I, the affint, have good reeson and do believe thet on or about the 12 day of August, 20 18, ‘one {name of suspeut) Mead, Kevig B/N 2 then and there in the City of Dallas, Dallas County, Texas commit the offense of Capital Murder, a violation of Section 19.03 ofthe Texas Penal Code, a Capital Felony. - Affiant’s belief is based upon the following facts end information which Affiant received from: {) Affiant’s personal investigation of this alleged offense. a : a fellow peace officer of the City of Dallas, Dallas County, Texas, who personally participated in the investigation of this alleged offense, providing this information to Affiant, and whose information Affioat believes tobe credible, On 08/12/2018 at approximatley 7:50am complainant Marin Omar Deleon H/M IM was sitting in his 2001 Chevrolet Suburban License arked in front of his apartment building located at 3246 Persimmon Rd whea he was approached by 2 B/M's who robbed complainant Deleon of his cell phone and Wallet aad during the course’of the robbery shot complainant Deleon. Complainant Deleon was transported to Baylor hospital where he was pronounced deceased from his injuries On 08/12/2018 at approximately 1:55am complainant Deleon had gotten home from work and had pared in the parking space in front of his apartment building. Complainaat sat in kis truck for approximately 1 hour and a half until his neighbor, witness K, Brown, arrived at the apartments. Witness Brown stated that he observed the complainant sitting in his truck with the windows half way down and he told bim he ceded to roll up his windows as it was supposed to rain. Witness Brown then went to his apartment, Complainant Deleon could be seen on the surveillance video, get out of his trick, he went upstairs and then came back downstairs and got back in his truck. At approximately 5:09am 2 B/M's, one later ‘entfied as suspect Kevin Mead B/M I approcched the complainants truck. The unknown suspect wes wearing white tshirt, shorts and white tennis shoes, and can be seen standing at the rear of complainant Deleons truck while suspect Meal, who was seen wearing a floppy hat, biue shirt and gray shorts was at the drivers door. The suspects can be seen opening the complainants drivers side door Suspect Mead stayed at the drivers side door for several minutes, then they can be seen leaving the truck and walk across the street to the apartments at 5850 Highland Hills, called the Highland Hills apartments, Both suspects can be seea walking back and farch from the complainants truck and to the Highland Hills apartments multiple times. These are the only two individuals that can be seen approaching the complainants truck uatil « witness observed the complainant lying on the parking lot just outside his drivers side door with a gunshot wound end called 911 at 7:5!am, DFR responded to the ceene and fransported complainant Deleon to Baylor hospital with a gunshot wound. Complainant Deleon wes Pronounced deceased at 8:20am due to his injuries, Detectives David and Shelton contacted the manager of the Mountaia Creek apartments and viewed the surveillance video which showed the events deseribed above. Detectives then went to the Highland Hills apartments and viewed their surveillance cameras whieh also shows the same two suspects coming back and forth across the street from the apartments to the complainants truck, Witness 1, whose name will not be used for safety reasons, observed the surveilance ‘ideo and stated that they knew the suspect wearing the floppy hat, blue shirt and gray shorts by name and sight as "N.O." and they have known him for approximately 2yrs, that he was from New Orleans aud was living in apartment “I Another witness who also knows the suspect, provided the name of Kevin Mead, Detective David was able to obtain a photo of suspect Kevin Mead, B/M IIE who showed to be from New Orleans and showed it io witness 1 who positively identified suspect Mead as the one in the surveillance video who was going back and forth from the Highland Hills spartmuents to the complainants truck.STATE OF TEXAS AFFIDAVIT FOR ARREST WARRANT COUNTY OF Detective David was told by an apartment manager of the Highland Hills apartments that they had received call from an anonymous witnéss who stated that they were told by someone that they overheard ‘suspect ~ Mead state that he wasn’t going t6 tum himself in, complainant Deleons wife, the complainant always ¢ that he was going to run and hide out.
