Smart Care
Smart Care
SmartCare is a solution for lean All-IP network operation and it helps operators build a network
O&M system that can visualize the All-IP network, reflect true subscriber experience, quickly
identify the causes of network problems, and analyze subscriber behaviors. Below are details
about the SmartCare supporting platform.
More
SmartCare VisualIP
Our SmartCare VisualIP is the first in the industry to visualize the IP bearer and core networks,
enabling O&M engineers to maintain them on the same platform. It helps operators build
reliable and efficient ALL-IP networks, such as real-time IP network monitoring, quick
identification of network faults, and active network operation and maintenance (O&M).
SEQ Analyst
SEQ Analyst is a platform for business quality monitoring and management by individual user
and multiple vendors in a quasi-realtime and retraceable manner. As an indispensable part of
the operation support system for modern telecommunications networks, our SmartCare SEQ
Analyst is widely used for service commissioning, subscriber complaint handling,
troubleshooting, subscriber experience management, and value-added service deployment. It
also contributes toward lean operation principles. It collects various signaling and protocol data
(by using methods such as high-impedance cross-connection, port mirroring, Ethernet
Splitter(TAP), and optical splitter), decodes signaling messages, consolidates call detail
records (CDRs), simulates service connection processes, and analyzes network and service
indicators. With our SmartCare SEQ Analyst, you can monitor the network and services
statuses in real-time and also customize signaling monitoring tasks and run them without
affecting the network.
Features
Our SmartCare SEQ Analyst provides end-to-end signaling collection and analysis. It helps
carriers improve O&M efficiency, allocate network resources more cost-effectively, and
improve subscriber experience, while detecting and analyzing subscriber behavior, both
informative and illicit. With SmartCare SEQ Analyst, operators can enhance the quality of their
networks and services.
Improve O&M Efficiency
Our SmartCare SEQ Analyst can obtain the end-to-end signaling procedure of each call by
querying CDRs. By analyzing the signaling messages generated during this end-to-end
procedure, the SmartCare SEQ Analyst can identify the causes of service failures and improve
the efficiency with which subscriber concerns are addressed.
The SmartCare SEQ Analyst analyzes inter-network traffic trends, which operators can use
when traffic is heavy to decide whether to expand capacity or make necessary contingency
plans. The SmartCare SEQ Analyst analyzes the distribution of traffic in different office
directions and allocates transmission resources (such as inter-office trunk links) according to
the real-time traffic volume. By doing so, it ensures cost-effective resource allocation and
optimal service quality at the same time.
Our SmartCare SEQ Analyst analyzes subscriber behaviors and provides the information
based on these analyses for operators to use in developing value-added services. For
example, with the real-time subscriber location information provided by our SmartCare SEQ
Analyst, local operators can send short messages to inform subscribers that they have entered
a roaming area and welcome them. Local businesses can also send advertisements to
subscribers in the vicinity. In addition, it monitors fraudulent subscriber behavior, such as
cloning SIM cards, excessive use of network resources without paying for them, and inter-
network settlement fraud.
VisualIP
With the trend toward ALL-IP network transformation, operators face more challenges in
maintaining IP networks and identifying network faults. To make IP networks easier to manage
and maintain, we provide SmartCare VisualIP to help operators build reliable and efficient ALL-
IP networks, such as real-time IP network monitoring, quick identification of network faults, and
active network operation and maintenance (O&M).

largest NGN international gateway office in Malaysia.
SBC
Our session border controller (SBC) is deployed at the border of the IP voice network. It
implements voice session network address translation (NAT) to provide secure IP
communications and guarantee voice quality. The SBC is based on the NE40E platform, and
has outstanding IP interworking capability.
Features
Industry-leading platform
Adopting the IP routing design of the NE40E, the SBC is the first hardware platform to support
the 10GE optical interface. One SBC can provide a maximum of 640 Gbps throughput. By
adopting such an advanced platform, the SBC can support a maximum of 600,000 registered
users and 60,000 concurrent calls, a capacity that is much better than its peer is capable of
providing.
The SBC supports a hierarchical security mechanism, which guarantees security for IP
communications, signaling and media, and service applications. For example, in the case of
session security, the SBC is able to act as a signaling firewall to detect session requests. By
controlling session request rates and session packet contents, the SBC eliminates signaling
storms, prevents malformed packets from consuming system resources, and avoids phone
fraud.
Hierarchical reliability
Device-level reliability
Boards, power modules, and fan modules on the SBC work in 1+1 backup mode to avoid
single point failures and provide non-stop services in case of a fault.
System-level reliability:
The SBC software uses modular architecture. The fault on one module does not affect the
entire system. The SBC supports real-time monitoring and system resource overload
protection. The SBC also supports the hot patch technique.
Network-level reliability
The SBC supports bidirectional forwarding detection (BFD), geographical redundancy, and
dual-homing. Offering 99.999% reliability, the SBC fully meets carrier-class reliability
requirements and lays a firm foundation for implementing carrier-class services.

BHSAs (Busy Hour Session Attempts) as well as the configuration of P-CSCF, I-CSCF, S-
CSCF, E-CSCF, and BGCF and MRFC on the same board.
High reliability
The IMS Core is based on the next-generation standard telecom hardware platform ATCA,
which is widely recognized in the industry. It supports layered reliability solutions at the board
level, including active/standby redundancy, load sharing, and geographical redundancy. The
distributed database structure ensures that the system continues to provide services, as the
load of an entity, if it becomes faulty, can be automatically taken over by other entities. The
IMS Core supports the redundant design of the dual-power supply system, with functions such
as surge protection, power-off protection, and overvoltage and overcurrent protection.
The IMS Core supports nondestructive upgrade and expansion, with minimal impact on
equipment operation and short interruption of service. It supports multiple authentication
mechanisms, and provides security functions such as IPSec ESP, SIP signaling filtering, and
network topology hiding. Developed in complete compliance with 3GPP, TISPAN, ETSI, and I-
TUT standards, it provides standard interfaces. IMS Core supports IPv4 and IPv4/IPv6 dual-
stack functionality to enable the connection of a newly deployed IPv6 network to the existing
IPv4 network.
Our IMS Core solution includes the following products: CSC3300 that implements the Call
Session Control Function (CSCF) and the Media Resource Function Controller (MRFC)
function, HSS9820 that implements the Home Subscriber Server (HSS) function and the
Subscriber Location Function (SLF), MRP6600 that implements the Media Resource Function
Processor (MRFP) function, UGC3200 that implements the Media Gateway Control Function
(MGCF), and AIM6300 that implements the Network Attachment Subsystem (NACF/CLF)
function.

multi-user operations and different types of wireless network performance analysis methods. It
provides a basic supporting platform for thorough wireless network analysis and
troubleshooting.
Features
RF Optimization
Traditional drive tests (DTs) and call quality tests (CQTs) cannot obtain comprehensive data
because performing tests on the entire network is not feasible. The Nastar obtains a large
amount of data generated during the calls of subscribers from the network, analyzes the data
with configuration data and engineering parameters based on mature performance algorithms,
supports correlation analysis, and provides multiple optimization analysis themes including
coverage, neighboring cell, GSM frequency, uplink interference, pilot pollution, and cell
performance analysis, and analyzes all the network problems. In this way, the Nastar can
reduce the costs of DTs and manual analysis, reduce the OPEX, and improve the accuracy of
problem analysis.
Interworking
Nastar supports multiple network systems such as GSM, UMTS, LTE, CDMA and TD-SCDMA
network systems. It also supports the interoperations between different network systems, such
as GSM/UMTS neighboring cell analysis and GSM/TD-SCDMA neighboring cell analysis.
Thus, it ensures smooth network evolution.
User Experience Optimization
The traditional KPI monitoring can provide only the overall situation of the entire network
instead of the detailed information about subscribers and subscriber groups, thus failing to
reflect the actual subscriber experience. The Nastar obtains user call event records, which can
reflect the quality of radio links and actual experience of subscribers, from the network and
detects and thoroughly analyzes the network problems that affect subscriber experience. In
this way, the Nastar overcomes the defects of the traditional KPI monitoring, and thus
significantly improves subscriber experience.
User Experience Optimization provides three functions including VIP analysis, complaint
analysis and terminal analysis.
This feature enables the Nastar to display the network coverage, traffic, abnormal events, and
data services on a map in grid granularity and to analyze statistical data. This helps users to
identify hotspots and problem areas on the network so that they can decrease the number of
DTs to reduce DT costs.
Nastar solution has been applied by many leading operators around the world, such as China
Mobile, China Unicom, China Telecom, Vodafone, Orange, Telefonica, T-Mobile, Vodacom,
Telecom Italia.

leading operators, such as China Mobile, China Unicom, China Telecom, Vodafone, Orange,
Etisalat, Telenor, T-Mobile, MTN, Telefonica O2, Sprint, VimpelCom, and TATA, have seen
enhanced network quality derived from the following benefits.
Users can view the statistical data of reports on a client. They can also query reports by default
or by specifying query criteria, and sort, filter, export, and print query results as required.
When the network performance of certain areas or objects is poor, users can analyze and
locate network problems by using the KPI analysis, correlation query, and object drilling
functions provided by the PRS.
During network adjustment such as network relocation and NE upgrade, users can compare
the network performance before and after the adjustment by using the KPI benchmarking
function.
A report is generated automatically according to the pre-set time and period. After relevant
settings are complete, the PRS generates reports automatically and requires no manual
intervention. Accordingly, the operation efficiency is improved.
Then, reports generated on schedule are sent to a specified email address or FTP server. In
this way, users can obtain the report data by receiving emails or viewing files on the FTP
server anytime and anywhere.

that support joint management of all types of networks and allow lean operation of an All-IP
network. With SmartCare, operators can shift their focus from network performance
management to service quality and user experience management.
Challenges
As networks convergence and the development of Information and Communications
Technology (ICT) continue to grow, the era of lean operation has begun. Efficient user
experience management benefits both operators and users, but user experience can be
difficult to measure. Traditional KPI-based network quality assessment system can’t reflect
subscribers’ actual service experience. Moreover, effective means for end-to-end service
quality monitoring and management are lacking, which hinders operators from improving their
network quality. Transforming the way networks are managed is both necessary and urgent.
Our Solution
SmartCare, capable of processing a massive amount of data in real time, helps operators build
a user-experience-centered network management system that offers visibility into all types of
networks. With this system, operators can handle challenges in network O&M with ease.
SmartCare also provides recommended thresholds for KPI and KQIs based on Huawei's
professional service experiences. With KPI and KQI thresholds, O&M engineers can be
warned of potential network problems and take preventive measures.
Customer-centric Management
SmartCare implements end-to-end service quality assessments and subscriber-level service
experience analysis. In addition to network KPIs, SmartCare analyzes KQIs pertaining to
accessibility, retainability, and integrity for individual subscribers, thereby giving operators the
best assessment of the subscribers’ actual service experience.
SmartCare monitors KQIs for VIP subscribers in real time and detects service problems before
subscribers are even aware. It identifies VAP (Very Annoyed Person) subscribers, and
provides information so that operators can optimize the network in the most cost-effective
manner and reduce churn rate.
Real-time Big Data Processing
While traditional network management systems collecting non-real-time KPI statistics,
SmartCare shows the real-time network status, KPI and KQI trends, and subscriber-level
service qualities. Based on this information, operators can take prompt measures to prevent
network and service problems. With distributed storage architecture and use of cloud
computing and storage technologies, SmartCare can process a massive amount of real-time
data and be easily expanded.
Mobile networks are marching through a broadband and IP-transport evolution. Broadband
evolution has generated diversified applications and changed the user habits; while IP
transport has packetized the services and content, increasing the challenge on service analysis
and resolution.
During the network evolution, diversified user habits and applications are demanding higher
service quality, thus creating new challenges to operators in maintaining their networks.
Network maintenance should not focus only on a single network element or KPI optimization,
but the service quality required by users and network quality by service applications.
How can the user experience and service quality be ensured and managed? How can
visualized network O&M be realized and efficiency enhanced? SmartCare solution provides an
optimal answer.
A monitoring system and measurement standards are required to manage user experience and
service quality. The monitoring system visualizes service quality, while measurement standard
measures service quality. Apart from managing user experience and service quality, the
second challenge of an operator is to quickly identify service quality issues. Currently, there are
two obstacles for quick problem identification: a long service chain that contains multiple
equipment providers and packet services from IP transport.
Diversified mobile services have created both opportunity and challenge on differentiated user
management. User differentiation helps develop high-end users from the traditional user
model, and increase operator’s revenue through value added services. At the same time, user
differentiation has increased the difficulties in managing and assuring user experience. How
can a differentiated user experience be provided? How can service quality be improved and
assured? How can the unlimited utilization of network resources be controlled? These are the
problems to be solved.
Broadband access has overthrown the service model of traditional voice service, and
diversified service application has been made possible. The mobile broadband network has
successfully untied the “bond” of the traditional fixed broadband network; the service
applications in a high-speed mobile broadband network are more diversified compared with
those in a fixed broadband network. Applications like mobile web browsing, mobile online
gaming, mobile streaming, mobile mail, etc. are getting more popular.
Operators have to move from managing single voice service quality to managing diversified
and comprehensive service quality. The quality requirement for voice service is comparatively
lower, as it emphasizes on assuring accessibility, retainability and mobility.
Diversified services have created different requirements on quality; the overall throughput
requirement for web services is not high, yet it is expected to have shorter delay from clicking
to completing the content display; online gaming requires low latency during the entire service
utilization; mobile streaming requires low codec error, less retransmission and so on. Mobile
broadband network services are having more complex requirement on quality, and managing
the service quality comprehensively has become a great challenge.
Mobile broadband has increased the capability requirements of the transport layer and
promoted the development of high quality services. Meanwhile, the increasing user demand
and network traffic has not delivered corresponding revenue growth for operators, especially
for those who are leasing their pipeline as the main business model. This has led to a dilemma
of increased traffic but not revenue. How to balance cost, revenue, user experience, and
service quality has become an important issue for mobile operators.
Network traffic is closely related to the services. New service model and content will create
different traffic loads on the network. The drivers for operators to have comprehensive service
management include: identifying service model, in-depth analysis on service content, control
on service, promoting service with higher return of investment (ROI).
SmartCare solution
SmartCare is a solution that helps operators address the challenges on broadband access and
IP transport evolution. The solution has established quality assessment standards for
diversified data services and user experience, including quick identification and resolution of
service quality problems, and troubleshooting of potential user complaints. The solution also
achieves differentiated user experience management and comprehensive service
management.
As part of the SmartCare solution, the service quality management platform incorporates
functions like quality and user experience management, E2E monitoring and analysis,
professional consulting, integration, audit and optimization service. Fully helping operators face
the challenges of managing service quality during the mobile broadband and IP transport
evolution, SmartCare provides a competitive edge for operators in a growing market.
SmartCare has a service quality assessment model that consists of QoE and key quality
indicator (KQI) for diversified services. In this context, E2E data signaling from user to wireless
access, transport, core network, and designated network is collected, stored, analyzed and
automatically correlated. With flexible reporting and geographical customization, SmartCare
helps achieve visualized and comprehensive and E2E service quality monitoring, including
visualization of data service quality and QoE for different users on different services.
The service quality platform supports E2E and multi-vendor quality monitoring, including
wireless, core and transport networks. This solves the difficulties in identifying faults across
systems from multiple vendors, and is able to correlate voice domain (CS), packet domain
(PS), multimedia (IMS), cloud computing and even CDN.
Through the service quality platform, IP bearer network information is collected, analyzed and
stored on a shared database. The information covers the core network, bearer network
topology, service route, bearer equipment, bandwidth, traffic and the bearer network QoS. It is
easy to identify whether the abnormal services are caused by equipment or bearer network
faults.
In addition, SmartCare can quickly identify and solve the service quality issues through a
solution knowledge base. The functions include: 1) identifying service quality issues based on
different service types and service routes; and 2) resolving service quality issues quickly based
on user location.
First, Very Important Person (VIP), who is an important force in supporting the income of an
operator. Assuring service quality and proactive care for VIP users can improve their
satisfaction level and loyalty, avoiding the loss of key customers as well as the revenue.
Second, Very Annoyed Person (VAP), who is the main pressure on network operation. Quickly
identifying the VAP users, solving their service quality issues, and active care can help reduce
the O&M pressure, churn rate and negative impact on brand image.
SmartCare can deliver differentiated management for both VIP and VAP users, including the
real-time monitoring of VIP/VAP service quality, and quick resolution of VIP/VAP service quality
issues.
SmartCare can also provide service quality assurance for VIP areas and key events like the
Olympic Games, the World Cup and more. Through user service quality analysis and active
tests, SmartCare can identify and solve the service quality problems of surrounding venues in
advance, turning the passive O&M into active O&M.
Along with the growth of high-speed networks and diversified applications, many operators are
still relying heavily on the traditional profit model of pipeline leasing. The surge of network
traffic does not generate corresponding revenue to operators; instead, it has required higher
investment on network operation and maintenance. SmartCare can conduct in-depth analysis
of different service types and content, helping operators develop policies to control low-profit
services, accumulating statistics and experience for future business growth.
With the service quality management platform, SmartCare can help operators better manage
their mobile broadband network, realizing in-depth service analysis and comprehensive
management. Moreover, SmartCare can help develop potential businesses covering web,
WAP, email, IM, MMS, FTP, and streaming. Other functions provided by SmartCare include: 1)
service model analysis based on terminal/user type; 2) network load analysis based on
different services; 3) in-depth service analysis based on specific area and SP/CP.
