Re-advertised Expression of Interest
Ministry of National Food Security & Research has been executing a World Bank funded Project viz. Locust
Emergency & Food Security Project (LEAFS) having IDA credit number 6763-PK. The Project is aimed to
strengthen the Department of Plant Protection to control Locust outbreak and other invasive pests,enhance
the capacity of Provincial Plant Protection Departments, mitigate the negative social impacts associated with
Pest attack and strengthen National Food Security Information System, for the said purpose the project
intends to hire the services of following individual consultant having qualifications and experience mentioned
below on contract basis:

POSITION QUALIFICATIONS/ EXPERIENCE/SKILLS POST
 Master degree (minimum sixteen years of education) in Social
Sciences, development studies and other related disciplines duly
recognized by the HEC.
 Related trainings/certifications will be accorded due weightage.
Social Development  At least 07 years of experience (after acquiring stipulated
Specialist qualifications) in social mobilization and community
development in public / private sectors preferably with
donor funded projects.
 Written and oral fluency in English is required.
 Proficiency in local languages and Urdu shall be accorded due
weightage. 01
 Master degree (minimum sixteen years of experience) in
Environmental Studies/Science/Engineering, or related
discipline, duly recognized by the HEC.
Environment Specialist  At least 08 years of experience (after acquiring stipulated
qualifications) in environmental management and
implementation of environmental management plans in field,
demonstrating sound knowledge of national and international
environmental laws and policies. 01

Selection Method: The selection will be made in accordance with the Open Competitive Selection of
Individual Consultants in accordance with “World Bank Procurement Regulations for Investment Project
Financing Goods, Works, Non-Consulting and Consulting Services” (July 2016) revised November 2017 and
August 2018. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and
