The Benazir Income Support Programme (BISP), Govt. of Pakistan has received financing from the World
Bank toward the cost of “Crisis-Resilient Social Protection (CRISP) Program”, (P-174484), and it intends
to apply part of the proceeds of this financing to payments for following “Individual Consultants’
Services” to be engaged under “Crisis-Resilient Social Protection (CRISP) Program” funded by World
Bank;

02. Procurement Specialist-II Qualification: A Bachelor’s/Master degree (16 Years of Education)
(Goods & Services)
(01 Position) in Procurement, Supply Chain Management, Engineering, Business
Administration, Economics, Finance or related field from reputable
local or foreign institution. A Certificate/diploma in the field of Public
Procurement and/or Contract Management from reputable local or
foreign institution shall be an added advantage.
Experience: At least eight (08) years of experience in the
procurement processes with the public / private projects/donor
agencies or international organizations involving procurement of
goods and/or consulting and non-consulting services.
03. E-Waste Management Qualification: At least Master’s degree in environmental
Consultant
(01 Position) sciences/engineering, public health, chemistry or a related discipline;
Experience: A minimum of five (5) years’ experience in the conduct
of E-Waste assessment, E-Waste Management and developing
relevant SOPs. Excellent understanding of all relevant federal and
provincial environmental and other policies, legislation and rules
concerned with this assignment. A minimum of 3 years of work
experience with the federal/provincial EPAs. Excellent writing and
communication skills in English. A minimum 5 years’ experience in
conducting in-person and virtual trainings. Strong interpersonal, team
building, oral and Communication skills. Strong analytical,
assessment, persuasion and advocacy skills. Extensive experience of
working with different national and international stake holders such as
government, EPAs, private sector, civil society, donors etc.

CONTRACT MANAGEMENT SPECIALIST
CRISIS-RESILIENT SOCIAL PROTECTION (CRISP) PROGRAM

1. Background:
Initiated in July 2008 by the Government of Pakistan (GoP), Benazir Income Support
Programme (BISP) is the first ever comprehensive and countrywide Social Safety Net
(SSN) Programme. BISP’s primary aim is to eradicate poverty through provision of
unconditional and conditional SSNs. Unconditional SSNs through cash injection enhance
buying capacity of the disadvantaged families. Through conditional SSNs schooling of the
children aged 05-12 is supported. Between 2008 and 2012, BISP carried out a National
Socio-Economic Survey (NSES), to take stock of the socio economic status of entire
population of the country by applying a comprehensive Proxy Mean Test (PMT).

Recently, World Bank has further extended its support through Crisis-Resilient Social
Protection (CRISP) Program. Benazir Income Support Programme, Govt. of Pakistan has
received financing of US$ 600 million (US$ 5 million for TA), from the World Bank
towards Crisis-Resilient Social Protection (CRISP) Program, and it intends to apply part of
the proceeds to payments for goods, related services and consulting services to be procured
under this project. The Program is for Results Operation with PDOs to support the
development of a more adaptive social protection system that will contribute to future
crisis-resilience among poor and vulnerable households. The program has three (3) result
areas focusing on; a) Building a crisis resilient delivery system; b) Establishing a Hybrid
Social Protection system for resilience of poor against future crisis; c) Protecting human
capital through demand-side education and health initiatives for children.

2. Objective of the Assignment:


To achieve the objectives of its various social protection programmes, BISP intends to pay
particular attention to the harmonization, interfacing and time linkages between the
different aspects of the programmes, including the project contracts interfaces. Besides
Procurement, effective and efficient Contract Management plays a vital role in order to
satisfactorily implement all the required components as planned. It would involve receipt
of goods and services according to the planned activities and the payment thereof
accordingly. It would require preparation of various contract agreements and related
documents to comply with government’s commitments for Development Partners’ funded
projects.

Therefore, BISP intends to strengthen its capacity for effective and efficient contract
management and administration through Procurement Wing by having services of
Contract Management Specialist. The Specialist will support the Procurement Wing
during the implementation of contracts, provide advisory services to assist various
wings/sections/officers of BISP in meeting the work schedules, and assess any request of
change variation orders and providing other technical input/advice as needed.

The Contract Management Specialist will work under the direct supervision of the
Director (Procurement) and will be responsible to execute Contract Management of all the
ongoing contracts ensuring that all parties under the contractual obligations meet their
tasks and responsibilities as efficiently and effectively as possible, delivering the services
as established in the contract. The incumbent will serve as the consultant for developing &
updating all contract management procedures, and will provide support to the organization
in development of standard contract administration / management documents & protocols
in line with the requirements of the Public Procurement Regulatory Authority & World
Bank for contract management. The Contract Management Specialist will ensure
compliance with contractual terms & conditions in line with the requirements of Public
Procurement Rules / Regulations, prescribed by the Public Procurement Regulatory
Authority and World Bank for its borrowers/partners. This requires close coordination and
communication with all the Wings/Units of BISP at HQ and Provincial, Regional & Tehsil
Offices, representatives from primary stakeholder, external consultants and field staff when
appropriate. S/he will develop all the contract administration / management policies and
their implementation thereof which shall serve as the basis for all managerial decisions.

3. Scope and Responsibilities:


The Contract Management Specialist will be assigned the following tasks:

 Get well acquainted with the all the strategic documents of BISP
initiatives to understand the BISP initiatives concepts, designs and
implementation mechanisms;
 Strengthen the contract management capacity of BISP in the execution
of contacts through the provision of contract management expertise
advice and support;

 Assist in overall technical and financial management and


administration of the contracts during implementation;

 Work closely with procurement specialist(s) and develop appropriate


contract management tools, guidelines and manuals for
standardization and knowledge sharing purposes;

 Documentation of all the contract agreements as per the instructions


of Government of Pakistan and World Bank including preparation of
Standard Documents/formats for various stages of contract
implementation / administration;

 Maintaining close liaison with all the implementing wings/partners of


BISP regarding update of Contract Management Documentation on
regular basis and to foster smooth communication and efficient
contract management;

 Oversee that all contract correspondences and actions are made


incompliance with the relevant contract agreements, stipulations,
documents and international standards on timely manner;

 Convening contract negotiation meetings and drafting /issuing minutes;

 Collaborate with other wings/sections/offices of BISP and have regular


consultations with them in order to ensure coherent documentation,
planning procedures and expected deliverables for the technical work
of various assignments/ projects;

 Develop and implement systems for internal control that would ensure
compliance with contractual terms and conditions, in collaboration
withthe user / operations team;

 Advise regarding time schedule of ongoing projects and generate alerts


for potential delays and suggest remedial measures as and when
required;

 Advise on the contractual matters regarding mobilization advance,


bank guarantee/performance guarantee, extension of time, interim
paymentcertificate, default of contractors and final payment certificate
as percontract;
 Monitoring progress of contracts implementation based on the
implementation plan. Promptly convey information to the user wing
about any and every significant alteration, slippage of timelines,
reasons of that alteration / slippages and its impact on overall Program
objective, contract completion and present proposals for remedy
actions;

 Negotiate with vendors/consultants/consulting firms on the


implementation of assigned activities;

 Review contract schedules, deliverables/reports, payments’ requests,


monitoring reports, change orders, contract amendments / addenda,
contract extensions/closures, budget revisions, course corrections etc.
related to all the contract agreement;

 Provide day-to-day active technical support and advice as related to


contracts management and their administration to the different wings
as well as procurement team;

 Monitor progress of contracts implementation to ensure that it abides


by the stipulated standards, procedures and planned time table;

 Make recommendations for payments upon review of reports and


comments from the user / operations team;

 Monitor and analyze contract performance against agreed benchmarks


and through agreed reporting mechanism. Advise on any potential
issues and recommend remedial actions or solutions;

 Negotiate within the terms and conditions of the contract, solutions to


conflicts / problems arising in case of poor performance or non-
compliance with contractual obligations;

 Provide technical leadership for a first stage resolution in case of any


dispute that BISP may have with vendors/ consultants on any
certification, determination, instruction, opinion or valuation related to
the contact(s);

 Frequently convene meeting with contractors to allow ample


opportunity for the identification and early resolution of potential
disputes;

 Liaise and coordinate with the World Bank and its supervision missions;
 Realize syntheses of lessons learnt and best practices in contract
management;

 Ensure key meetings and work procedures are properly documented


and institutionalized;

 Resolved procurement and contract related issues in conforming by


BISP’s respective Wings and suggest corrective measures;

 Advise on managing additional claims (if any) from the vendors/


consultants;

 Review the performance of vendors/consultants upon contract


closures and present performance reports to BISP Management for
future effectivedecision;

 To maintain the Systematic Tracking of Exchanges in Procurement


(STEP) System as a Real Time Monitoring System for Contract
Management Cycle in close consultation and coordination with
procurement specialist.

 Make regular updation of contract management activities on


Systematic Tracking of Exchanges in Procurement (STEP) Contract
Management System Road Map in close consultation and coordination
with procurement specialist;

 Provide assistance to the Director Procurement in following areas


related to Contract Management:
o Dispute Resolution
o Assessing and identifying the risks like institutional political
organizational procedural etc. that may negatively affect the ability
to carry out effective contract processes

 Perform any other duty as assigned by the immediate supervisor and


senior Management related to contract management, administration
and implementation.
4. Reporting:
The Contract Management Specialist will work under the direct supervision of
Director (Procurement), BISP.

5. Time frame of the Assignment:


The services will be performed over the entire period of the project. However,
initial contract will be for one year, subject to yearly extension based on
satisfactory performance.

7. Qualifications and Experience


 At least 16 years of education with a degree in Business/Public
Administration/Economics, Law (with specialization in Contract Law),
Project Management, Engineering or related field from reputable local
or foreign institution. PMP certification would be a plus.
 Should have minimum eight (08) years of professional experience in
drafting and managing contract agreements in the public development

 Should have significant experience in handling legal/contractual


matters of public/donor funded projects involving drafting contract
agreements, contract management, system controls & feedback.

 Demonstrated leadership and management skills.


 Experienced in dispute resolution, capacity building and training within
thecontext of contract management;
 Excellent knowledge of relevant rules and legislation of
public/corporate sector and donor agencies including international
contractual best practices.

 Should have an in-depth understanding of all the legal matters related


to contracting & contract management cycle.

 Proven ability to work in a collaborative, team environment.


 Preferably have excellent command on MS office, World Bank STEP

2. Objective of the Assignment:


BISP intends to strengthen its procurement capacity through filling of vacant
position of Procurement Specialist. The Procurement Specialist will work under the
direct supervision of the Director (Procurement) and will be mainly responsible
for Procurement of Goods and Services for BISP. The Procurement Consultant will
ensure compliance with Public Procurement Rules of Public Procurement
Regulatory Authority and the Donor Agencies such as World Bank, Asian
Development Bank, USAID, DFID etc. for GOP and Donor supported projects
related to the Procurement of Goods and Services, support improvements in the
procurement processes and assist in the establishment, harmonization and
improvement of procurement policies and procedures, consistent with effective
project management besides Contract Management related to those
procurements. This requires close coordination and communication with all the
Wings/Units of BISP at HQ and Provincial, Regional & Tehsil Offices,
representatives from primary stakeholder, external consultants and field staff where
appropriate. He will develop all the Procurement policies and their
implementation thereof related to Procurement of Goods and Services which
will serve as the basis for all managerial decisions besides effective
procurement & contract management.

3. Scope and Responsibilities:


The Procurement Specialist-II will be assigned the following tasks:

 Carry out all the Procurement & Contract Management functions


related to procurement of Goods and Services at BISP HQ and the
Provincial/Regional, Divisional and Tehsil Offices;
 Plan, manage and implement the overall procurement strategy for BISP;
 Provide technical guidance and advice as appropriate in accordance with
GoP & Donors’ Procurement Rules/policies, Regulations, and procedures;
 Ensure compliance of respective strategic and development partners’ Rules,
Regulations and Guidelines during the process of Procurement.
 Develop appropriate standard procedures, bidding documents, controls,
etc. in the procurement process;
 Build the capacity of professionals working with BISP for the Procurement
of Goods and Services; and impart necessary on job practical training;
 Proper documentation of all procurements as per the instruction; of
Government of Pakistan, World Bank and/or other donors; including
selection and preparation of Standard Documents/formats prescribed for
various stages of procurement;
 Make sure for maintaining all purchasing records for control and
reference purpose;
 Lead planning, management, and implementation of overall procurement
strategy of all the units in the project and update the Project Procurement
Strategy for Development (PPSD) for the project when required;
 To provide BISP management and World Bank with regular updates on
various procurement activities of Goods and Services related to CRISP
Project;
 To flag and resolve potential problems with implementation of
Procurement of Goods and Services to BISP;
 Device mechanism for internal Bid evaluation reports for award of
contracts for Goods and Services;
 Make regular Update of Procurement Plan and Contract Roaster
whenever required;
 Liaison and Coordination with the World Bank and its supervision
missions;
 Provide other-ad-hoc advice on overall procurement activities
whenever required;
 To advise on how to organize and enhance the procurement capacity of
BISP towards the implementation of project and program activities in the
future;
 Maximize efficiency of procurement cycle by implementing necessary
controls to be carried out under the project/Program;
 Manage the complete procurement cycle, including advertising process
for procurement, procurement correspondence, bids receipt and bids
opening strictly in accordance with the relevant rules & regulations of
funding agency’s and agreed procurement procedures;
 Receives and reviews Purchase Request (PR) in accordance with the
plan and budget from wings/cells and Field Offices and facilitate;
 Design/ update and facilitate the management of the overall
procurement and inventory management record and filing system;
 Make regular updation of Procurement Process of World Bank’s financed
procurement activities on Systematic Tracking of Exchanges in
Procurement (STEP) Road Map;
 To maintain the Systematic Tracking of Exchanges in Procurement (STEP)
System as a Real Time Monitoring System
 To coordinate, assist and liaison with BISP HR Wing for hiring of
Individual Consultants.
 Comply with the monitoring system for procurement and ensure the
completion of the procurement process according to the procurement
plan besides the Contract Management adhering to the Contract
Agreements/Supply Orders;
 Ensure adherence of the ongoing contract agreements/supply orders
with all the defined conditionalities and processing of the payments after
taking compliance report on deliverables from concerned wing/section;
 Conduct Field visits (if required) to regional offices to ensure that rules
and regulations for procurement are followed in all regions;
 Responds adequately and timely to audit queries;
 Provide assistance to the Director (Procurement) in following areas
related to his assignment: -
o Ensure transparency in procurement process;
o Dispute Resolution;
o Reviewing the whole supply chain and identification of any gaps
and their plugging measures;
o Assessing and identifying the risks like institutional, political,
organizational, procedural, etc., that may negatively affect the ability of
the agency to carry out the procurement process;
o Managing the process of procurement complaint resolution;
o Ensuring all requirements as per the Bank's Procurement Regulations
are met;
 Perform any other duties as assigned by the immediate supervisor and
Senior Management.

4. Reporting:
The Procurement Specialist will work under the direct supervision of Director
(Procurement) BISP HQ.

5. Time frame of the Assignment:


The services will be performed over the entire period of the project. However,
initial contract will be for one year, subject to yearly extension based on
satisfactory performance.

6. Remuneration:
Market based salary package depending upon the qualification and
experience of the selected candidate.

8. Qualifications:

 Significant Procurement Experience on public / private and/or donor


funded projects involving procurement of goods and services and /or
works including Information and Communication Technology (ICT).

 Excellent knowledge of Public Procurement Rules and Regulations of


PPRA, World Bank Procurement Regulations, and other donor agencies
including international procurement best practices. Specifically, sound
Knowledge of World Bank Procurement Guidelines, Procurement
Framework/Regulation, Procedures and reporting requirements.

 In-depth understanding of procurement cycle management.


 Excellent command on MS office and World Bank Systematic Tracking of
Exchanges in Procurement (STEP) Portal and World Bank online Contract

BENAZIR INCOME SUPPORT PROGRAMME
TERMS OF REFERENCE
HIRING OF E-WAST MANAGEMENT SPECIALIST FOR THE DEVELOPMENT OF
STANDARD OPERATING PROCEDURES (SOPs) ON E-WASTE MANAGEMENT
CRISIS-RESILIENT SOCIAL PROTECTION (CRISP) PROGRAM

1. Background:
The Crisis Resilient Social Protection (CRISP) Program aims at advancing
Pakistan’s Social Protection (SP) system and help in moving it towards the next
generation of programs beyond social assistance. The project is spanned from 2021-
2025 with a nationwide focus.
The main objective of CRISP program is to support positive disruptions and
advances in the social protection system to make it more adaptive. The program
seeks to make Pakistan’s SP system more responsive and increase crisis resilience
among poor and vulnerable households. The program is structured around three
main results areas (RA) carved out around the current Government efforts in the SP
sector:

Result Area (RA) 1: Building Crisis-Resilient Delivery Systems

It has two sub areas:


A. Innovations to the social registry
B. Beneficiary-centric biometric payment systems.

Result Area 2: Developing Innovative Hybrid Social Protection Scheme;

This RA will support a hybrid scheme that blends social assistance with social risk
mitigation elements to promote savings that informal sector workers can fall back on
in case of shocks, while also providing a platform through which the government can
more rapidly deploy additional support during a crisis.

RA3: Protecting Human Capital in the Early and Primary School Years

It also has two sub areas:


A. Improved health and nutrition in the early years; and
B. Incentivizing school enrollment and retention

World Bank’s (WB’s) Environmental and Social Framework sets out the WB’s
commitment to sustainable development, through a Bank Policy and a set of
Environmental and Social Standards that are designed to support the projects, with
the aim of ending extreme poverty and promoting shared prosperity. The
Environmental and Social Standards (ESS) set out the requirements relating to the
identification and assessment of environmental and social risks and impacts
associated with projects supported by the Bank.
It has been identified that the environmental risks of CRISP project is low since its
potential adverse risks and impacts on human populations and environment are
likely to be insignificant. However, the procurement of information communication
technology (ICT) equipment in the life-time of CRISP project will generate e-waste
which can pose low environmental risks if these wastes are not handled in
environmentally sound way. Therefore, to ensure sound management of this E-
waste, Benazir Income Support Program (BISP) intends to engage the services of an
e-waste consultant mainly to develop the Standard Operating Procedures (SOPs) for
the procurement and disposal of ICT equipment under the function of “Framing of
Financial Rules for Guidance of Departments” along with program specific ICT SOPs
for handling e-waste based on current WB Environment, Health and Safety
Guidelines. The SOPs will be developed for the procurement and disposal of E-
waste based on current World Bank’s Environment, Health and Safety (EHS)
Guidelines, and the general and industry specific examples of Good International
Industry Specific Practices (GIIPs).
The scope of e-waste management consultancy is hereunder:
2. Scope & Activities:
This individual consultancy assignment calls for an exceptional and well recognized
consultant with an exposure and experience in the development of SOPs for E-
Waste management, preferably in the public sector. The main tasks related to this
consultancy assignment are given below:

 Identify sources and estimated quantities of E-Waste generated/expected to


generate at BISP. This will include the preparation of inventory of all the types
of E-waste being generated by the organization along with its volume,
composition and disposal costs etc.;
 Assess the practices and capacity of recycling of E-Waste within BISP with
respect to environmental protection rules and regulations;
 Develop detailed SOPs for the management of E-Waste at BISP, based on
the requirements of National Act/ legislation on environmental protection and
international best practices. The scope of SOPs is as follows:
o Review the existing E-Waste management systems (if any) in BISP
and advise on areas of improvement through preparation of a detailed
implementation plan to guide the BISP Management;
o Review regional/ international & other legal or pertinent information
that may have direct or indirect linkages with E-waste management
and environment as well as human health ;
o Recommend health and safety measures for the HR of BISP engaged
in the E-Waste in the light of Occupational Health and Safety Act 2019
and international standards;
o Recommend the best applicable elimination and disposal method for
E-Waste in BISP;
o Provide technical advice to BISP Management on preparation of
tender specifications for sourcing of a company to eliminate and
disposal of E-waste and draft a plan
o The SOPs should include procedures for: (a) inventory-based record
keeping of ICT equipment by the relevant wings of BISP at the time of
procurement of new equipment and sale of used equipment; (b)
material safety data sheets of new and old equipment; (c) terms and
conditions for the repurchase of new equipment at the end of life of the
equipment; (d) Environmental Protection Agency (EPA) licensed
buyers of used equipment; and (e) proposed conditions for the
environmentally sound recycling and disposal arrangements, etc.
o Develop a training module on E-waste management to deliver training
to BISP staff;
o Develop capacity development plan for the staff of BISP headquarter
and provincial offices on E-waste management;
o Recommend a plan to delegate roles and responsibilities to BISP
departments for the E-waste management
 Consult Pakistan EPA (including provincial environment departments, if
required) to align the SOPs with the requirements of the national
Act/legislation on environmental protection for subsequent
approval/endorsement of the EPA (Environmental Protection Agency);
 Consult ICT vendors/suppliers of BISP to persuade them for incorporating
buyback provisions at the time of ICT procurement;
 Consult E-Waste contractors and processors and inform them about the
environmentally safe e-waste disposal practices and persuade/suggest them
to adopt international best practices and introduce such clauses while
signing their contracts with BISP;
 Advise BISP on data security options and introduce best mechanism for BISP
data security.

3. Methodology:
 The Individual Consultant will follow an analytical and research based
approach to obtain quality information and data related to this assignment: In
this regard, the consultant will adopt the below methodology:
 Literature review: all related work, reports, and documents at BISP and
research reports, research briefs etc. on international best practices on the
subject.
 Study global best practices with respect to design and implementation of E-
Waste SOPs and develop 3 case studies. Two studies would be based on the
country context and one about some high-income country
 Develop questionnaires for conducting discussions/interviews/meetings etc.
with all concerned stakeholders’ to collect the required information and do
the data analysis

 Triangulate and validate the data/information through deploying multiple


methods, including but not limited to literature review, stakeholder
consultations, field visits etc.
 Conduct field visits to the relevant stakeholders as and when required
4. Deliverables:

 Inception report;
 Standard Operating Procedures for e-Waste Management in BISP;
 Templates for: (a) inventory-based record for ICT equipment by the relevant
wings of BISP at the time of procurement of new equipment and sale of used
equipment; (b) material safety data sheets of new and old equipment; and (c)
terms and conditions for the repurchase of new equipment at the end of life of
the equipment
 Devise a plan for data security options and introduce best mechanism for
BISP data security.
 Capacity development plan for the BISP officers and staff on E-waste
management as well as a training module on E-waste management;
 Conduct trainings on e-waste management for BISP officers and staff in
coordination with the Training Wing of BISP HQ; and
 Consultancy completion report.
5. Consultancy Duration and Payment Schedule:
This is 100 days of consultancy contract, spread over a period of nine months with a
possible 3 months no cost extension in case of any external or internal factors.
However, the number of days against each deliverable can be increased/decreased
depending on emerging requirement by BISP on no cost basis. The individual
consultant shall be paid the consultancy fee/payment upon the successful
completion of each deliverable after the review and due approval/acceptance of
Secretary on the recommendation of Director General, Complementary Initiatives
Wing as per the following schedule.

The consultant’s remuneration will be all-inclusive of expenses related to the


consultancy including travels inside and outside the duty station and any tax
obligations. The contract price will be fixed regardless of changes in the cost
components. Payments shall be made after the submission of a detailed invoice that
include the exact dates of days worked. The consultant shall be responsible to
incorporate back and forth feedback into all the documents/deliverables.

It is not mandatory for the individual consultant to be based at BISP HQ during the
contract duration however, he/she is bound to visit the office/BISP HQ for meetings,
discussions etc. on one day notice. It is mandatory for the consultant to be present at
the venue for the conduct of e-waste management trainings.

A consultant shall be selected in accordance with the method contained in Section
VII, paragraphs,7.36 and 7.37 of the “World Bank’s Procurement Regulations for IPF

7. Qualifications & Experience:

The consultant is expected to have the following skills and expertise:


 At least Master’s degree in environmental sciences/engineering, public health,
chemistry or a related discipline;
 A minimum of five (5) years’ experience in the conduct of E-Waste
assessment, E-Waste Management and developing relevant SOPs;
 Excellent understanding of all relevant federal and provincial environmental
and other policies, legislation and rules concerned with this assignment;
 A minimum of 3 years of work experience with the federal/provincial EPAs
(Environmental Protection Agencies);
 Excellent writing and communication skills in English,
 A minimum 5 years’ experience in conducting in-person and virtual trainings;
 Strong interpersonal, team building, oral and Communication skills
 Strong analytical, assessment, persuasion and advocacy skills
 Extensive experience of working with different national and international
stakeholders such as government, EPAs (Environmental Protection
Agencies), private sector, civil society, donors etc.)
