Terms of Reference: Local Land Consultant

Global Land and Geospatial Unit (GSULN) Portfolio in Indonesia

Social, Urban, Rural and Resilience Global Practice (GSURR) of the World Bank Group

Background

The World Bank Group’s Global Land and Geospatial Unit (GSULN) is looking for a Jakarta-based local
land consultant to help manage and expand its growing portfolio. The current portfolio consists of one
lending project and several technical assistance initiatives related to cadastral mapping, land registration,
electronic land administration, property valuation and taxation, and registering property. The GSULN
portfolio is also linked to major programs such as the Sustainable Landscapes Programs and cuts across
various World Bank Group entities, such as the International Bank for Reconstruction and Development
(IBRD) and the International Finance Corporation (IFC). Several of these tasks also involve donor
coordination and preparing relevant updates.

Tasks and Deliverables

The local land consultant would support the World Bank task team and Government Counterparts in
preparing a lending project on agrarian reform and landscape management and help manage the
upcoming technical assistance engagements on electronic land administration, property valuation and
taxation, the Registering Property component of the Doing Business rankings and other possible
activities.

The consultant is expected to follow up on GSULN portfolio activities, liaising daily with the GSULN team
in Washington DC and relevant team members in the Indonesia Country Office. The consultant will be
asked to coordinate activities with Government counterparts, attend meetings, and make presentations
providing status updates and other information as requested. The consultant will be asked to bring
her/his technical knowledge on land and geospatial issues to the portfolio and work closely with other
consultants to develop high-quality outputs and deliverables for the client. The consultant will be
expected to find linkages and synergies across the GSULN portfolio and other activities in the broader
Indonesia portfolio in order to create maximum impact and identify opportunities for future projects and
engagements. The consultant will also be asked to contribute to reports and briefing notes.

Reporting

The consultant will report to Mika Torhonen (Lead Land Administration Specialist) and Aanchal Anand
(Land Administration Specialist) who are based in Washington DC. The consultant will work closely with
other DC-based team members who are involved in projects in Indonesia. The consultant will also work
closely with Indonesia Country Office staff who are working with the DC-based team on various projects.

Start Date

The consultant will be requested to start in mid-September.

Contract Details
The consultant will be offered a contract of up to 150 days between September 2017 and June 2018. A
competitive daily rate will be determined based on the consultant’s skills and experience.

Qualifications

 Master’s degree in land administration, surveying, territorial planning, property law, land
economics, Information and Communications Technologies (ICT) and Geographical Information
Systems (GIS) technologies or related fields
 Minimum 3 years of relevant work experience in public, private, or multilateral sectors
 Fluency in English and Bahasa Indonesia (written and oral) is a must
 Experience in at least one of the following areas is highly desirable: cadastral mapping, property
registration, land value capture, property valuation and taxation, improving business climate,
geospatial technologies, land administration IT systems, and e-governance initiatives
 Knowledge of forestry and climate change issues is a plus
 Previous experience with the Government of Indonesia and/or the World Bank is a strong plus
