LOCUST EMERGENCY & FOOD SECURITY PROJECT

EXPRESSION OF INTEREST
Ministry of National Food Security & Research has received financing from World Bank for
implementation of Locust Emergency & Food Security Project (IDA credit number 6763-PK). The
Project aims to strengthen Department of Plant Protection for Locust surveillance and control in the
country. For the said purpose the project intends to hire the services of following individual consultants
having qualifications and experience mentioned below on contract basis:

Position Qualifications/ Experience/Skills

National -Master’s degree in HR management, Finance management, Business management,
Project Project Management, or Economics from any HEC recognized or international
Director university
(PPS-12) -Five (05) years of post-qualification experience in public sector/donor funded
projects. Ten (10) years of post-qualification experience on managerial positions.
01 post Additional qualifications or experience in the agriculture sector will be duly
considered.
-Masters’ Degree in Business management, engineering, procurement and supply
Procurement chain management or Economics from any HEC recognized or international
Specialist university with a procurement certification from any reputed organization
(PPS-10) -Ten (10) years of post-qualification experience in procurement goods, works, &
consulting services with the national /international agencies. Recent experience in
01 post past three years of successfully leading to completion, agriculture sector
procurements shall be preferred.
Financial -Masters’ Degree in Finance management from any HEC recognized preferably
Management from international university or ACMA/ACCA/CA
Specialist -Five (05) years of post-qualification experience in public sector/donor funded
(PPS-10) projects. Ten (10) years post-qualification experience for applicants with Finance
management degree OR Five (05) years post-qualification experience for applicants
01 post with ACMA/ACCA/CA.

Selection Method: The appointment will be made in accordance with the Open Competitive Selection of
Individual Consultants in accordance with “World Bank Procurement Regulations for Investment Project
Financing Goods, Works, Non-Consulting and Consulting Services” (July 2016) revised November 2017
and August 2018. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16,
and 3.17 of the World Bank’s “Procurement Regulations”
