R I DISTRICT

From the Pen of Editor

DR. DILIP DAS BISWAS

A
District Directory reflects the heritage of the past, conveys the
promises of the future and highlights the compendia of present. The
Directory brings all the different club members closer to each other, it
makes them aware of the District information, RI assignments and important
facts of Rotary. So, it is a boon for the members to know Rotary as a whole.

Keeping in mind the usefulness of a District Directory, we have tried our best
to make it informative, comprehensive and ready reference for the members.
We have incorporated all relevant and up-to-date information of the District
as well.

On being separated from R I District 3290 (329) our District 3240 was newly
formed on 1st July 1990. This Rotary year 2014-15 is a very special to us,
as we will be celebrating Silver Jubilee of our District. Celebration not only
with fun and amusement, but also with dedicated service for the humanity.
Our motto will be Serve to Enjoy.

Another very very significant achievement we have acquired this year. With
the active support of Rotary International, WHO, CDC and Govt. of India we
have made our country Polio-Free. No child will be lame any more.

We left no stone unturned to make this Directory flawless. But in spite of

our best care and utmost vigilance, we could not avoid some mistakes and
omissions, we apologize for this.

While concluding I extend my heartfelt thanks to beloved DG Swapan K.

Choudhury for his confidence on me to bestow the responsibility of District
Secretary-Publication and for his persistent support as well. I am obliged

Message from R I President

GARY C. K. HUANG

February 2014

Dear Fellow Rotarians,

RI District 3240

I was introduced to Rotary as a high school student. Right away, I saw it was
something I wanted to be a part of. Rotary was a prestigious organization
in Taiwan when I was growing up, and at first, I mostly wanted the status of
being a Rotarian.

But it didnt take long for me to realize that Rotary was about much more
than having lunch with important people. Through Rotary, I have made my
GARY C.K. HUANG
community and the world a better place. I have been touched by the stories of
President, 2014-15
those weve helped in countries far from my own. Rotary is something special
T +1.847.866.3467
and it is something I am proud to be a part ofnot for what it gives me, but
F +1.847.866.3390
for what it lets me give to others. By putting Service Above Self, we set an
gary.huang@rotary.org
example that cannot help but inspire those around us.

My motto is always be positive, be active, be a friend, and Rotary embodies

these values. In Rotary we set high goals, we work hard, and we care. In
Rotary we find solutions, not cuses. Rotary is a light in our communities and
a light in our hearts. It creates hope in our world and gives meaning to our
lives. It fulfills a basic human desire to reach out a hand to others, to know we
have made a difference.

I send my best wishes for a successful year to come, and I look forward to
working together as we Light Up Rotary.

Yours,

Gary C.K. Huang

R I DISTRICT

R I District 3290 to 3240

Pangs of Birth and the Eventful First year.
RAMESH P. AGARWAL
First District Governor of RID 3240

Our District 3240 (then 324) was born on 1st July 1990 as a consequence of
bifurcation of RI District 3290 (then 329). I had the unique opportunity of serving
as the First District Governor of the New District. The new district also had its
pangs of birth. Some issues which needed immediate attention were :
1. Emotional integration of our district spread over 7 North Eastern States, large
portion of West Bengal and Sikkim. The diversity was there, unity had to be achieved
and a sense of belonging created.
2. The post partition settlement of affairs with the parent district-329 e.g. division of 3H
Grant 89-12, District Fund etc.
3. The undivided district had taken up a project of establishing a hospital in Salt Lake. Kolkata for the benefit
of the poor needy people. At the time of acquiring the lease from the West Bengal Government, a few clubs
and Rotarians from the clubs of our district had also provided funds required for obtaining the lease from
the West Bengal Government. The question was how to protect our interest and involvement in the project.
4. Two of the clubs, Rotary Clubs of Santiniketan and Burdwan had expressed their unwillingness to be part of
our New District. In fact they had made representations to the R.I for being declared as undistricted clubs.
They even had a meeting with the then RIPE R. K. Saboo.
5. To build a heritage based on age-old principles of ethics and transparency.
Major accomplishments in the First year
1. The District send a GSE Team to Arizona, USA Dist-549 in the very first year which was led by Dr. P.K.
Barua.
2. During 1900-91 Rotary year, three clubs were initiated. RC Asansol Greater became fully operational.
Provisional clubs status was given to Rotary Clubs of Diphu and Aizawl. Two new Rotaract clubs came up
sponsored by RC Siliguri Mid Town and Guwahati. One interact club was sponsored by RC Kulti
3. Fourteen District Committees met just before the commencement of the District Conference.
4. Under the 3H Grant 89-12 program the New District got its due share from RI amounting to US $ 50,000
after solving a big and complex dispute.
5. The corpus fund of undivided District was also divided according to the number of Rotarians in each district
and we got our share from the parent district.
Rotary club of Burdwan and Santiniketan were not willing to join the newly formed Dist 324 and preferred to
remain with Dist 329 After a couple of meetings, the ice melted, thanks to the leadership of these two clubs, they
agreed to become integral part of the new District. So during incption total number of clubs were 34
6. The First District Conference of the newly formed District, the Conference of Ecstasy, was held on 28th,
29th & 30th December 1990 at Siliguri, jointly hosted by RC Siliguri & Siliguri Mid Town. During the
conference the Electors also elected me the District Representative to the Council on Legislation (1992).
10. The District selected (Zarir Hussain) a Rotary Foundation Scholar to UK for higher studies
11. The New District leaders took up the issue of wasteful expenditure of Rotarians money in relation to polio
plus program. The then National Polio plus Committee was disbanded and the new committee was put in
place.

Founder Paul Percy Harris

GROWING UP
Harris was born on 19 April 1868 to George H. and Cornelia Bryan Harris in Racine,
Wisconsin, USA..
Harris was raised by his grandparents, Howard and Pamela Rustin Harris.
He was a mischievous child. He attended primary school in Wallingford and secondary
school in Rutland, where he played pranks and skipped class. He also attended Black
River Academy in Ludlow. Harris enrolled at Princeton University in 1887.
LIFE IN CHICAGO
After Princeton, Harris made his way to Iowa, he graduated with a Bachelor of Laws
in June 1891. In 1896 Harris settled in Chicago, where he opened a law practice in the
central business district.

Cornelia Bryan Harris (Mother) George Harris ( Fathear)

THE BIRTH OF ROTARY

After setting up his law practice in Chicago, Harris gathered several business
associates to discuss the idea of forming an organization for local professionals.
On 23 February 1905 Harris, Gustavus Loehr, Silvester Schiele, and Hiram Shorey
gathered at Loehrs office in Room 711 of the Unity Building in downtown Chicago.
This was the first Rotary club meeting.

In February 1907, Harris was elected the third president of the Rotary Club of
Chicago, In August 1910 Rotarians held their first national convention in Chicago,
where the 16 existing clubs unified as the National Association of Rotary Clubs. The
new association unanimously elected Harris as its president.

LIFE WITH JEAN

Harris met Jean Thomson, Scottish-born daughter of John and Ann Younson Thomson, during an
outdoor excursion of what would later become the Prairie Club.

They married on 2 July 1910 in Chicago. In 1912 they purchased a house on Longwood Drive in Morgan
Park, a suburb of Chicago. The Harrises named their house Comely Bank after the street in Edinburgh
where Jean had lived as a child. The couple had no children and Jean joined Harris on his visits to
Rotary clubs around the world. After Harris died, Jean briefly continued to live at Comely Bank. She
later sold the house and returned to her native Edinburgh,
where she died in 1963.
Jean Harris

THE NATIONAL ROTARIAN

Harris wanted to write a special message for all Rotarians to read, but at the time
Rotary had no way to spread the word. Chesley R. Perry, Rotarys first general
secretary, suggested creating a publication to disseminate news and club business,
with the cost offset by advertisers. Thus, the National Rotarian, later The Rotarian,
was born.

THE END OF AN ERA

Harris died on 27 January 1947 in Chicago at age 78 after his prolonged illness.
Funeral services were held at Morgan Park Congregational Church on Chicagos
South Side.

Harris made it known that he preferred contributions to The Rotary Foundation

when he died in lieu of flowers. By coincidence, days before he died, Rotary leaders
had committed to a major fund raising effort for the Foundation. After Harriss death,
the Paul Harris Memorial Fund was created as a way to solicit these funds. The
Paul Harris Memorial Fund was earmarked to help establish Rotary Foundation
Fellowships for advanced study. At its May/June 1947 meeting, the Board of
Directors allocated $60,000 of the $228,000 raised to support the program. The
program was known as the Paul Harris Foundation Fellowships for advanced study
during the first year. Paul Harriss headstone at Mount Hope
Cemetery on the South Side of Chicago.
Silvester Schiele, the first president of the
Rotary Club of Chicago, is buried a few feet
away. Jean Harris is buried in Scotland.
