1. Background:
Initiated in July 2008 by the Government of Pakistan (GoP), Benazir Income Support
Programme (BISP) is the first ever comprehensive and countrywide Social Safety Net
(SSN) Programme. BISP’s primary aim is to eradicate poverty through provision of
unconditional and conditional SSNs. Unconditional SSNs through cash injection enhance
buying capacity of the disadvantaged families. Through conditional SSNs schooling of the
children aged 05-12 is supported. Between 2008 and 2012, BISP carried out a National
Socio-Economic Survey (NSES), to take stock of the socio economic status of entire
population of the country by applying a comprehensive Proxy Mean Test (PMT).
Recently, World Bank has further extended its support through Crisis-Resilient Social
Protection (CRISP) Program. Benazir Income Support Programme, Govt. of Pakistan has
received financing of US$ 600 million (US$ 5 million for TA), from the World Bank
towards Crisis-Resilient Social Protection (CRISP) Program, and it intends to apply part of
the proceeds to payments for goods, related services and consulting services to be procured
under this project. The Program is for Results Operation with PDOs to support the
development of a more adaptive social protection system that will contribute to future
crisis-resilience among poor and vulnerable households. The program has three (3) result
areas focusing on; a) Building a crisis resilient delivery system; b) Establishing a Hybrid
Social Protection system for resilience of poor against future crisis; c) Protecting human
capital through demand-side education and health initiatives for children.
Therefore, BISP intends to strengthen its capacity for effective and efficient contract
management and administration through Procurement Wing by having services of
Contract Management Specialist. The Specialist will support the Procurement Wing
during the implementation of contracts, provide advisory services to assist various
wings/sections/officers of BISP in meeting the work schedules, and assess any request of
change variation orders and providing other technical input/advice as needed.
The Contract Management Specialist will work under the direct supervision of the
Director (Procurement) and will be responsible to execute Contract Management of all the
ongoing contracts ensuring that all parties under the contractual obligations meet their
tasks and responsibilities as efficiently and effectively as possible, delivering the services
as established in the contract. The incumbent will serve as the consultant for developing &
updating all contract management procedures, and will provide support to the organization
in development of standard contract administration / management documents & protocols
in line with the requirements of the Public Procurement Regulatory Authority & World
Bank for contract management. The Contract Management Specialist will ensure
compliance with contractual terms & conditions in line with the requirements of Public
Procurement Rules / Regulations, prescribed by the Public Procurement Regulatory
Authority and World Bank for its borrowers/partners. This requires close coordination and
communication with all the Wings/Units of BISP at HQ and Provincial, Regional & Tehsil
Offices, representatives from primary stakeholder, external consultants and field staff when
appropriate. S/he will develop all the contract administration / management policies and
their implementation thereof which shall serve as the basis for all managerial decisions.
Get well acquainted with the all the strategic documents of BISP
initiatives to understand the BISP initiatives concepts, designs and
implementation mechanisms;
Strengthen the contract management capacity of BISP in the execution
of contacts through the provision of contract management expertise
advice and support;
Develop and implement systems for internal control that would ensure
compliance with contractual terms and conditions, in collaboration
withthe user / operations team;
Liaise and coordinate with the World Bank and its supervision missions;
Realize syntheses of lessons learnt and best practices in contract
management;

4. Reporting:
The Procurement Specialist will work under the direct supervision of Director
(Procurement) BISP HQ.
6. Remuneration:
Market based salary package depending upon the qualification and
experience of the selected candidate.
7. Selection Method:

8. Qualifications:
A Bachelor’s / Master degree (16 Years of Education) in Procurement,
Supply Chain Management, Engineering, Business Administration,
Economics, Finance or related field from reputable local or foreign
institution. A Certificate/diploma in the field of Public Procurement
and/or Contract Management from reputable local or foreign institution
shall be an added advantage.
9. Experience:
At least eight (08) years of experience in the procurement processes with
the public / private projects/donor agencies or international organizations
involving procurement of goods and/or consulting and non-consulting
services
IT, Computer and report writing skills are also desired and prior
experience with World Bank projects or other donors is an added
advantage
1. Background:
The Crisis Resilient Social Protection (CRISP) Program aims at advancing
Pakistan’s Social Protection (SP) system and help in moving it towards the next
generation of programs beyond social assistance. The project is spanned from 2021-
2025 with a nationwide focus.
The main objective of CRISP program is to support positive disruptions and
advances in the social protection system to make it more adaptive. The program
seeks to make Pakistan’s SP system more responsive and increase crisis resilience
among poor and vulnerable households. The program is structured around three
main results areas (RA) carved out around the current Government efforts in the SP
sector:
This RA will support a hybrid scheme that blends social assistance with social risk
mitigation elements to promote savings that informal sector workers can fall back on
in case of shocks, while also providing a platform through which the government can
more rapidly deploy additional support during a crisis.
RA3: Protecting Human Capital in the Early and Primary School Years
World Bank’s (WB’s) Environmental and Social Framework sets out the WB’s
commitment to sustainable development, through a Bank Policy and a set of
Environmental and Social Standards that are designed to support the projects, with
the aim of ending extreme poverty and promoting shared prosperity. The
Environmental and Social Standards (ESS) set out the requirements relating to the
identification and assessment of environmental and social risks and impacts
associated with projects supported by the Bank.
It has been identified that the environmental risks of CRISP project is low since its
potential adverse risks and impacts on human populations and environment are
likely to be insignificant. However, the procurement of information communication
technology (ICT) equipment in the life-time of CRISP project will generate e-waste
which can pose low environmental risks if these wastes are not handled in
environmentally sound way. Therefore, to ensure sound management of this E-
waste, Benazir Income Support Program (BISP) intends to engage the services of an
e-waste consultant mainly to develop the Standard Operating Procedures (SOPs) for
the procurement and disposal of ICT equipment under the function of “Framing of
Financial Rules for Guidance of Departments” along with program specific ICT SOPs
for handling e-waste based on current WB Environment, Health and Safety
Guidelines. The SOPs will be developed for the procurement and disposal of E-
waste based on current World Bank’s Environment, Health and Safety (EHS)
Guidelines, and the general and industry specific examples of Good International
Industry Specific Practices (GIIPs).

This individual consultancy assignment calls for an exceptional and well recognized
consultant with an exposure and experience in the development of SOPs for E-
Waste management, preferably in the public sector. The main tasks related to this
consultancy assignment are given below:

The Individual Consultant will follow an analytical and research based
approach to obtain quality information and data related to this assignment: In
this regard, the consultant will adopt the below methodology:
Literature review: all related work, reports, and documents at BISP and
research reports, research briefs etc. on international best practices on the
subject.
Study global best practices with respect to design and implementation of E-
Waste SOPs and develop 3 case studies. Two studies would be based on the
country context and one about some high-income country
Develop questionnaires for conducting discussions/interviews/meetings etc.
with all concerned stakeholders’ to collect the required information and do
the data analysis
Inception report;
Standard Operating Procedures for e-Waste Management in BISP;
Templates for: (a) inventory-based record for ICT equipment by the relevant
wings of BISP at the time of procurement of new equipment and sale of used
equipment; (b) material safety data sheets of new and old equipment; and (c)
terms and conditions for the repurchase of new equipment at the end of life of
the equipment
Devise a plan for data security options and introduce best mechanism for
BISP data security.
Capacity development plan for the BISP officers and staff on E-waste
management as well as a training module on E-waste management;
Conduct trainings on e-waste management for BISP officers and staff in
coordination with the Training Wing of BISP HQ; and
Consultancy completion report.
5. Consultancy Duration and Payment Schedule:
This is 100 days of consultancy contract, spread over a period of nine months with a
possible 3 months no cost extension in case of any external or internal factors.
However, the number of days against each deliverable can be increased/decreased
depending on emerging requirement by BISP on no cost basis. The individual
consultant shall be paid the consultancy fee/payment upon the successful
completion of each deliverable after the review and due approval/acceptance of
Secretary on the recommendation of Director General, Complementary Initiatives
Wing as per the following schedule.
It is not mandatory for the individual consultant to be based at BISP HQ during the
contract duration however, he/she is bound to visit the office/BISP HQ for meetings,
discussions etc. on one day notice. It is mandatory for the consultant to be present at
the venue for the conduct of e-waste management trainings.
