Chapter I

THE PROBLEM AND ITS BACKGROUND

Introduction

Preventing the tragedy suffered by each family and each learning community
involves addressing several aspects of life on campus. There are four key elements to any effort
aimed at providing fire safe student housing (Mowrer, 1999). These elements are summarized with
the acronym PODS; which includes prevention, occupant awareness and training, detection and
alarm, and suppression. Prevention activities include using fire safe interior finishes and
furnishings while reducing ignition sources such as smoking, candles, cooking, and faulty
electrical appliances. Prevention activities can only reduce the number of fires, as it is not practical
to remove all of the hazards, so other elements must be part of a fire safe student housing program.

In the context of building fire safety, fire impact is considered to be any threat to life and
property caused by heat or smoke and may include adverse environmental impact from toxic
products stored on the premises. An essential part of any building fire safety system is training and
education of the occupants in matters of fire safety. Every possible device for fire prevention can
be provided in a building but if the occupants are ignorant of what a fire alarm sounds like, what
safe and unsafe work practices are or where the exits are, then the devices will not achieve a fire
safe building.

Background of the study

The Regulatory Reform (Fire Safety) Order 2005 (FSO) came into effect in
October 2006 and replaced over 70 pieces of fire safety law. This Order reforms the law relating
to fire safety in non-domestic premises. It replaces fire certification under the Fire Precautions Act
1971 with a general duty to ensure, so far as is reasonably practicable, the safety of employees, a
general duty, in relation to non-employees to take such fire precautions as may reasonably be
required in the circumstances to ensure that premises are safe and a duty to carry out a risk
assessment.

The Order imposes a number of specific duties in relation to the fire precautions to
be taken. The Order provides for the enforcement of the Order, appeals, offences and connected
matters. It amends or repeals other primary legislation concerning fire safety to take account of the
new system and provides for minor and other consequential amendments, repeals and revocations.
Theoretical Framework

According to fire safety management writers the best insurance against loss of assets and
lives caused by fire is to adopt a pro-active fire safety and prevention plan coupled with sound risk
management practices. One suitable program to deal with the threat of fire is to improve fire safety
knowledge for all occupants of buildings.

In the Theory of Fire, the vapor is what actually burns, this is why gasoline is dangerous,
the vapor is always present in our climate, diesel Fuel is more difficult to light because you have
to heat the fuel to produce a vapor. When you use a fire extinguisher you are removing one of the
things in the Fire Triangle; some extinguishers cool the product on fire, some remove or displace
oxygen around the fire, some displace the vapor, some do a combination of the above.

1. What is the personal profile of the respondents in terms of;

2. What are the movements of people that helps to determine their awareness in their Brgy. when
there is a fire?

3. How the environment do works to distinguish the mental and physical awareness in the
residents?

4. Do people has settled on the squatter areas has a preparation for their readiness on fire?

5.Is there a significant relationship between the fire safety training on the residents on Brgy. II-B
San Pablo City?

Hypothesis

There is no significant relationship between the fire safety model on the residents of
BRGY. II-B San Pablo City.

Scope and Limitation

This study recognize a limitations. It examine the Impact of Fire Safety Model in
Brgy. II-B San Pablo City,Laguna, yaer 2017-2018

Significance of the Study

The study would be a big help to personalizes working in learning constitution. The
following are these people;

Chairman- This study help the chairman to prevent some hazardous like fire in their Brgy.

Community- It helps the community get prepare on upcoming hazard through having knowledge
from this research.

Organization- This research helps organization to deal with the threat of fire.

Individual- This research helps individual to improve their fire safety knowledge.

Residents- This study helps the residents know what are they going to do if there’s a fire.
