Located on the eastern bank of the Hooghly River, Dakshineswar Kali Temple is a
famous Hindu temple built in 1855 in the style of Bengal architecture. Built by Rani
Rashmoni, the temple became one of the biggest spots for Hindu pilgrims because of
its association with Bengal's one of the greatest ascetic saints Sri Ramakrishna
Paramahamsa. The temple draws huge numbers of devotees year-round and is one
of Kolkata’s most visited places of worship. Unfortunately, the only point of access is a
single 10.5-meter-wide road (Rani Rashmoni Road) that thousands of local residents
use for their commute. Shops and kiosks that have sprung up over the years have
squeezed pedestrians off the sidewalks and onto the roads, where they have to
contend with dangerous motorized traffic and pedestrians are forced to compete for
space with rickshaws and cars. The road has thus been turned into a logistical
nightmare, particularly on festival days, and is extremely congested.
In a bid to provide greater safety and comfort, KMDA has proposed the Dakshineswar
Skywalk, a modern and elevated walkway that would offer seamless connectivity to
and from the temple. KMDA’s proposal seeks to separate motorized and pedestrian
traffic through the use of an elevated pedestrian-only Skywalk. The elevated walkway
measures 380 meters in length and 10.5 meters in width, connecting the traffic rotary
with the temple entrance gates. To ensure accessibility to all visitors, the Skywalk
would be equipped with escalators, elevators, and staircases. The covered Skywalk
also has room for 200 shops. The shops are aligned in a back-to-back manner. Shops
can therefore be provisioned for re-allocation to shopkeepers currently running their
businesses elsewhere. "The movement of devotees will happen on the periphery of
the skywalk - a 2.8 metre-wide pedestrian movement corridor with shops on one side
and views of the temple, the Ganges at a distance and the neighbourhood on the
other side. There will also be cafes, water fountains and information desks.
The work for “Design and construction of pedestrian Walkway & Traffic decongestion
of Dakshineswar Kali Temple area on Turnkey basis under state fund” has been
awarded to M/s Adhunik Infrastructures (Pvt). Ltd, Kamalalaya centre, Unit 308,
156A, Lenin Sarani, Kolkata-700013 against KMDA tender no-19 of 2014-15 of
SE/TTC-III/TT/KMDA on dated 10-03-2015 for an amount of Rs 63.10 crores with
completion period of 18 (Eighteen) months. The estimate of the work has been
prepared by KMDA.
RITES, Highway division, Kolkata has been asked by KMDA to submit offer for the
Third Party proof checking of detailed design & drawings and supervision of
structural work including testing of material, erection of steel structure &
certification of welder qualification, certification of QAP for the work of Design and
construction of pedestrian Walkway & Traffic decongestion of Dakshineswar Kali
Temple area on Turnkey basis under state fund vide letter no-214/TT/KMDA/W-373
on dated 27-07-2016. RITES has submitted the offer on 03-08-2016 vide letter no-
RITES/HW/KOL/BD/487. Work order was issued to RITES on 12-09-2017 vide letter
no-74/SE/TTC-I/KMDA/W-01(2016-17) with necessary correction on 22-09-2016 vide
letter no-88/SE/TTC-I/KMDA/W-01(2016-17). Accordingly Agreement No-01/SE/TTC-
I/KMDA of 2016-17 was signed on 07-12-2016. RITES was asked by deploy
supervision team on 02-08-2017 vide letter no-199/SE/SCD-IV/KMDA/W-216.
PROGRESS STATUS
1. Welder Test :-RITES have ensured that all the welders working in the yard/site have
required skill by allowing only those welder who have passed the welder tests.
Welders were tested for both fillet and But weld. This month no welder test has
been done.
a) This month fabrication yard of 6-fabricators (short listed by working agency)
was jointly inspected with KMDA. Following fabricators have been
recommended for acceptance by KMDA.
i) Essar steel india Ltd, Dhilagarh
ii) Vrinda engineering (P) Ltd, Jalan Complex, Vil:- Vergi
iii) Vrinda engineering (P) Ltd, Panagarh, Burdhwan
iv) Meeco Engineering, Durgapur-19
b) The WPS and PQR format submitted by working agency has been
recommended for approval.
c) The QPR for steel have been send back for further rectification/up gradation.
2. Sampling of Raw Material :- Before using in the structure, all the structural material
have been sampled jointly with client KMDA and was to be tested for physical ,
mechanical and chemical properties as per relevant provision of IS code at any NABL
approved lab and tests were witnessed jointly with AIPL,RITES and KMDA. Also
laminar tests were conducted on plates of higher thickness (>=16mm).
a) This month Foundation nuts and bolts were tested third party NIBL approved
lab and found satisfactory after it was confirmed by working agency that
nuts are made from free cutting steel.
3. Testing at Fabrication Yard:- RITES supervision team mandated to check the
followings at Fabrication yard
a) Dimension (fit-ups) of the all built-up sections
b) Die-Penetrant Test for fillet weld / Ultra-sonic Test for Butt weld
c) Trial Assembly (if required/possible)
d) Total painting thickness of 225 micron by DFT meter
This month there has been no such testing at fabrication yard.
4. Inspection after erection:- RITES supervision team mandated to check the followings
at Site.
a) Verticality of Columns
b) Finished Levels structures
c) Tightness of Bolted Connection (where ever accessible)
d) Quality of all site welding
2.3 Conclusion
The work at site is going on at very slow pace. To meet the target completion date of
Aug,2017, working agency need to expedite the pace of work.
