Once the specification and the supplier are known, the part
can be ordered.
Two things to consider:
1- Items kept in inventory holding account are normally ordered
once the order point has been reached. The final user isn't
involved. The authority to order was established when the order
point was approved
2- Items not kept in maintenance stores can be ordered by user.
To simplify, Many businesses have only one or two
maintenance people placing orders with buyers to avoid
duplication and allow for grouping of requests
