CHAPTER I
INTRODUCTION
A. Background
Currently, waste is not only a health problem or an environmental problem but also a social
problem. Factors that cause the waste problems in Indonesia increasingly complicated is the
increasing living standard of society which are not accompanied with knowledge about waste
and also the lack of people’s participation to maintain cleanliness and put wastes in its place.
Increasing waste production along with population growth, changes in consumption patterns, and
people's lifestyles have increased the number of waste piles, types, and diversity of garbage
characteristics.

According to the Regulations of Republic Indonesia Number 18 Year 2008, waste is solid
remains of human activities and / or natural process. While according to the Regulations of
the Minister of Home Affairs Number 33 Year 2010, waste is solid remains of human
activities and / or natural process which consisted of household waste and its kind. Waste
management is a systematic, comprehensive and continuous activity that includes planning,
reducing and handling waste.

One of the complicated waste problems are market wastes, because in addition to their
relatively large number, market waste also has their own kind problems such as health
problems. This situation occurs in traditional markets as one of the most economic containers
for urban communities. Activities such as buying and selling between traders with visitors or
buyers indirectly caused waste accumulation in the market every day.

According to Susanawati's (2004) study on the evaluation of waste management of Johar


Market based on information from its managers and traders as well as its management
directives in Semarang City, waste stewards complained about the traders’ low participation
in managing waste in Johar Market, especially on individual levies that are largely ignored by
traders especially regarding individual levies that are largely ignored by traders. The traders
also complained about the equipments used for clean up the waste, as they were easily broken
and the managers did not provide backup equipment which resulted in their cleaning activities
being hampered.

According to Zulkarnaini's research (2009), the overall score of the traders’ participation
in the management of Pekanbaru’s Arengka Morning Market’s waste is average. The factors
affecting the participation rate are education, income, awareness of waste, regulations,
environment conditions and adequate facilities.

Based on the results of the previous survey in Balong Market located in Balong
Subdistrict, Ponorogo Regency, East Java Province, the market generates a lot of waste
production because its activities are almost all day, from 10.00 to 23.00. Most of the traders
don’t have personal trash cans, so many traders throw garbage around their stalls without
thinking about hygiene because traders think there’s already a janitor to clean them up. Other
than that, they are reluctant to put garbage to its place because they have to walk away from
their stall.

Open landfills can make a breeding ground for germs that will cause various kinds of
diseases that transmitted through foods and drinks. This condition needs to be handled in
order to prevent the reduction of environmental quality. The current waste management is still
inappropriate, either from the management of the janitor or the low awareness of the
surrounding community or traders. The waste collection, transport and temporary disposal to
final disposal also needs to be improved. These problems needs to be researched in an attempt
to produce an appropriate waste management system, by analyzing the waste management
system conducted in Pasar Balong, District Balong, Ponorogo, East Java Province.

B. The Formulation Of Problem


1. How to waste management in Balong Market?
2. How the impact of waste on the environmental around the Balong Market?
3. How public awareness about waste management?

C. Research Purposes
To know the waste management done by traders to create a clean environment in Balong
Market, Kec Balong, East Ponorogo Regency.

D. Research Benefits
1. As an input for the manager to provide alternatives to the processing system
2. As knowledge and experience as well as a learning process for writers.
3. As information and reference materials for further studies.
