment and begin
realizing substantial savings each and every year that you live in the home.
When planning a solar home, you want to insulate the home very well.
Purchase windows that are double paned and well sealed. Make certain they
are installed in such a way that drafts do not seep around the window
frames. Make sure door jams do not leak air as well. Attic and ceiling
insulation is important as well. The less heat and cool air that is lost to the
outside, the less energy is require to replace the comfort-controlled air,
placing less demand on your solar electric power system.
You'll need to include in your home a battery meter and a start-stop switch
for the solar power generator. You'll also want to plan more electric outlets
than in a non-solar home so that you can easily light task areas rather than

light entire rooms. You may want to have a few low voltage outlets for
saving energy for devices that require very little energy like your telephone
answering machine, fans and others. While you are planning for electric
outlets, don't forget to place a few outside so you can use your solar electric
power system for power tools or other outside activities.
While planning your unique home, don't forget outlets outside. Summer is
when solar electric homes have lots of extra free power, so you may want
an electric lawn mower and weed eater or fountain pump. You might want
light and power in a shed or detached garage, for power tools, or an
emergency battery charger to start the car. Special 12 volt DC motion
sensor lights at each entrance, the woodshed, or the outhouse will light up
for you even if the inverter (your AC power source) is in idle mode. Even an
outhouse should have its chandelier! Plan ahead and wire for all these needs
while you build.
If the solar energy panel is used to create electricity, the current is stored
inside the home in batteries somewhat like the one you've seen in your car.
Usually there is a bank of several batteries that store the electricity. A
control unit makes sure the right amount of voltage and amperage goes into
the electric wires when someone turns on a light switch, when the home's
heat or air conditioning comes on, or other demand is placed on the
batteries to supply their stored electric power to the house.

3.3 SOLAR METAL ROOFINGS

panels, applying and rolling in the PV laminate and installing the metal

Later, when all the standing seam metal roofing panels have been installed,
the solar integrator connects the mom and pop contacts on each solar panel
to form one, two or more strings of solar panel and runs the wiringdown to
the inverter, which then converts the DC power from solar panels into AC
power at 240 Volts and feeds the electricity into your homes power
network. All excess electricity is sent into the grid for grid tied solar
systems, or to the storage batteries for off-grid systems.

4.0 ROOF TOP SOLAR INSTALLATIONS
4.1 GRID CONNECTED ROOFTOP SOLAR PLANTS LINE:

It is proposed to start this line of business as an authorizing agent for

roof top installations on behalf of those companies who are registered
channel partners of the Ministry of New and Renewable Energy
(MNRE), Central Govt of India. Alternatively, a collaborative
arrangement with any of the reputed world-wide manufacturers may
be explored and an authorized representative set up in Surat city may
be raised with infrastructure for holding minimum essential
inventories of critical components and spares. In the long run or
simultaneously, efforts should be made to register the business
directly with the Ministry of New and Renewable Energy (MNRE) as an
authorized channel partner once the order position becomes
comfortable and the business stabilizes.
4.2 In grid connected rooftop or small SPV system, the DC power

generated from SPV panel is converted to AC power using power
conditioning unit and is fed to the grid either of 33 kV/11 kV
three phase lines or of 440/220 Volt three/single phase line
depending on the capacity of the system installed at
institution/commercial establishment or residential complex and
the regulatory framework specified for respective States. They
generate power during the day time which is utilized fully by
powering captive loads and feed excess power to the grid as

long as grid is available. In case, where solar power is not
sufficient due to cloud cover etc., the captive loads are served
by drawing power from the grid. The grid-interactive rooftop
system can work on net metering basis wherein the beneficiary
pays to the utility on net meter reading basis only. Alternatively
two meters can also be installed to major the export and import
of power separately. The mechanism based on gross metering
at mutually agreed tariff can also be adopted. Many such power
plants can be installed at the roofs of residential and commercial
complex, housing societies, community centers, government

organizations, private institutions etc.
4.3 Ideally, grid interactive systems do not require battery back-up

as grid acts as the back-up for feeding excess solar power and
vice-versa. However, to enhance the performance reliability of
the overall systems, a minimum battery backup of one hour of
load capacity is recommended. In grid interactive systems, it
has, however to be ensured that in case the grid fails, the solar
power has to be fully utilized or stopped immediately feeding to
the grid (if any in excess) so as to safe-guard any grid
person/technician from getting shock (electrocuted) while

working on the grid for maintenance etc. This feature is termed
as Islanding Protection.
The grid connected rooftop solar photovoltaic power generation

plants, generates electricity at the consumption center and
hence contributes to reducing the network losses of the
distribution licensee. The electricity generation shall also
contribute to meeting the demand and supply gap and shall also
enable the obligated entities for complying with their solar
purchase obligation targets as specified by appropriate

Electricity Regulatory Commissions. India has a huge potential
for deployment of grid connected rooftop solar photovoltaic
power generation plants and the MNRE envisages harnessing
this potential.
4.4 OBJECTIVE OF THE MNRE PROGRAM:
To promote the grid connected SPV rooftop and small SPV

power generating plants among the residential, community,
institutional, industrial and commercial establishments.

To mitigate the dependence on fossil fuel based electricity
generation and encourage environment friendly Solar electricity
generation.
To create enabling environment for investment in solar energy
sector by private sector, state government and the individuals.
To create enabling environment for supply of solar power from
rooftop and small plants to the grid.
To encourage innovation in addressing market needs and
promoting sustainable business models and ensure employment
opportunities.
To provide support to channel partners and potential

beneficiaries, within the framework of boundary conditions and
in a flexible demand driven mode.
To create a paradigm shift needed for commoditization of grid
connected SPV rooftop applications.
To support consultancy services, seminars, symposia, capacity
building, awareness campaigns, human resource development,
To encourage replacement of diesel, wherever possible.
The grid connected rooftop solar photovoltaic power generation

plants up to a maximum capacity of 500 kWp per
project/system to generate electricity/power would be eligible

under the Programme. The minimum capacity of 1.0 kW would
be eligible under this programme. The programme may be
implemented in Urban and Rural Areas as well. The programme
encourages installation of rooftop solar photovoltaic power
generation plant for self-consumption as well as supply/sale of
electricity to the grid.
4.5 IMPLEMENTATION: The implementation will be carried out in
both programme/project modes. The projects upto 50 kWp can
be implemented in programme mode while projects above 50
kWp will be done on project mode. Following categories of
implementing agencies will be utilised:- (i) State Nodal
Agencies(SNAs) State Nodal Agencies/Deptts. for implementing
various renewable energy programmes have been established
under the control of respective State Governments. The projects
up to 50 kWp can be implemented in programme mode. Beyond
50 kWp the implementation will be in project mode. The yearly
target will be allocated to the States/SNAs depending upon their
interest, demand and the capability in the beginning of the
Financial Year (FY) or even in February for the preceding year.
About 10% of eligible CFA can be released in advance at the
time of target allocation. The SNAs will keep/maintain all
applications and records with them and will submit the requisite
brief about the beneficiaries/projects duly No. 30/11/2012-

These records will be made available for the audit purpose or to
the inspecting team/MNRE officials etc. (ii) Solar Energy
Corporation of India (SECI) The Solar Energy Corporation of
India is a section 8 company established under the JNNSM as a
company not for profit under the administrative control of
MNRE. The SECI will submit the plan for implementation, as and
when necessary and depending upon the feasibility and
availability of funds the MNRE after taking into account the
feasibility shall consider the plan or may suitably modify the
plan before approval. SECI shall set up the allotted
capacity/projects following the competitive bidding route. (iii)
Channel Partners These channel partners would help the
individuals and small groups of clients to access the
provisions/benefits available under the programme. The
Channel Partners enable significant reduction in the
administrative/transaction cost and help in timely
implementation of the projects. The Channel Partners which
would be used for implementation could include the following:-
a) Renewable Energy Service Providing Companies (RESCOs) b)
System Integrators c) Manufactures of any component of the
Solar Plants d) Project developers e ) Vendors/ suppliers of solar

equipment f) Reputed and relevant NGOs of National level All
Channel Partners will need to submit the proposals in the
prescribed format. The online mechanism will be developed
/preferred. They will follow all terms and conditions, of scheme
and technical specifications as specified by MNRE time to time
and will ensure the quality work. Channel Partners will be
empanelled by MNRE based on certificate from a rating agency
in the country for technical and financial strength. The rating
agencies would check the net worth/ turnover of the
participating entity, its technical capability of supplying,
installing and providing after sales service, track record and tie-
ups with the equipment suppliers. Reputed Govt. technical
Institutions could be exempted from the accreditation by rating
agency on submission of their application with MNRE based on
criteria defined for this purpose. A transparent methodology for
accrediting these entities by MNRE will be put in place. The
empanelment would be done initially for 2 years which may be
extended further on merit. Those channel partners who are
already empanelled by MNRE under Off-grid and Decentralized
Solar Applications Scheme would also be considered based on
their performance for the grid connected rooftop plants also.

accrediting/empanelling channel partners will be separately put
in place by MNRE, or by SNAs, if the later is so directed by
MNRE to empanel Channel Partners. (iv) Financial
Institutions/Financial Integrators The financial Institutions and
financial Integrators i.e., NABARD, National Housing Banks,

other Banks, IREDA, SECI etc. will also be eligible for
implementing the programme. They may source funds from
MNRE, their own resources or any other sources i.e., carbon
credits, National Clean Energy Fund, funds from States,
beneficiary contribution, CSR sources etc.. (v) Other Govt.
Departments/Agencies The other Govt. Departments/Agencies
i.e., Railways, Defence/Para Military Forces, Local Government
Bodies including Municipal Corporations/Municipalities, PSUs,
Institutions, Development Authorities, DMRC, State
Departments interested in directly implementing the programme
will also be encouraged. They may directly implement their own
projects for meeting their large scale demands or other projects.
4.6 Project Cost, Benchmark Cost and Central Financial

The project cost of a grid connected rooftop PV system will

include the hardware i.e., PV modules, inverters, meters,
support structures, charge controllers, cables and minimum
battery required to ensure smooth operation. It will also include
cost of transportation, installation, connectivity, civil works and

operation and maintenance for five years along with warranty of
the system.
The benchmark cost may be fixed by MNRE on yearly/half yearly

basis. The Central Financial Assistance (CFA) would be 30 % /
70% of the benchmark cost or the actual project cost as
applicable, whichever is lower. The level of CFA may be revised
by MNRE from time to time.
4.7 Funding Pattern. Funding under the scheme would be in
Project mode for systems larger than 50 kWp or equivalent, i.e.
there must be a project report which would, inter alia, include
client details, technical & financial details, O&M and monitoring
arrangements. For lower capacity systems, i.e., below 50 kWp
this would be operated in programme mode. Project proposals
shall be submitted to the MNRE in the prescribed formats for
small capacity systems. For the proposals upto 5 kWp the exact

address of the beneficiary, project details with project cost etc.
will be submitted by the implementing agencies in the list mode
duly certified by them that their individual applications,
beneficiarys identification, photo and the system photographs
have been kept and maintained in their office for any audit and
inspection purpose. For the projects from 5 kWp to 50 kWp the
proposals shall be submitted in the prescribed format. For the
projects above 50 kWp the proposal No. 30/11/2012-13/NSM

report will be submitted. The total project cost shall be funded
through CFA, and the users/beneficiary contribution. The
beneficiary could also obtain loan from the Bank at commercial
interest for meeting a cost of the power plant. Techno-economic
specifications for a minimum cut-off level for the requirement of
the project mode would be specified by MNRE. MNRE would
provide financial support in accordance with the benchmark cost
and subsidy levels fixed by MNRE every year or on half yearly
basis. The present CFA would be 30% of the benchmark cost of
the grid connected rooftop and small solar power plants.
However, it can be revised by MNRE time to time. The
benchmark cost of a PV system will include the hardware cost

up to the site including PV modules, inverters, minimum storage
battery, cost of meters, local connectivity cost, cost of civil
works, foundations, installation, operation and maintenance for
a period of five years, comprehensive maintenance for a period

of 5 years, warranty for the complete systems, etc.
4.8 Recommended Business Model:
After a detailed review of all alternatives available for a new

entrepreneur, it appears that the best business model to enter
in this line of business will be to act as an authorized
representative cum distributor / dealer for an established
company like Uni-Solar, SolarWorld, Bosch or from any Indian
company like Shams Power of Pune etc. Under this scheme, it is
suggested to have a sample installation at any of the residential
unit, commercial unit or a building of social importance like a
community kitchen, hospital, educational institute or a hostel
attached to an institute.

5.0 Action Plan:
As suggested in the para 4.8, promoters may agree to

install a 100 KWp solar installation in consultation and
under guidance of a MNRE registered OEM suppliers of
solar power systems.
Bosch, which is a German Company and its

subsidiary based in Pune was contacted for
possibility of such a tie up. Based on the
discussion with their manager, the following
action plan emerged:
The promoters should select a residential,

commercial or philanthropic building to
show case a sample model installation. Most

preferable in the city of Surat may be any
building or sub unit attached to the iconic
Al-Jamea tus Saifiyah, in Zampa Bazar.

Alternatively, any one of the building
apartments located in the Burhani Centenary
Park, Besthan may be selected for installing
such a sample installation of Grid-tied Solar
Power Generation Plant.
6.0 FIXED & WORKING CAPITAL AND PROJECT COST:
6.1 Fixed Capital: The fixed capital comprises mainly a solar

power station of at least 100 KWp capacity and some
investments in essential spares of PV panels and electrical
accessories. Based on feedback from the Bosch, Pune
manager, an ideal 100 KWp installation would cost
somewhere in the range of IRs 60 Lakhs. Adding to it a
deposit of the office space and essential spares worth Rs.
10 lakhs, and a vehicle worth Rs. 5 lakhs, an investment
of IRs 80 lakhs is envisaged.

6.2 Working Capital:

Working capital comprises as follows:
1. Office cum workshop rent for

7.0 PROFITABILITY AND FINANCIAL ANALYSIS:

7.1 Assumptions:
1. A period of 3 months for company formation

2. Concurrently, a period of 3 months for preparing sample
installations
3. Concurrently 3 months for making a marketing program and visibility
4. All funding either from own sources or partly from Q.H. or from
private equity placements
5. Sales of at least 1 project ( 100 KWp) and 2 projects (50 KWp) in the
first year, 2 projects of higher and 4 projects of lower capacity in the
2nd year and 3 projects of higher capacity and 6 projects of lower
capacity in the 3rd year within the same manpower and funding
resources.
6. Avg Sales prices of higher capacity is Rs. 69 lakhs, and lower capacity
will be Rs. 38 lakhs.
7. An appx margin of 15 % margins are built in the prices of higher and

lower capacity projects.

cost factors increase during this period, it will be passed on to the
