Division, I would like to take this opportunity to thank the Provincial Health Office through the
supervision of Dr. Edgar T. Veloso for spearheading the launching of this Firecracker Injury
Prevention Campaign. To the very dynamic and very active Biliran Province Public Officials, Cong.
Rogelio Espina, Gov. Gerry Boy Espina, and Mayor Edwin Masbang for the never-ending support
provided to the activities of the different government agencies. To our Brgy. Captain, Hon. John
G. Palacio, student council presidents, PTA presidents, teachers, friends and guests a pleasant
morning to everyone and also Merry Christmas and a Happy New Year!!!! 😊

The Department of Education plays a critical role in promoting health and safety of our
young’s. It is one of our goals that the young generations will establish a lifelong healthy behavior
patterns and this is a great avenue for us to be aware and keep informed, on the health risks
associated with the use of firecrackers and other pyrotechnic devices, thus keeping everyone safe
as we celebrate the coming Holidays.

Department of Education, along with the Department of Health, Bureau of Fire

Protection, Philippine National Police, Department of Energy and Natural Resources, and local
government units wish to intensify this information drive, because it is still very alarming that
most victims of the firecracker related injuries are children aged 13 years below. As part of our
advocacy, we make sure that safety promotion is a fundamental part of elementary and
secondary education. We are one with the Department of Health in strictly enforcing the ban on
the use of all firecrackers during holiday season. Therefore, we encourage our dear students and
beloved parents to celebrate the coming Christmas and New Year festivities in a simple and
peaceful way so that we can protect our children from injuries.

Lugar”!!!
