CASELET 1: The New Job Analyst

Carlito Roliito considered himself very fortunate in having secured a position in Human
Resource Administration at Maratong Feed Milling Corporation, a firm with an excellent
reputation.

Carlito’s most recent assignment had been to execute various job analyses at the
production department. Elicito, the human resource manager, had decided that various practices
should be formalized for which written job specification were necessary. It was believed that job
description would be most valuable in the future hiring and placement in addition to assisting in
working up a consistent pay structure for this firm’s 100 employees.

Carolito’s first assignment was the preparation of job description of the mixer operator.
He first familiarized himself with the operations of the production department. He observed
Mang Tsilo, a highly skilled mixer operator, for an hour or so and followed this up with an
interview. During all of this time, Carlito took various notes of the responses made by Mang
Tsilo.

In gathering information, Mang Tsilo had been reasonably cooperative, though he did not
really see any point to the whole idea of the study. He was somewhat suspicious at first but
Carlito explained that he wanted to learn and that Mang Tsilo was the expert.

After the information was collected, Mang Tsilo was laughing and joking with one of his
collegues about Carlito being a good job analyst. “How can he analyze something he knows
nothing about? Oh well, guess it is harmless”.

Carlito was very satisfied with his first assignment. He thought he could get a pretty good
description out of the information collected.

Answers:

1. Can you say that the data collected by Carlito is valid and reliable?

The question lies into whether or not Carlito’s collected and gathered information is true
and reliable. As mentioned at the last part of the case, Mang Tsilo criticized Carlito into his
techniques of dwelling himself to the actual work where he doesn’t know at all. Well, the fact is
that Carlito may not know anything or greater than what Mang Tsilo knows; but, Carlito’s way
of inquiry was reasonable and rational. Carlito went to someone who knows better about the
work and asked. The only catch here is whether or not the expert who is Mang Tsilo gave and
told the right information Carlito was looking for.

Now, to solve the problem of whether or not Carlito’s gathered information is true and
reliable, let’s synthesize the problem first. First, those gathered information can be true yet
cannot be that reliable. This means that information can be true but how reliable are they or
possibly, ‘can they’? –One fact can be true to someone yet can’t be reliable to another. –this then
brings Carlito to another problem which is to test the reliability of his information. In that case,
that would let Carlito as one who is assigned in Human Resource Administration, to make more
researches on his own or better reach out to other people other than Mang Tsilo who relatively
also have the same expertise to ensure a reliable source of information. –This may entail further
researches to satisfy the truthfulness and reliability of such information. Also, being assigned in
his administration needs patience and open mind to test everything that may come up in its way.
Second, it was mentioned in the case that Carlito made observations, followed up interviews, and
took some important notes. These things can be helpful to Carlito for filling future gaps and
future references as well. These things can help him in times when his own conducted researches
and Mang Tsilo’s given information doesn’t fit together. Those observations, followed up
interviews, and taken notes would be handful in proving the truthfulness and reliability.

Generally speaking; if I would be Carlito, I would treat those information as true yet not
that as reliable as it can be. The possibility of that information being true will be partly based on
what I had seen as Carlito had in his observation. Carlito’s experience in the actual work would
greatly satisfy him. But; the rate of reliability of Mang Tsilo’s information would clearly depend
on Carlito’s judgment. Carlito may not know anything compared to mang Tsilo, but, it is in
Carlito’s sole responsibility to weigh everything. He shouldn’t settle for anything less than what
he should know and do. That’s why, personal effort such as further researches and assistance
from others are needed.

2. What are the qualifications of a good job analyst?

First, what does a job analyst do? Job analyst works in the human resources (HR)
department of a company or organization, conducting in-depth research about occupations and
job descriptions. They focus on worker classification systems while studying the effects of
industry and occupational trends upon worker relationships. They also provide management with
descriptions of what each employee in the company does, so that human resources recruiters will
know what to look for when hiring employees, as well as understand the components of each
job. But the real questions is how can be a job analyst be a ‘good’ job analyst? What are their
qualifications? And why does every organization needs a good job analyst? It is because the job
analyst’s role has become increasingly significant as companies and organizations realize the
importance of hiring the most qualified employees according to the particular job descriptions
and requirements, thereby contributing to the profitability and success of any business. Job
analysts often serve as the technical liaison between the firm and industry, government, and labor
unions. They are usually employed by larger companies and organizations, as their skills are very
specialized in the HR department. So here are the requirements or qualifications that satisfy a
good job analyst:

 Possess superior communication and interpersonal skills


- While working as a analyst they need to communicate with share holders and all
- Good communicators, problem-solvers, and think critically. They can create
requirements specifications, analyze requirements, create visual models, facilitate
elicitation sessions, and use the necessary business analyst tools.
 Enjoy working with people
 Have sound judgment and problem-solving skills and able to synthesize information
- Analysis Skill: Should have good analytic skill so that they can predict future market
trends.
- Problem solving and decision making: They should have good problem solving
skill and able to make quick decision.
 Leadership Qualities
- Should have ability to handle and guide team members.
 Willingness to learn new things
- Good job analysts are not content to do the same things the same way every time.
 Creativity is also an important quality that every analyst should have.
- Good job analysts know how to find the answers to questions and don’t wait for the
answers to come to them. They find alternative paths through the organization and
involve the right people at the right time. Good job analysts rarely get stopped for
long and can often work through challenging situations to come through to a solution.
