RULES AND REGULATIONS

SPEECH COMPETITION OF

NATIONAL ENGLISH EXHIBITION AND CONTEST 2018

PREFACE

Speech Competition is one of the NEXT contest. The participants show their
performance based on subthemes given by the committee related to the main theme
“Explore Yourself”. There will be 3 Round: Preliminary, Semi-Final and Final. The
judging aspect will be manner, matter, method, and answering questions.

PARTICIPANTS

1. Every participant in this competition must be a Varsity student.


2. The competition consists of 40 varsity students from all over Indonesia.
3. Each institution must be represented by maximum 4 (four) students. Any
additional number will go straight to the waiting list.

GENERAL RULES

1. For documentation during the performance, each participant is allowed to


bring only 2 people from their institution.
2. Every participant should be present at least 15 (fifteen) minutes before the
competition starts.
3. Participants must attend Technical Meeting on September 20th, 2018.
Performance order and ID Card will be notified in Technical Meeting
4. Every participant will be called 3 times, if he/she doesn’t show up until the
third call, he/she will be considered resigned
5. The speech must be original and made by the participant. Where research
or quotes is used, sources should be identified. Judges may disqualify
competitors for plagiarism.
6. During the competition the registered participants cannot be represented by
other people, violation of this rules will result to disqualification.
7. All cell phones and other electronic devices are to be turned off during the
competition. Such devices cannot be used for any reason during the contest.
8. Property in the form of Powerpoint presentation, sound effect, and
categorized as dangerous weapons are not permitted. The participants must
aid themselves to prepare their property.
9. The judges are allowed (in secret) to deduct 3 points from the total score in
one round if there is a rule violation (except for time)
10. All the decision made by the judges are final
11. Every rule must be followed. Disqualification of a participant is necessary
for any participant who violates the rule
12. Further changes of the Rules and Regulation may be done by the committee

MATCHES ROUNDS

1. Preliminary Round
 This round will be held on Friday, September 21st, 2018
 The participants must submit 4 printed copies of their speech at the time
of the re-registration of the competition day
 The participants will deliver a prepared speech by choosing one of the
topics given by the committee and must concern to the criteria that are
provided.
 The topic will be released 3 weeks before the competition
 Time for speech: 5 - 7 minutes.
 Point deduction will be applied in regards of time violation. 5 (five)
points shall be deducted for each 15 (fifteen) seconds over or under this
time limit.
 The committee will provide warning signal flags to the participants,
which shall be clearly visible to the speakers, with the following
explanation :
- Green flag : Start to deliver the speech
- Yellow flag : 2 minutes left
- Red flag : 1 minutes left
- Knock twice : time is over
 There will be no answering question session
 Participants are allowed to bring 5cm x 7cm notes during the
performance

The best 10 participants will go to the semi-final round.

2. Semi-Final Round
 This round will be held on Saturday, September 22nd, 2018
 Top 15 Participants should build their text by impromptu topic (selected
by the committee, based on one of the unselected topic at the preliminary
round)
 The committee will provide 2 (two) sheet paper and 1 (one) paper sized
5cm x 7cm during speech preparation
 Participants must bring their own stationery for speech preparation
 Participants are allowed to bring 5cm x 7cm notes during the
performance
 Participants will be given 1 (one) question by the judges at the end of
the performance and have to answer the question in the provided time.
 The time range for building and delivering speech is provided below:
- Time for Speech Preparation : 45 Minutes
- Time for Speech : 3 - 5 minutes
- Time for Answering Question : Maximum 2 minutes
 Participants who undertime or in excess of the time allocation will get
time reduction for answering the question.
 Participants who have yet to perform are not allowed to see another
participant’s speech.
 The committee will provide warning signal flags to the participants,
which shall be clearly visible to the speakers, with the following
explanation :
- Green flag : Time to deliver the speech
- Yellow flag : 2 minutes left
- Red flag : 1 minutes left
- Knock twice : Time is over

From this round, top 5 participants will go to the final round.

3. Final Round
 This round will be held on Saturday, September 22nd, 2018
 Top 5 participants should build their speech by impromptu topic that
will be given by the committee on the day of the competition
 The committee will provide 2 (two) sheet paper and 1 (one) paper sized
5cm x 7cm during speech preparation
 The participants must bring their own stationery for speech preparation
 Participants are allowed to bring 5cm x 7cm notes during the
performance
 Participants will be given 3 (three) question by the judges at the end of
the performance and have to answer the questions in the provided time.
 Participants who have yet to perform are not allowed to see another
participant’s speech.
 The time range for building and delivering speech is provided below:
- Time for Speech Preparation : 45 Minutes
- Time for speech : 3 minutes - 5 minutes
- Time for Answering Question : 2 minuter for each question
 The committee will provide warning signal flags to the participants,
which shall be clearly visible to the speakers, with the following
explanation :
- Green flag : Start to deliver the speech
- Yellow flag : 2 minutes left
- Red flag : 1 minutes left
- Knock twice : time is over

PHYSICAL APPEARANCE
1. The participants must wear Batik for Preliminary Round and Semi-Formal
clothes for semifinal and final.
2. The participants must wear ID Card given by the committee
