FOREWORD

Based on Government Regulation of the Republic of Indonesia No. 19 of 2005 and the
National Higher Education Standards as outlined in the Regulation of the Minister of
Research, Technology and Higher Education No. 44 of 2015, Permendikbud No. 50 of 2014
which was later revoked and replaced by the Regulation of the Minister of Research,
Technology and Higher Education of the Republic of Indonesia No. 62 of 2016 concerning
the Higher Education Quality Assurance System; then the quality of higher education at the
University of North Sumatra (USU) is the level of conformity between the implementation of
higher education and the National Higher Education Standards (SN Dikti) consisting of the
National Education Standards (SN Education): 62 of 2016 concerning the Higher Education
Quality Assurance System; then the quality of higher education at the University of North
Sumatra (USU) is the level of conformity between the implementation of higher education
with the National Higher Education Standards (SN Dikti) consisting of National Education
Standards (SN Education), National Research Standards (SN Research), National Community
Service Standards (SN PkM) and Higher Education Standards set by Higher Education
according to their respective needs and demands.

The Internal Quality Assurance System (SPMI) at USU aims to meet or exceed the National
Higher Education Standards (SN Dikti) as outlined in the Internal Quality Assurance System
Book published by Kemenristekdikti. According to Article 8 paragraph (4) letter b of
Permenristekdikti No. 62/2016, SPMI documents consist of: 62/2016, SPMI documents
consist of 4 (four) documents, namely: 1) SPMI policy document, 2) SPMI manual
document, 3) SPMI standard document, and 4) form document used in USU SPMI.

This SPMI Policy document is a book published by the USU Quality Management Unit, and
is one of the documents required by the government in the internal quality assurance of a
university. This USU SPMI Policy document underlies other documents, namely the SPMI
manual document, SPMI standard document and SPMI form document. This SPMI USU
policy document contains how USU conducts planning (P), implementation (P), evaluation
(E), control ( P ) , and quality improvement (P), in the implementation of higher education
tasks and functions. The SPMI standard document contains criteria, measures, benchmarks or
specifications of all higher education activities at USU to realize the vision and mission of

USU. The SPMI manual document contains practical instructions on ways, steps,

or procedures on how SPMI USU is implemented based on standards that have been set,
evaluated, and continuously improved. SPMI standard documents that contain standards,
indicators, and measures are planned, implemented, evaluated, controlled, and quality
improvement is carried out by all work units. SPMI form documents contain written
instruments and/or tables that function to record certain things or information or activities as
an integral part of SPMI standards and SPMI manuals.

With the publication of this SPMI policy document, other USU SPMI documents can be held
and developed in order to implement SPMI throughout the USU environment in stages. Our
gratitude goes to the team that has compiled and completed this SPMI policy book. We hope
that this book is able to inspire all parties in order to improve quality at USU in an integrated
and integrated manner, thus creating a driving force for efforts to develop the quality and
competitiveness of higher education.

1. INTRODUCTION
1.1 Vision, Mission and Goals of USU
1.1.1 Vision

To become a university that has academic excellence as a barometer of scientific


progress that is able to compete in a global world level.
1.1.2 Mission
1. Organizing autonomy-based higher education which is a forum for developing
the character and professionalism of human resources based on empowerment
which contains the spirit of democratization of education that recognizes
plurality with an educational orientation that emphasizes aspects of finding
alternative solutions to actual problems based on scientific, moral, and
conscience studies;
2. Producing graduates who become agents of change as a force of modernization
in the life of the wider community, who have scientific competence, relevance
and strong competitiveness, and behave in ethical scholarship; and
3. Implementing, developing, and improving education, research culture and
community service programs in order to improve academic quality by
developing superior knowledge, which is beneficial for changing the lives of
the wider community for the better.
1.1.3 Destination
1. Producing qualified graduates who are able to develop science, technology,
humanities, and arts, based on religious morals, and able to compete at the
national and international levels;
2. Producing innovative research that encourages the development of science,
technology, humanities, and arts in national and international scope;

1.2 Vision, Mission and Goals of the USU Faculty of Agriculture
1.2.1 Vision

To become a leading agricultural higher education institution in the


development of science, technology and human resources with the main
competencies of sustainable integrative plantations in a global order in 2025.

1.2.2 Mission

1. Organizing superior agricultural higher education that produces graduates


with STAR characters and gets international recognition.
2. Carry out and develop innovative applied agricultural research in the field of
TALENTA.

1. Creating a quality academic atmosphere to produce graduates with STAR

modernization, especially plantations, who have scientific competence,
relevance and strong competitiveness with ethical intellectual behavior.
2. Producing innovative research in the field of TALENTA as part of USU's

3. Producing services to the community in the form of research-based
community service activities in order to be able to solve problems in realizing
food self-sufficiency.

1.3 Vision, Mission and Objectives of the Agrotechnology Study Program FP USU
1.3.1 Vision

To become a study program that has excellence and is able to compete in the
global world order in 2020 in the development of science and technology of
sustainable plantation and horticultural crop cultivation.

1.3.2 Mission

1. Organizing an education program in the field of agroecotechnology which is


a forum for character development and professionalism, and is able to
develop itself in accordance with the development of science and technology
in agriculture, especially in the field of plantations.
2. Producing graduates who are able to compete globally, have an
entrepreneurial spirit and are able to develop themselves according to the
needs of the work environment, especially in the field of plantations.

1. Producing graduates who are reliable, resilient and creative, and able to
develop science and technology in the fields covered by agroecotechnology,
especially plantations.
2. Actively participate in the development of science and technology (research)
of plant cultivation to meet the needs of society.
3. Performing community service based on the results of innovative research
work to meet community needs, especially in the fields of agriculture and
smallholder plantations.
4. Expand the participation and potential of human resources in global
commitments in agriculture that support domestic agricultural development
policies.

entrepreneurship in agriculture that is environmentally sound and sustainable.

2. SCOPE
The USU SPMI policy covers all aspects of higher education implementation, with the
main focus on learning aspects and other aspects that support learning aspects. The focus
on the learning aspect is intended as an initial or pioneering step, because gradually the
focus of the scope of the USU SPMI policy will be developed so that it also covers non-
academic aspects, including aspects of welfare, cooperation, research and community
service.

The USU SPMI policy applies to all units at USU, namely study programs, departments,
faculties, bureaus, institutions, UPT, system centers and study centers.

2. GLOSSARY OF TERMS AND DEFINITIONS


1. SPMI is an Internal Quality Assurance System that is planned, implemented,
evaluated, controlled, and improved by the University itself.
2. USU SPMI Policy is USU's thoughts, attitudes, and views regarding SPMI that apply
at USU.
3. The USU SPMI Manual is a document that contains practical instructions on how to
run and implement SPMI at USU.

3. SPMI POLICY DESCRIPTION


The entire USU academic community believes that SPMI USU aims to:
1. Ensure that every higher education service to students is carried out according to the
established USU SPMI Standards, so that if it is known that there are deviations from
the USU SPMI Standards, corrections will be made immediately;
2. Realizing transparency and public accountability, especially to parents/guardians of
students, regarding the implementation of higher education in accordance with the
established USU SPMI Standards;
3. Invite all parties within USU to work towards achieving goals based on USU SPMI
Standards and continuously strive to improve quality.

Management Model for USU SPMI implementation:


SPMI USU is designed, implemented, and continuously improved based on the PPEPP model
(establishment, implementation, implementation evaluation, implementation control, and
improvement) of SPMI USU Standards. With this management model, USU will first
determine the objectives to be achieved through appropriate strategies and a series of
activities. Then, the achievement of goals through these strategies and activities will always
be monitored regularly, evaluated, and developed in a better direction on an ongoing basis.

With the PPEPP management model, each unit within USU must periodically conduct a self-
evaluation process to assess the performance of its own unit using the established USU SPMI
Standards and Manuals. The results of the self-evaluation will be reported to the unit leader,
all staff in the unit concerned, and to the USU leadership. Based on the results of the self-
evaluation, unit leaders and USU leaders will decide on steps or actions that must be taken to
improve and enhance quality.

Implementing SPMI USU with the PPEPP management model also requires each unit in
USU to be open, cooperative, and ready to be audited or examined by a team of internal
auditors who have received special training on SPMI USU audits. Audits conducted at the
end of each academic year will be recorded and reported to the unit leaders and USU, and
then certain actions will be taken based on the findings and recommendations of the auditor
team.

All of the above processes are intended to ensure that every higher education activity at USU
is guaranteed quality, and that USU SPMI is always evaluated to find its strengths and
weaknesses so that changes can be made towards continuous improvement.

The result of the implementation of SPMI USU based on the PPEPP management model is
the readiness of all study programs in USU to follow the accreditation process or external
quality assurance either by BAN-PT or credible foreign accreditation agencies.
Principles in Implementing SPMI USU:

To achieve the objectives of SPMI USU mentioned above and also to realize the vision,
mission, and goals of USU, the academic community in implementing SPMI USU at every
level in USU is always guided by the principles:
1. Oriented to internal and external stakeholders;
2. Prioritize the truth;
3. Social responsibility;
4. Personnel competency development;

USU SPMI Strategy:


USU's strategies in implementing SPMI are:
1. Actively involving all academicians from the planning stage to the evaluation and
development stages of SPMI USU;
2. It also involves professional organizations, alumni, business world and government as
users of graduates, especially at the stage of determining USU SPMI Standards;
3. Conduct structured and planned training for lecturers and administrative staff on SPMI
USU, and specifically training as internal auditors;
4. Socialize the function and purpose of USU SPMI to stakeholders periodically.

Implementation of SPMI at the level of each unit and USU level:


USU has 6 faculties that manage 15 study programs, 5 university bureau-level work units, 3
institutions, and 4 study centers. The university stipulates that since 2013 all academic and
non-academic work units at every level must implement SPMI in every activity.

In order for the implementation of SPMI USU in all units and levels to run smoothly and be
coordinated effectively, for the first cycle of SPMI USU, namely from 2007 to 2018, USU
established a new work unit specifically tasked with preparing, planning, designing,
establishing, implementing, controlling, evaluating and developing SPMI USU.

1. DEFINITION
In the University of North Sumatra Learning Assessment System Standard, various terms
are defined that apply to all work units:
a. Educative, is the principle of assessment carried out by the University of North
Sumatra to motivate students to be able and continue to strive a). improve planning
and learning methods; and b). achieve maximum graduate learning outcomes.
b. Authentic, is the principle of assessment carried out by the University of North
Sumatra which is oriented towards the continuous learning process and learning
outcomes that reflect the ability of students during the learning process.
c. Objective, is the principle of assessment carried out by the University of North
Sumatra which is based on standards agreed between lecturers and students and is
free from the influence of the subjectivity of the assessor and the assessed. The
Objective Principle is intended to ensure the purity and fairness of student
assessment and grades.
d. Accountable, is the principle of assessment carried out by the University of North
Sumatra in accordance with fixed, standardized and clear procedures and criteria,
agreed at the beginning of the lecture, and understood by students. This procedure
includes procedures for submitting grades, grade input procedures, grade publication
procedures and others in accordance with existing SOPs.
e. Transparency, is the principle of assessment conducted by the University of North
Sumatra whose procedures and assessment results can be accessed by all
stakeholders. The principle of transparency is carried out by using various
appropriate methods/media that can be maximally utilized by stakeholders.

2. RATIONALE
The rationality of t h e formation and establishment of Learning Assessment Standards at
the University of North Sumatra is based on:

• Permenristekdikti no: 44 of 2015 concerning National Higher Education Standards
(SNPT) provides direction on the importance of continuous quality improvement.
The preparation of Learning Assessment standards is important in quality
improvement efforts as a reference in preparing, organizing, and evaluating the
learning process.
• Learning Assessment Standards are needed so that the assessment process is
objective, fair and thorough. Learning Assessment that is objective and covers the
necessary aspects is expected to contribute to improving the quality of learning.
Therefore, standards are needed that include benchmarks, principles, criteria for the
same learning assessment that must be carried out throughout the work unit-
Universitas Sumatera Utara in a sustainable and integrated manner.

3. SCOPE OF THE QUALITY MANUAL FOR LEARNING


ASSESSMENT STANDARDS
Scope This Quality Manual for Learning Assessment Standards applies:

d. When the Learning Assessment Standard is evaluated (monitored, supervised,
checked) its achievement on an ongoing basis;
e. When the evaluation results show the need for control in the form of correction so
that better Learning Assessment Standards can be met;
f. When the Learning Assessment Standards implementation cycle ends, the
Learning Assessment Standards are improved for the next cycle.

4. DEFINITION OF TERMS
• Learning Assessment Standards are the minimum criteria / conditions that must be
achieved by students in the learning process to get a value rating in passing a
course they are legally enrolled in;
• The Indonesian National Qualifications Framework (KKNI) is a competency
qualification framework that can juxtapose, equalize and integrate between fields
of education and fields of vocational training and work experience in order to
provide recognition of work competencies in accordance with the structure of
work in various sectors;
• Learning Assessment Outcomes are the value ratings obtained by students through
the internalization of knowledge, attitudes, skills, competencies and accumulated
work experience that refers to the competency standards of higher education
graduates.
• Designing standards is the thought process to produce standards about what is
needed in SPMI.
• Formulating standards is writing each Assessment into a complete statement
using the Audience, Behavior, Competence and Degree (ABCD) or KPI formula;

• Setting Standards is an act of approval and ratification of Learning Assessment
Standards, so that Learning Assessment Standards are declared valid;
• A tracer study is a tracking study conducted through a track record evaluation at
the Academic Directorate;
• Public Test is a test to obtain input that can be conducted through an online
survey to relevant stakeholders;
• Evaluation is measuring a process or an activity to know whether the process or
activity is carried out in accordance with the SPMI Assessment Standards;
• Examination is checking or auditing in detail all aspects of t h e implementation
of higher education assessment carried out periodically, to match whether all the
implementation of higher education assessment has been running in accordance
with the SPMI Assessment Standards;
• Implementing Standards is a measure, specification, benchmark, as stated in the
standard statement must be obeyed, done, fulfilled its achievement;
• A manual is a description of a sequence of steps to accomplish something written
in a systematic, chronological, logical, and coherent manner;
• A Work Instruction is a detailed list of tasks to be performed by the assignee;
• Control is to take corrective action on the implementation of the Learning
Assessment Standards so that deviations / failures to fulfill the Learning
Assessment Standards can be corrected;
• Corrective action is taking corrective action so that the achievement/failure to
meet the Learning Assessment Standard can be met by the Standard Appraisal
implementer;
• Lecturers are professional educators and scientists with the main task of
transforming, developing, and disseminating knowledge,
