Flame retardant properties for interior parts

1. Purpose
This document specifies criteria and test method for flame retardant* for interior parts.
* It is described as “Flammability” in the original regulation in North America or The
Middle and Near East. However, since the keynote and basic of the regulation are same
as Japanese, indication in Japan is applied.

2. Scope
This document applies to all interior parts that have to be complied with the following
regulation (Applicable parts are shown in page 3).

3. Standard
All applicable parts for this TS shall comply with regulations in each destination and
satisfy any one of the following N, S or B.*5

4. Repot of the test result


Supplier of applicable parts of this TS shall confirm that MP parts meet the regulation
and submit the test result to design division and 3rd material study division in FHI by
due date set by FHI. If any changes are required after the result has been reported, the
test result shall be submitted to design division and 3rd material study division in FHI
accordingly for obtaining agreement in advance.

5. Recommended indication method on drawing


For drawings of applicable parts of this TS, the following indication method is
recommended.

(TS420-0-2) shall be complied with.


E.x.: S For flame retardant, Safety standard 20.4 and technical criteria of flame
retardant for interior parts (TS420-0-2) shall be complied with.

6. Related regulation
TS 104-6-2 ”Domestic certification, boarding system”

7. Applicable parts
Applicable parts for certification in accordance with regulation in each destination are
as following.
However, FHI may require flame retardant for parts not applicable for regulation as
FHI self regulation. In that case, FHI judges if flame retardant is required for parts.

8. Test method
(1) Test method
According to test method that has been set for each destination.
However, for contents indicated in (2) - (6) below, this TS shall be complied with even if
there is no indication on each regulation. If it is difficult to conduct a test indicated in
this TS, the test shall be conducted under agreement with design division and 3rd
material study division in FHI accordingly.

(2) Destination -specific differences


Particularly significant differences in specified test method are in a table below.
Test shall be conducted under FHI recommended*3 condition regardless of destination.
However, in case humidity control is impossible or thickness of a part needs to be
reduced due to equipment capability, test shall be conducted under destination-specific

condition and reported accordingly. 《Refer to (3) Note test specimen size①》

*3 FHI recommended condition covers test conditions for all destinations in this TS. For
parts with more than one destination, the test data can be used for any destination if
test has been conducted under this condition.

① The thickness of test specimen shall be the thickness of single or complex material

used in vehicle, however, if the thickness of material exceeds the specified value,
measure the depth from the closest face to interior space and cut it to meet the
specified thickness.

② In principal, test specimen shall be taken from a part. If it cannot be cut from a part

and a flat plate is made for a test, the flat plate shall be equivalent of MP part in
material, thickness and manufacturing process. If post-process such as heat
treatment (annealing treatment etc.), steam treatment, cleaning or dry are included
in part manufacturing process, a test specimen shall be taken from material which
has been processed these steps.

③ If test result may be different depending on cut out direction of a test specimen,

test shall be conducted at direction which leads to the worst result. If the direction
which leads to the worst result cannot be distinguished, the test shall be conducted
at all possible directions and report shall be made.

* Instruments for test

① For instruments used, accuracy shall be assured by regular checks and calibrations

as per control standard.

② Record of temperature and relative humidity during condition adjustment and test

shall be made by self recording system.

* Test method

Note for obtaining stable test result for flame retardant


 If a test specimen cannot be hold horizontally and it may lead to irregular
burning as a test specimen is too small to hold or material of a test specimen is
interior material such as seat skin and it sags due to softening or bending
during the test, a holder with wire shall be used for the test.
 If burning tests are conducted repeatedly, they shall be done at proper intervals
so that temperature and humidity in a test chamber and a test device are back
to specified temperature and humidity in the table in P.5.

① Measurement of burning time starts at the time that burning reaches to 38 mm from

free end of a test specimen 《Fig.2 A》and stops at anytime of the following;

1) Flame advances to 38 mm (burning length 254 mm) from the cramped edge of a

test specimen 《Fig.2 B》.

2) Burning progression stops.


3) Arbitrary after 5 minutes past from measurement start.
If 5 minutes past from measurement start, burning progression can be forced to
stop. In that case, after stopping the time measurement, stop the burning
progression as the specimen is remained on U shaped attachment then measure
burning length of the specimen.
Now, therefore, maximum burning length is 254 mm regardless of destinations.
As burning length does not match with length of a specimen, attention shall be paid
accordingly for report of the test result.

② In case size of a test specimen is less than length 330 mm and width 50 mm, even if

abnormal burning occur due to flame run around or spilling over, a test shall be
conducted so that the test result may be the worst.
For burning time, measure the time until the farthest position from the free end
burns. For burning length, measure the distance from the point that start to measure

time to the farthest point. 《Fig.2 A》

(4) Judgment criteria


The test result shall satisfy any one of the following N, S or B.
FHI may request a retest depending on the result. In this case, also the result shall
satisfy any one of the following N, S or B. For the retest, refer to (5) below.

* In case burning speed is 80mm/min. or more, official test of Vehicle and Component
Approvals Division of Ministry of Land, Infrastructure, Transport and Tourism shall
be taken. Therefore contact with design division and 3rd material study division in
FHI and obtain agreement.

(5) Retest
If retest is requested by FHI, retest result shall also meet regulation in each destination.
Submission of the test specimens may be required for reference test in FHI.

(6) Certification in Japan


Since in case burning speed is 80mm/min. or more, the official test of Vehicle and
Component Approvals Division of Ministry of Land, Infrastructure, Transport and
Tourism shall be taken in Japan, therefore contact with design division and 3rd
material study division in FHI.
Instruction regarding test specimens and documents for submission to Ministry of Land,
Infrastructure, Transport and Tourism is given by design division and 3rd material
study division in FHI separately.
In case FHI renews the approved max value of burning speed by applicable part (refer
to a table in P.4), the test result has to be submitted to Ministry of Land, Infrastructure,
Transport and Tourism even if burning speed is less than 80 mm/min. Also in that case,
instruction regarding test specimens and documents for submission is given by design
division and 3rd material study division in FHI separately.
