Potential Users

The Constitution of the Philippines recognizes the importance of local governments. The acts

of the local government units affect the ordinary citizen more directly than those of national

government. The average citizen has more and closer contacts with the local governments and

agencies than with the national or provincial government.

The project aims to provide a sustainable city hall that would give convenience and better

accommodation to the needs of the locals. The construction of the new city hall building will cater

the citizens of Lipa the ease of accessibility and transactions to respective offices in a lone

environment.

In addition, the proposed three- storey car park includes a major facelift to the facilitys faade

that will create more pleasant and user friendly parking space. The resulting benefits are not just

about to deliver a better car park experience, but also the safety benefits such as assessing driver

orientation to ensure it complies with the DPWH Standards. Safety compliance is mandatory for

todays car parks to protect both drivers and pedestrians.

Health and Safety Management

As per compliance to the Bureau of Working Conditions (BWC) through the Department of Labor

and Employment (DOLE) Regional Offices, pertinent provisions of the Occupational Safety

and Health Standards (OSHS) and other related laws and policies through the Labor Laws

Compliance System are given importance to safeguard the workers social and economic well-

being as well as his or her physical safety and health.


Safety is the top priority in every construction to be done. Personal Protective Equipment and

Devices Rule No. 1080 of the Labor Code of the Philippines mandated that each worker or

individual are required to use PPE in every construction to protect the user against health or safety

risks at work. It include items such as safety helmets, gloves, eye protection, high-visibility

clothing, safety footwear and safety harnesses.

The risk of accident or emergency cannot be taken for granted. First aid kit is provided to secure

an immediate response to accidents. According to the Philippine Red Cross, emergency kit

contains first aid manual, adhesive strips, triangular bandage, scissors, resealable plastic bags,

gloves, multi- purpose knife, ethyl alcohol, sterile gauze pads, antiseptic wipes, antibiotic ointment

and soap. All safety precautions that may apply will be considered. However, the overall safety

begins and lies to the hands of individuals.

Economic Constraints

The construction of the proposed project is only limited to the project budget allocation of

the end user or the local government of Lipa. If the budget is inadequate, or is allocated

inappropriately, then it can have a negative impact on the success of the project in terms of quality,

safety, functionality and performance.
