Training na isinagawa sa

Ayon kay Diño, mahalaga
ang papel na gagampanan ng
mga nagsipagtapos na buhat
pa sa iba’t ibang barangay sa
Malolos. Ang mga ito ay may
mga posisyong barangay
captain, barangay kagawad
at barangay secretary.
Sa kanyang talumpati
sinabi ni Diño, na maraming
pangyayari sa barangay na
hindi naibabalita sa radyo,
dyaryo at telebisyon. Nau­
una pa aniyang magbalita
ang netizen gamit ang social
media tulad ng facebook,
subalit hindi naibibigay ang
katotohanan ng pangyayari
bagkus hinahaluan ng kasi­
nungalian ang istorya kaya
nauuwi iyon sa ‘fake news’.

na kaya naglunsad ang
gobyerno ng pagsasanay ng
dyornalismo sa barangay ay
upang maibangon ang mga
barangay sa katiwalian na
kagagawan ng mga tiwaling
local officials kaya kailangan
ang puwersa ng iba pang
mga mamamayan ng ba­
rangay na sasanayin sa ba­
rangay journalism seminar.
“Tandaan ninyo, hindi
ninyo ‘bossing’ ang mga
kapitan ng barangay at
ang kanilang mga kagawad
maging ang mga alkalde ng
bayan at mga konsehal.”

mission (NCC), it should look

actually a conflict of interest

are lending money to the
farmers are also the same
businessmen who are buying
their produce. It would be
easy for these businessmen
to claim that they are actu­
ally “helping” the farmers
because they are lending
them money and that they
are buying their goods, but
as a matter of fact, they are
actually “victimizing” the
farmers by imposing lending
rates that are too high, and
by dictating farm gate prices
that are too low. Up to now, I
still do not understand why
anti-trust and anti-usury
laws are practically non-
existent in our country, but
I do understand why our
farmers continue to remain
poor, and that is because
their cost of money is too
high, and yet their margin
of profit is too low. Do the
math, go figure!

eratives have the potential
to reduce poverty, more so
now that they could sell their
goods using an e-commerce
platform.

Gloating is never right

TO gloat is “contemplate or
dwell on one’s own success
or another’s misfortune with
smugness or malignant plea­
sure.” It’s never a good thing to
do, yet nowadays many people
often fall precisely into that.
They flaunt their
achievements, they strut their
stuff, they even show off the nice
places they have been to and
the good food they have taken.
And when others fail or suffer
a misfortune or even get their
just desserts for their bad acts,
many people leap for joy. They
feel they have strong reason to
feel and act that way.
Gloating usually takes place
in the field of politics. Politi­
cians, public officials, candidates
and other wannabes try to outdo
each other in terms of their ac­
complishments and status while
quick to find fault in others and
are happy to see others fail or
weak in something.
Of course, in that field of
politics, the temptation to gloat
is strong and constant for that
is how politicians market them­
selves to the people. But just
the same such circumstances
and conditions do not make
gloating right.
It is the same in the other
fields like in business, academ­
ics, sports, entertainment, etc. It
is not even right to take delight
that somebody is being justly
punished for a misdeed or a
crime he has committed.
If we are truly Christian,
it is not the right thing to do.
Christ did not take delight in
the mistakes of others. He was
always quick to forgive, ever
understanding and compassion­
ate with the weaknesses of men.
If ever he got angry, it was only
for a moment.
These days we have to be very
guarded against the general
tendency to gloat, since it has
become kind of normal every­
where and is seen and done

networks and general culture.
To gloat is never right because
in the first place whatever good
we have and accomplishments
we make are always due to God’s
grace. Our efforts play only a
secondary and instrumental
role at best. So we do not have
reason to be so proud as to gloat.
As St. Paul said: “For who
makes you different from
anyone else? What do you have
that you did not receive? And if
you did receive it, why do you
boast as though you did not?”
(1 Cor 4,7)
In other words, we are all
equal in the eyes of God our
creator. The differences and
distinctions we have among
ourselves are meant to work for
the common good, and not for
one’s glory but for God’s glory.
Neither is it right to gloat
over the misfortunes in others,
in whatever forms these mis­
fortunes come. And the simple
reason again is that in the end
we are all brothers and sisters
meant to love one another.
The mistakes we commit
among ourselves and the just
consequences they produce do
not give us a reason to gloat.
Instead, like Christ, we always
have to show mercy and compas­
sion. These should be the last
word to take effect even if just
penalties will have to be imposed
for any wrongdoing.
Of course, for us to avoid
gloating, we need to be strongly
identified with Christ. Without
him, there is no way we can
avoid it. Our wounded humanity
will have no alternative.
That is why, we have to pray
and follow Christ in his ex­
ample of extreme humility and
abundant patience, compassion,
mercy and magnanimity.

A verified Petition for Correction of Entry in the Certificate of Live Birth of
Hazel Joy C. Alejo dated January 19, 2018 was filed by the petitioner on even
date through Atty. Tristan Jason Q. Tablante of the Public Attorney’s Office.
Petitioner HAZEL JOY C. ALEJO, by counsel, to this Honorable Court,
avers that:
1. Petitioner is a Filipino citizen, of legal age, and a resident of Brgy. Lawa,
Obando, Bulacan.
2. The Local Civil Registrar (LCR) of Obando, Bulacan, and the Philippine
Statistics Authority are made respondents pursuant to the Rules of Court,
Rule 108, Section 3;
3. Respondents Spouses Joseph C. Alejo and Gilda F. Cano-Alejo are
both of legal age, Filipinos and with residence at Brgy. Lawa, Obando, Bu-
lacan where they may be served with summons and other legal processes
of the Court;
4. Petitioner was born to Spouses Joseph G. Alejo and Gilda F. Cano on
17 August 1996 at Lawa, Obando, Bulacan, with the copy of their marriage
certificate attached as Annex “A”;
5. When petitioner secured a copy of her certificate of live birth from
the National Statistics Office, now Philippine Statistics Authority, she found
out that her year of birth was written as 1956 instead of her true birth year
which is 1996. Copies of her birth certificates from the Local Civil Registrar
of Obando and from the National Statistics Office, now Philippine Statistics
Authority, are attached as Annexes “B” and “B-1”;
6. Petitioner, who is twenty-one (21) years of age at present, has been us-
ing her true birth date in all her records, which is August 17, 1996. To prove
this fact and to prove her true and correct birth date, petitioner attached
copies of her Certificate of Baptism, Police Clearance, Official Transcript of
Records, NBI Clearance, TIN ID, Member Data Records from the Philippine
Health Insurance Corporation, SSS E-1 and DEPED College Diploma as An-
nexes “C”, “D”, “E”, “F”, “G”, “H”, “I”, “J”, and “K”, respectively;
7. In order to put things in better perspective, there is a need to correct the
entry in the petitioner’s birth certificate, particularly in entry number 3, date
of birth from August 17, 1956 to August 17, 1996;
8. The Petition is being filed not for the purpose of defrauding anyone,
and in strict compliance with the requirements of Rule 108 of the Rules
of Court and pursuant to the doctrinal rule enunciated in Republic v. Uy
relative to the correction of entries that involve substantial and controversial
alterations including those on citizenship, legitimacy of paternity or filiation
or legitimacy of marriage;
9. Petitioner requests that her birth certificate be corrected particularly the
entry in the date of birth from August 17, 1956 to August 17, 1996; and ,
10. Petitioner, being a client of the Public Attorney’s Office, is exempt
from payment of docket and other fees incidental to its instituting an action in
court and other quasi-judicial bodies, as an original proceeding or on appeal
pursuant to Section 16-D, Chapter 5, Title III, Book IV of E.O. No. 292, as
amended by Republic Act 9406; which has been duly noted by the Supreme
Court, as per Supreme Court En Banc Resolution A.M. No. 07-05-15-SC.
Re: RA 9406 dated June 12, 2007; a copy of the Certificate of Indigency
from the Office of the Punong Barangay of Brgy. Lawa, Obando, Bulacan
is hereto attached as Annex “L” and a copy of the Certification issued by
the Municipal Social Welfare and Development Office of the Municipality of
Obando, Bulacan is attached as Annex “M”.
WHEREFORE, finding the Petition to be sufficient in form and substance,
notice is hereby given that the initial hearing is set on June 13, 2018 at 8:30
o’clock in the morning at which date and time, any and all interested persons
are directed to appear and show cause why the above Petition should not
be granted by the Court.
PUBLISH a copy of this Order, before the hearing, in a newspaper of
general circulation published in the Province of Bulacan, at least once a week
for three consecutive weeks, at the expense of petitioner.
FURNISH copies of this Order to petitioner and her counsel, respondent
spouses Joseph G. Alejo and Gilda F. Cano-Alejo, and Offices of the Solicitor
General, the Provincial Prosecutor of Bulacan, the Local Civil Registrar of
Obando, Bulacan, the Philippine Statistics Authority, and the Civil Registrar
General.
Respondent, Office of the Local Civil Registrar of Obando, Bulacan, and
all persons having or claiming any interest in the correction of entry sought
by petitioner may file an Opposition within fifteen (15) days from notice of the
petition, but not later than the date of publication of such notice.
Petitioner is ORDERED to furnish respondent spouses Joseph G. Alejo
and Gilda F. Cano-Alejo, the Offices of the Solicitor General, the Provincial
Prosecutor of Bulacan, the Local Civil Registrar of Obando, Bulacan, the
Philippine Statistics Authority, and the Civil Registrar General with copies of
the Petition, and to submit to this Court proof of service thereof on or before
the scheduled date of hearing.
Petitioner, respondents, and interested oppositors are further ORDERED
to submit to the Court and serve on the other parties the judicial affidavits of
their respective witnesses at least five (5) days before June 13, 2018 hearing
pursuant to Administrative Matter NO. 12-8-8-SC.
