1.General
M/s SESA INDUSTRIES LTD. (SIL) a group company of Vedanta Plc., a UK Stock
exchange listed company, is presently operating two blast furnaces, each of 173 m3
working volume in its existing plant at Amona, Goa. The two blast furnaces, named as
BF1 and BF2 are producing around1.4 lac MT of hot metal per year from each . The
furnaces were initially designed for 0.75 lac MT of hot metal per year by Tata Korf
during their commissioning in 1992 and 1994. Over a period of time, through
improvement in furnace peripheral system and with better operational practices the
production capacity has been increased to its present level. With the increase in
production, other facilities like hot metal handling, hot metal runner length, etc. became
just adequate to handle the hot metal produced and proving to be a bottleneck in the
system. Any further improvement in production demanded de-bottlenecking of these
facilities.
BF 1 is running in its fifth campaign since May 2006 and SIL has planned a capacity
increase of this furnace to 215 m3 along with its relining from March 2010 to April 2011.
SIL also plans to introduce Pulverised Coal Injection (PCI), Oxygen (O2) Enrichment and
Sinter in due course of time to improve the productivity. As a result, to handle the
increased hot metal production, the de-bottlenecking of allied facilities will also be taken
up along with upgradation of blowing capacity and raw material handling facility.
This is part of the tender inquiry is for services of Mechanical, Civil, Refractory,
Electrical and Instrumentation.

2 PROJECT SCHEDULE:
The Blast furnace will be shut down for upgradation from 1st March for 55days (considering
shutdown to start up) and the tenderer shall complete execution of all the jobs as per
respective offer within this schedule.
All prefabrication (e.g. steel fabrication with its painting, concrete foundations, shifting of
equipments from fabrication yard to erection site, dismantling of pg casting machineetc)
shall be completed by February 20, 2010.

4. GENERAL GUIDELINES TO THE TENDERER:
i) The jobs carried out in the SIL premises shall require proper safety attention as per norms laid
down by SIL.
ii) All activities inside SIL premises shall be carried out in close supervision. Tenderer shall deploy a
safety steward round the clock to monitor the safety at all job sites
iii) Mobilize all labourers-skilled, semi-skilled, riggers, fabricators, certified welders, pipefitter,
instrument tube fitter, licensed electricians, mechanics, foreman, masons, helpers, carpenters, tile
fitters, etc.
iv) All structural steel materials, roofing sheets, liners, cables, panels, bricks, cement, construction
steel etc the tenderer should collect from SIL’s yard.
v) Loading, transportation from site of fabrication to site of erection, unloading at site of erection
including multiple handling of all steel structural components/ units assemblies complete in all
respects
vi) All defective materials / works which do not conform to the specification shall be dismantled and
removed from site by the Contractor at his own cost
4.1 Mechanical:
i) Fabrication of steel structural components covered under design drawings and fabrication
drawings/sketches and generally described under the scope of the project.
ii) Cold straightening of sections and plates, whenever they are bent and kinked including checking
materials received from SIL in respect of defects like crack , lamination etc.
iii) Making arrangements for and providing all facilities for conducting ultrasonic, x-ray or gamma ray
tests on butt welds, getting the test conducted by reputed testing laboratories, making available test
films/graphs, reports and interpretation.
iv) Dismantling of all steel structures shall be done by the tenderer by proper planning and with
safety at top most priority.
v) Dismantled material/ equipments shall be immediately transported to scrap yard/ assigned area by
the tenderer by own vehicles.
vi) Blast cleaning shall be done by copper slag blasting or shot blasting as per following grades to
Swedish Standard. SIS 055900.Grade Sa-21/2–This involves very thorough blast cleaning. Mill
scale, rust and foreign matter shall be removed to the extent that the only traces remaining are
slight stains in the form of spot or strips. Finally, the surface is cleaned with a vaccum cleaner,
clean dry compressed air or a clean brush. It shall then correspond in appearance to the prints
designated as Sa-21/2
vii) Application of paint shall be as per IS : 487-1985.
viii) Fixing of installation materials on steam pipe lines, cold blast line, etc. Including all
required materials as shown in the drawing or as directed by SGL representatives.
ix) Painting and touching up of all equipment, pipes and technological structure, etc. As directed by
SGL/EPS’s representative
x) Inspection, testing and commissioning of process and auxiliary equipment/piping and
ducting/hoisting and handling equipment, etc
xi) Oxygen, LPG and argon cylinders used in gas cutting/welding shall be in the tenderer scope.

4.2 Refractory:
i) The Lining should be under control supervision of company approved agency or company representative.
ii) Contractor should line the furnace according the drawings provided to him.
iii) Any deviations found in the drawing should bring to the notice of company representative.
iv) Any deviations found in the lining, company have every right to get it rectified by the contractor without
any extra cost to the company.
4.3 Civil:
i) All Civil jobs to be carried out as per drawings
ii) Tenderer shall execute Civil jobs well within time prior to shut down
iii) Contractor shall plan and sequence all works so as to achieve the desired progress keeping in mind overall
safety and stability at all points of time.
iv) To ensure quality of construction, the Contractor shall ensure inspection and testing of all materials and
works like cement, aggregate, sand, bricks, concrete cubes & all other materials of construction as per
instructions of the Client at his own cost conforming to specifications.
v) Before covering up any work within excavated pits, clearance has to be taken from Engineer in writing in
respect of completion of said works as per drawing and specification
vi) The latest Indian Standards shall become applicable. The respective Indian Standards wherever referred to
in the specifications shall be deemed to be the latest

21 Chain block Contactor should have chain block of reputed company like Indef ,etc and it
should have test certificate. Company will have authority to recheck the chain
block from company’s certified party as party’s cost. Length of the load carrying
should be minimum 15 mts.
22 Magnet drilling Magnet drilling machine should be from reputed company and should have
machine ELCB. Supply will be 230V.
23 Rolling machine Rolling machine should be from reputed company. Supply should be 415V +/-
10,50Hz.
24 Plate lifting Plate lifting tackles of good party and it should have the load testing certificates
tackles
25 Brick cutting Tenderer shall use machines of standard suppliers and should have a ELCB
machine, pan

6 WASTAGE:
Wastage of materials supplied by the Company shall be kept to the minimum. Reinforcement rods and
structural steel sections will be supplied to the Contractor in available lengths. Off-cuts below 300mm in
length in case of reinforcement and rolled structural steel sections and 300mm X 75mm in case of Plates
shall be treated as non-recoverable scrap. A maximum of 2% of the weight of reinforcement work and
structural steelwork as measured and certified respectively will be allowed as non-recoverable scrap.

Reconciliation statement duly authorized by the Company’s Engineer in charge for free issue items shall
be submitted along with every running bill or as per demand of site engineers.
Housekeeping:
Contractor should maintain good housekeeping in the allotted area.All the scraps should be returned to
store as per company category, with note duly signed by Company department Incharge.
8 TOLERANCE IN WORKMANSHIP
The permissible tolerance in workmanship shall be as per tables - 1 to 3 and also shall be as per IS:
7215-1974.
All workmanship shall be of the best quality and shall conform to the best approved method of
fabrication/ erection and dismantling. All materials shall be finished straight and shall be machined
/ ground true and square where so specified. All holes and edges shall be free of burrs. Shearing
and chipping shall be neatly and accurately done and all portions of work exposed to view shall be
neatly finished. Unless otherwise directed/ approved, reference maybe made to relevant IS codes
for providing standard fabrication tolerance. Material at the shops shall be kept clean and protected
from weather. All the fitters, Riggers, welders, cutters and helper shall be of good quality.
9 SPECIAL NOTE:
a) A project time bar chart for fabrication, erection, equipment erection and alignment, sheeting and
painting etc. giving starting and completion dates of all activities, shall be submitted by the
tenderer.

b) The purchaser may change or alter the detailed working programme for the sequence of work and
for the fabrication of components of structures, within the frame work of the agreed schedule,
which will be binding on the tenderer.
c) If due to design or other stipulations in the bid or requirements at site, a particular sequence of
overall construction has to be followed due to which certain interruptions to any one or more items
of work are inherent, no claims for such interruption will be admissible.
d) Tenderer should note that there could be variation in quantity of any item and no claim shall be
entertain on this account.
e) Work need deployment of labours in all three shifts ( during shutdown period)to complete the
work in stipulated time. The contractor shall observe provisions of the Factories Act/ Rules in
respect of working hours, holidays, rest intervals, leaves and overtime to his employees.
f) Tenderer shall comply with all labour rules, ESI, PF, health card, Police verification
for migrant employee etc., which will be strictly followed.
h) Tenderer shall have to construct own temporary shed at their cost for working in the
allotted area inside the premises. This shed shall be only for office and store purpose.
i) Tenderer shall submit the number of man power used for different areas, number of
cranes and their capacities, note on past experience in this line along with the tender
amount and other details along with offer
