1. INTRODUCTION
1.1 Scope
This specification defines the minimum requirements for the services in the Building
Module, BSEP Platform for the Vasai East Development Project. Contractor shall
supply and install all equipment and system specified herein, including all cabling,
ducting, tubing, piping, controls, etc. in order to make the building fully operational
and ready for occupancy as a self contained operable unit.
1.2 Definitions
The requirements of the latest published versions of the following listed publications
shall be met.
SOLAS : International Convention for the Safety of Life at Sea, International Maritime
Organisation, UK.
DnV: Fixed Offshore Installations : Safety & utility System equipment, Part 4 Chapter 2,
General safety, section 3 Fire Protection, July 1989.
DOE, UK: Offshore Installation Guidance on design & construction: Department of Energy,
UK, section 5.8, Fire Protection for Accommodation spaces and Control stations.

EIL Specifications
The electrical & Telecom services for the building module shall include the following
systems :
The electrical services for the building modules shall be designed and fabricated in
accordance with electrical design criteria, drawings and specifications etc. attached
elsewhere with this bid package.
The building module shall be equipped with lighting system ensuring adequate light
intensity to facilitate efficient functioning and comfort to the occupants. The system
shall also ensure adequate lighting in escape routes for evacuation in line with the
requirements of safety and loss prevention systems. Lighting intensities shall follow
electrical design criteria. In addition to normal lighting, critical lighting fixtures
connected to DC emergency supply distribution board shall be installed to provide
safe access for personnel to evacuation points and in the Switchgear Room, Control
rooms, Generator and accommodation areas to permit emergency switchgear
operations for safe shut down of the plants in the event of mains power failure.
Critical lights shall be normally kept ‘ON’ and fed through the DC distribution board
and automatically switched over to DC battery supply in case of A/C power
failure.Critical lighting fixtures shall provide a minimum horizontal illumination level of
25 lux on the floor along the center line of an escape route. All critical lighting
fixtures shall be suitable for use in CL I Div 1 Group D areas. In Battery Room all
electrical fittings shall be suitable for Cl I Div. 1 Group “B” area.
The building module shall be equipped with convenience outlets (5/15A 240V 1ph)
in the living areas and Switchgear Room, to facilitate usage of instruments, personal
computers, personal audio/video entertainment gadgets and hand tools which cannot
be hardwired permanently.
One no. of 63A 415V 3Ph welding sockets shall be provided in GTG Hall.
The building module shall be provided with a HVAC system to maintain comfort
conditions in living areas and Switchgear Room, proper ventilation in toilets/showers
and removal of heat and noxious gases from Generator Room and Battery Room.
The electrical distribution for HVAC system should be provided with adequate
protection & safe operation.
In Building Module living quarters etc. wires in concealed conduit shall be used for
lighting. Minimum 40% free area shall be provided in the conduits. Multiple cable
transits (MCT) with proper fire rating shall be provided whenever cables pass through
a wall or floor/deck. All cable entry locations on the buildings must be approved by
Company before the same is released for construction.
Contractor shall design, furnish and install the HVAC and pressurisation systems (a
positive pressure of minimum 5 mm W. column in the air-conditioned areas) in
accordance with the requirements given in Design Criteria and Specifications nos.
6347-00-16-44-SP-03 & 6347-00-16-44-SP-24 attached elsewhere in this bid
package.
The building module shall be equipped with a chiller based climate control system to
maintain design conditions within tolerances specified in Switchgear Room and living
areas constructed and installed in accordance with ASHRAE guide lines. The system
should ensure pressurisation in these areas.
The ventilation of Gas Turbine Generator Room shall be as per DNV RP C 102 Area
Classification & Ventilation. In Gas Turbine Generator Room, heat generated from the
generator shall be removed by means of ventilation, ensuring maintenance of inside
temperature within specified limits above ambient conditions.
Toilets shall be ventilated by means of infiltration from surrounding living areas and
exhaust equipment to ensure no foul smell is emanated from toilets into the living
areas.
The areas shall be purged in case of a loss of pressurisation below a preset level.
Non explosion proof electrical equipment shall be energised only after the purge
cycle is completed.
• 2 Nos. (1 operating and 1 standby) air cooled packaged chillers with condenser,
shell and tube evaporator. The chillers shall be installed in the Roof Level of the
Building Module.
• Independent AHU (air handling units) for each floor with panel and cleanable
metallic filters, mixing box, cooling coil, moisture eliminator and centrifugal
forward curved fan with drive and motor.
• 1 No. open expansion tank of adequate capacity, duly insulated and with
necessary fittings.
• Dosing arrangement
• Insulated chilled water piping, with adequate number of valves, strainers, gauges,
air-vents etc.
• Air distribution system (supply air and return air ducting, grilles, diffusers, louvers,
dampers)
• Penetrations for ducting in fire rated walls shall be with fire dampers and sleeves
as per SOLAS requirement. Fire dampers will be pneumatically actuated, on
signals from F&G panel.
• Duct heaters in living areas shall be UL listed, with totally enclosed terminal box to
prohibit venting into false ceiling attic void.
Contractor shall furnish and install sanitary facilities complete with fixtures, vents,
drains, valves etc. as required by the bid and in accordance with the requirements
of the National Plumbing Code. The following services shall be provided :

Black Water Drainage UPVC piping to ASTM D-1784, Sch. 81 & UPVC fittings to
ASTM D-1785, Sch. 80 as per EIL material standard A14.
Grey Water Drainage UPVC piping to ASTM D-1784, Sch. 81 & UPVC fittings to
ASTM D-1785, Sch. 80 as per EIL material standard A14.
An electric water heater of nominal 50 litres size (3kw) with copper tank shall be
installed in an exposed (accessible) position in the common Toilet for supplying
heated potable water through insulated piping system.
Routing of wet service lines shall be done peripherially or outside the Building
Module so as to eliminate any possibility of leakage in the area below. Such lines
shall never run above critical areas like Control Room, Switchgear Room or other
equipment areas.
Maintenance provision for the wet service lines shall be of utmost importance.
CONTRACTOR shall provide suitable amenities for periodic cleaning of the
sewer system. Rodding eyes to be provided in BW and GW piping at top of
headers and at elbows as appropriate. Removable access panels in the rear
walls of toilet cubicles shall be provided for maintenance access to piping shaft
behind all toilet. All floor drains, hand basin drains and urinals to have serviceable
P-traps for maintenance. Gate valves are provided at main branch lines for local
isolation and ease of maintenance.
All sanitary fittings shall be suitable for marine use. All fixtures and fittings shall be
of proven hard duty industrial type fittings. The Contractor shall authenticate use of
all such fixtures to the Company's representative. Following sanitary facilities shall
be provided:
a) Sewer lines, vents, traps, etc., of socket-type UPVC pipe. The Pipes shall
be as per ASTM D-1784 Sch. 81 and fittings shall be as per ASTM D-1785
Sch.80.
c) European style water closet, Indian type water closets & urinals for marine
service along with complete fittings and fixtures. All water closet
compartments shall be provided with a hygiene hose with potable water
connection and adequate floor drains with traps. Wall-hung chromium-
plated double roll tissue holder in each toilet compartment shall be
provided. Wall mounted chromium-plated coat hanger shall be provided for
each toilet (inside).
d) Counter top type wash basins with faucets and granite/ corean countertop.
The was basins shall have single hot/cold mixing nozzle, spring loaded with
continuous counter type arrangement, with 300mm vertical drop in front.
Continuous unbreakable type mirror with chromium plated frame above
each wash basin along with spot lighting arrangement. Wall-hung
chromium-plated paper towel dispenser and waste receptacle shall be
provided near each wash basin.
e) Shower cubicles with hand held type shower spouts with hot/cold water
mixer having temperature indicator and adjustment knob. Wall mounted
chromium-plated coat hanger (two nos.) shall be provided for each shower
compartment (outside). Shower cubicles shall have wall-hung chromium
plated soap dish, towel rail and plastic shower curtain. Each shower
compartment shall have adequate slope with floor drains with traps. A
threshold shall be provided at the door to prevent any flow of water out.
f) Grease trap sized to handle the kitchen waste and laundry waste. Location
of this trap shall be accessible for periodic cleaning.
g) Service sinks with single hot and cold mixing nozzle in each janitor closet
with spring loaded traps.
h) Safety Shower, eye wash and Service sink with potable water supply along
with adequate drainage shall be provided in the Battery Room.
3.4.1 General
The Contractor shall supply and install a Fire and Hazardous Gas Detection and
Alarm System within the building module according to guidelines given in the General
Safety specification and specification for fire & gas system enclosed elsewhere in this
bid document. The number and location of detectors to be installed in the various
activity areas of the building module, shall be as per the guidelines given in the
above mentioned specifications and other standard codes and practices.
Contractor shall install the detectors and F&G Panel and shall provide all wiring
conduits, fittings and fixtures necessary to install the fire & gas detection system
inside the building.
The detectors and devices for building module shall comprise of the following:-
Smoke detectors will sense incipient fires in their early stages by detecting products
of combustion, both visible and invisible. Smoke Detectors shall be ionisation type. As
smoke detectors are most prone to nuisance activation, it shall be arranged such that
coincident activation of two smoke detectors in different loops is required before
initiation of safety action. Accordingly at least two loops with detectors shall be
installed in an area. The smoke detectors shall be installed such that no point in the
covered area is more than 7m from any detector. Remote indicators shall be provided
for detectors installed in false floor and above false ceiling.
UV/ IR light detectors will detect flash fires. They shall be positioned such that each
location is watched by at least two detectors. Safety action shall be initiated by single
detector actuation. Care shall be taken in the positioning of UV detectors to avoid
nuisance activation such as due to radiation/reflection from sea or glass or metal
surfaces.
Rate of rise thermal detectors will detect rapid rates of temperature rise whereas fixed
temperature thermal detectors will detect a pre-set temperature.
A flammable gas detection (HC and H2) and alarm system capable of detecting presence of
flammable gas shall be installed to cover the Areas in building module where accidental
accumulation of flammable gas may occur. The detectors shall provide a 2 step alarm (20%
and 60% LEL) of rising concentration of gases before 100% LEL is reached. In all locations
where gas detectors are required, at least 3 detectors for each area shall be provided.
HC Gas detectors shall be located in the Fresh air inlet to HVAC AHU adjacent to inlet
louvres and at strategic locations of the building module as mentioned in the General Safety
specifications. Hydrogen detection shall be provided in the Battery Room.
Each detector shall be calibrated to detect 20% LEL as well as 60 % LEL. External
calibration facility and collecting cones shall be provided for duct mounted sensors.
Provision shall be made at the F&G panel located in the Control Room for alarm /
shutdown action in accordance with cause and effect diagrams.
The detector heads shall be designed for ease of installation with no special tool
requirement. It shall be constructed to permit maintenance work on any detector
head/module without requiring shutdown of the gas detection system in the area or
anywhere else on the platform. Provision shall be made for weather protection of
detectors heads in open area (protection against rain water/any accidental water
spillage).
H2S being heavier than air, the sensor location shall be decided considering H2S
accumulation in low lying areas. As a minimum all areas provided with hydrocarbon gas
detectors shall be provided with H2S detectors. H2S detectors shall be located in the Fresh
air inlet to HVAC AHU adjacent to inlet louvres and at strategic locations of the building
module as mentioned in the general safety specification. In all areas where H2S detectors are
required, at least three detector heads shall be provided. Each detector shall be calibrated to
detect both levels of H2S concentration.
H2S detection and coincident activation of alarm shall be as per the logic given in the
specification and design criteria for fire & gas system.
H2S detection system shall be suitably protected against water and any accidental water
spillage. Portable H2S detectors shall be provided for detecting H2S in the concentration
range of 0-100 PPM and shall be suitable for area classification Cl 1, Div. 1, Gr. B in
Battery Room and Cl 1, Div. 1 Gr. ‘D’ in other areas.
Detector head shall be designed for ease of installation with no requirement of special
tools. It shall be constructed to permit maintenance by qualified electricians without
special tools & training. Maintenance work in any detector head shall be possible without
shutdown of H2S detection system in the area or anywhere else on the platform.
Sufficient number of gas cylinders shall be furnished for field calibration of sensors. The
calibration arrangement shall be accessible from panel mounted controller itself. The gas
detection system shall be of proven performance for operation in offshore installation of
similar service. Fire and gas panel shall be sized to accommodate H2S gas controller and
related shutdown components.
External calibration facility and collecting cones shall be provided for duct mounted
sensors.
The F&G Detection System shall ensure the activation of detectors / devices and
coincident activation of alarm as per the system logic given in the cause and effect
drawings/ document which shall be prepared in accordance with the General Safety
specification.
A purge cycle of the module shall occur upon start up and upon a loss of pressurisation
less than 2.5mm W.G. overriding temperature / humidity controls. To purge the
pressurised space of undesirable air, the outside air supply and discharge dampers shall
be fully open and all remote pressure relief dampers shall modulate open to exhaust the
purge air. Purge cycle switching shall be located on the HVAC control panel.
The cycle should operate a minimum of 5 air changes per hour to assure a complete
purge through AHU blowers and ducting. Non explosion proof electrical equipment shall
be energised only after the purge cycle is complete and the concerned areas are
pressurised with safe air.
In the event of detection of fire/smoke or high temperature in any area, air supply and
exhaust / return to this particular area shall be cut off by operating fire damper in the
HVAC duct & serving the area.
3.5.1 General
Contractor shall design and supply a suitable Fire Suppression system as per guidelines
given in the Gen. Civil design Criteria enclosed elsewhere in this bid.
Fire suppression system shall consist of fire water network with overhead sprinkler
system and fire water hose reels, automatic release of clean agent extinguishing agent,
portable CO2 fire extinguishers and dry chemical fire extinguishers.
The fire water sprinkler system with a properly sized fire water pump shall be capable of
supplying water to all sprinkler nozzles and hose stations.
The sprinkler system shall be provided for the building module and transformer area.
Sprinkler nozzles shall have integral frangible bulbs which will break at approx. 850C.
Flow Detector switch at an easily accessible location shall be provided in the branch line
of FW sprinkler system. The metallurgy of all piping and fittings etc. shall be Cu-Ni to
withstand marine/ saline condition. Isolation block-valves, gauges, strainers etc. provided
in the headers and the branch lines of fire water line shall be located so as to make them
easily accessible for repair and maintenance later.
Fire water hose reels shall be located near the entrance lobby / airlock lobby/ corridor at
each level in the building module and also in the HVAC Equipment area near roof level..
Clean Agent fire suppression systems with 100% standby shall be provided in the
Control Room, Equipment Room, TG Control Room and Switch-gear Room. The
extinguishing system shall provide a high speed release of Clean Agent based upon the
concept of total flooding. It shall be designed so that it can be activated automatically by
receiving a signal from the F&G Panel in the Control Room. The fire suppression system

given below are indicative only. Final quantities shall be based on approved equipment
arrangement for fire and safety equipment.
