1. Nationality

Candidates who are interested to write the UPSC Civil Services


Exam and aspire to get the civil services post as IAS, IPS, IFS and
others should ensure that they fulfill the Nationality Condition,
which is given below.

Candidates who aspire to become an IAS Officers, IFS Officer


and IPS Officers must be a citizen of India.

To get into the Indian Revenue Service, candidates must
meet one of the nationality criteria as set by the UPSC guidelines:

• Citizen of India.
• A person of Indian Origin who has migrated from Ethiopia,
Kenya, Malawi, Myanmar, Pakistan, Sri Lanka, Tanzania,
Uganda, Vietnam, Zaire, or Zambia with an intention of
permanently settling in India.

To get into other civil services a candidate must meet one of the
following criteria of Nationality.

• A Citizen of India.
• A citizen of Nepal or a subject of Bhutan
• Tibetan Refugee who came to India before 1st January 1962
to be settled permanently in India
• A person of Indian Origin who has migrated from Ethiopia,
Kenya, Malawi, Myanmar, Pakistan, Sri Lanka, Tanzania,
Uganda, Vietnam, Zaire, or Zambia with an intention of
permanently settling in India

2. Education Qualification

Candidates who aspire to become IAS Officers and wish to apply

UPSC Civil Services Exam should ensure that they fulfill at lease
on of the following education qualification criteria.

Candidates should have:


• A degree from any of the universities integrated by an Act of
the Central or State Legislature in India
• A degree from any other educational institutions recognized
by an Act of Parliament
• A degree or an equivalent qualification from any Deemed
University under the UGC Act, 1956
• A degree through correspondence or distance education
• A degree from an open university
• A qualification equivalent to one of the above which is
recognized by the Government of India

ensure that after success in the exam they meet one of the
above educational criteria.
• Candidates who have not yet completed the MBBS internship
but have passed in the final exam of the MBBS degree can also
appear in the UPSC CSE.
• Candidates who have passed the final exam of the Institute of
Chartered Accountant of India (ICAI), ICSI, and ICWAI can
also take the exam.
• Candidates who have obtained a degree from any private
university with the above-mentioned conditions.

Candidates who have appeared or intend to appear for the


UPSC CSE and anticipating their results are also eligible to

submit proof of passing the obligatory qualification along with
Detailed Application Form (DAF) for Civil Services (Mains)
Examination.

3. Age Criteria, No. of Attempts & Relaxation


To appear in Civil Services Exam 2018, a candidate should have
attained the age of 21 years and should not have attained the age
of 32 years on the 1st of August 2018 i.e., a candidate should
have been born not before 2nd August 1986 and not later 1st
August 1996.

The Union Public Service Commission (UPSC) has regulated


the age criteria for the candidates who are willing to appear for
Civil Services IAS Examination.

UPSC Prelims examination is the first level of examination to be


cracked among the three levels in the UPSC Civil Services
Examination, followed by Civil Services Mains Examination and
the Personality Test for realizing your dream of becoming a civil
servant. It is a test for the elimination of candidates and the marks
will not be included for arriving at the final order of merit/rank
list. Only those candidates who qualify in both the papers of
Preliminary examination can appear for the Civil Services Mains.

The UPSC 2011 notification made changes to the UPSC Prelims


pattern. As per the UPSC Notification 2017, the UPSC prelims
paper is divided into two objective type papers:

• Paper-1 for General Studies (GS) Paper


• Paper -2 generally called as the Civil Services Aptitude Test
(CSAT) Paper.

The GS paper consists of 100 questions of 2 marks each
to be answered in 2 hours. The scheme of marking for
Paper-1 is such that the candidate gets a negative marking of 1/3rd
of the marks allocated to each question, which is -0.667 marks

for every wrong answer. Unanswered questions do not attract


negative marking. The CSAT paper is qualifying in nature and a
candidate is expected to score 33% of the total marks i.e, 66 marks
out of 200 marks. The CSAT paper consists of 80 questions of 2.5
marks each to be answered in 2 hours. Similar to GS paper, every
wrong answer would fetch a negative marking of 1/3rd of the
marks allocated to the question, which is -0.833 marks. A
question not attempted would not attract any negative marking.
Both Paper 1 and Paper 2 are objective type papers with multiple
choice questions to be answered on an OMR sheet. The question
papers are set in both English and in Hindi.

NOTE:

• The questions in the UPSC Prelims Exam are of objective type


or Multiple-Choice Questions (MCQs)
• There is a ‘Negative Marking’ in the IAS prelims exam for
each incorrect answer. The negative marking for incorrect

answers will be 1/3rd (0.66) of the allotted marks of
that question.
• The GS Paper II (CSAT) is of qualifying in nature and
candidates should score a minimum of 33 percent in this paper

to qualify to the next stage of the exam i.e. Civil Services Mains.
• Blind candidates are given an extra time of 20 minutes for each
paper in the prelims exam.
• It is mandatory for the candidates to appear in both the papers
of civil services prelims exam for the evaluation.
• The marks scored by the candidates in the preliminary
examination are not counted for the final score.

• English language comprehension skills – Class X level.

Questions relating to English language comprehension skills will


be tested through passages from English language only without
providing Hindi translation.

services prelims papers to be qualified for mains
examination. Appearing in both the papers is compulsory for
evaluation of UPSC prelims paper. A candidate must follow the

Civil Services Prelims Syllabus while preparing to appear for the


examination as the syllabus is indicative and not comprehensive.
Keeping your preparation in line with the syllabus would make
clearing the prelims examination a cake walks.

The UPSC Mains Examination is intended to assess the academic


skills of the candidates and their capability to state their
knowledge in a precise and reasonable way. The mains
examination is to analyse the general intellectual persona and
profundity of understanding of candidates instead of their extent
of information and memory.

The UPSC has announced the date for UPSC 2017 Civil services
examination. The Prelims exam will be held on 18th June 2017
and the Mains exam will be held on 28th October 2017. There is
no change in the syllabus. The mains exam will continue as a
written paper with nine papers with the existing syllabus.

Currently, there are 7 + 2 = 9 papers to be answered in the IAS


mains examination. Each paper is of descriptive type. There are
two qualifying papers 1) any modern Indian language 2) English
and are of 300 marks each. Anyhow, these marks are not counted

in the main examination. The candidate can choose any
one language from the Eighth Schedule of the
Constitution or English as the medium of writing the examination.

According to the new UPSC exam pattern, there are ‘Four


General Studies Papers’ each of 250 Marks with a total of 1000
Marks. The mains syllabus of General Studies is of degree level.
Candidates can choose only one optional subject from the list of
subjects given below. Each optional subject comprises of two
papers (Paper I and Paper II) each of 250 marks, making it a total
of 500 marks. Candidates can also take literature subjects as an
optional paper (without the condition that the candidate should be
a graduate in language’s literature). Candidates can also take

Note

• The candidates can select medium of writing the UPSC Civil


Services IAS Mains Exam in Hindi or English.
• The Indian Languages included in the civil services exam are as
per languages listed in the 8th Schedule of the Indian
Constitution.
• The final ranking of the candidates’ is on the basis of the marks
obtained by them in the Main Examination and Personality
Test/Interview Round.
