Process Evaluation
Focuses on and occurs in early stages
Focuses if the goals that have been implemented
as planned
Periodically done throughout the life a program.
It involves examining: implementation of the
program, the mechanisms of impact, content,
and research process.
Used as program implementation begins, and
during operation of an existing program
Shows how well the program is working, extent
to which the program is being implemented
Whether the program is accessible or acceptable
to target audience.
Provides early warning of any problems
Allows programs to mentor how well their
program plans and activities are doing
Key Vocabulary associated:
A) Dose: how much of the intervention is
delivered?
B) Uptake; Is the information actually being
received by the participant?
C) Reach: how much of the target audiences
comes into contact with the intervention?
Key Questions:
A) How are things going and how well are they
attended?
B) Is it being implemented well?
C) Whom did you direct the program efforts?
D) What has your program done?
Impact Evaluation
Asses how well a program is achieving its goal.
An impact evaluation provides information about
the impacts produced by an intervention
Focus on if the program is reaching its short
terms goals
Influences policy and impact in longitudinal
studies
Is used during the operation of an existing
program and at the end of a program.
It shows how well the program is ultimately
meeting its goal
Can be used to improve or inform decisions
about whether to continue, discontinue, replicate
or scale up an intervention
It is useful because it provides evidence for use in
policy and funding choices.
Usually done years after the end of a program to
determine the last effect on the target population
Measure both positive and negative effects
Measures intended and unintended
Evaluation of what caused the observed effects
Key Questions:
What changes in your program participants
behaviors are attributable to your program?
What effect would program participants miss out
on without this program?

Outcome Evaluation
Measures program effect on its target
population by assessing the programs
outcomes
Asses effectives on of a program in
producing change
Focus on changes in comprehension,
attitudes, behaviors and practices that
result from program activities
Can include both short and long term
Describes whether program activities affect
participants outcomes
Establishes and measures benefits of the
program
Example:
How effective was the anti-smoking campaign
in preventing people from smoking.

international school. Determining how well the
ESL program is helping ESL students and
examining roles of teachers, parents and
students.

An example would be looking at how the
implementation of a breakfast program at a school
has helped to improve students grades or if the effect
is necessary to continue budget to the program.
Multiple factors would have to be examined.
