Dear Mayor Bowser:
‘As Chairperson of the Committee on Education, | request that you immediately direct the
Office of the State Superintendent of Education ("OSSE") to contract with the third-party
investigation firm Alvarez & Marsal Disputes and Investigations, LLC or another highly
qualified firm to broaden the scope of the graduation accountability investigation.
After holding two public hearings on graduation accountability and receiving compelling
evidence that teachers throughout the city across grade levels and in both sectors of public
education feel pressure to pass students, it appears that these issues may extend beyond high
schools, As a result, l believe there is a need to further investigate attendance and graduation
data in every public charter high school, as well as attendance and grade promotion in every
elementary and middle school in the District of Columbia.
The investigation should include, but not limited to, the following:
2. Anaudit of every public charter high schools’ adherence to the Public Charter School
Board's or their own attendance and graduation policies; and
2. Anexamination of citywide student attendance and grade promotion in elementary
and middle schools, which includes an audit of every school in the public and public
charter school sector.

that with a complete investigation, our city will better understand the breadth and depth of
these issues and be better positioned to develop meaningful solutions. The results of a second
audit will also provide meaningful insight about where this city is in its school reform
