EXPRESSION OF INTEREST FOR ELECTRIC HEATING SYSTEM TO INCREASE THE


TEMEPERATURE OF TREATED EMULSION FROM OUTLET STREAM OF HEATER
TREATERS AT SOUTH SANTHAL GGS CUM CTF(SS-CTF), MEHSANA ASSET,ONGC.

1. Background:
Oil and Natural Gas Corporation Limited (ONGC) is an
Indian multinational oil and gas company earlier headquartered
in Dehradun, Uttarakhand, India. As a Corporation, it's registered office is now at
Deendayal Urja Bhavan, Vasant Kunj, New Delhi 110070 India. It is a Public Sector
Undertaking (PSU) of the Government of India, under the administrative control of
the Ministry of Petroleum and Natural Gas. It is India's largest oil and gas
exploration and production company.
ONGC's operations include conventional exploration and production, refining and
progressive development of alternate energy sources like coal-bed methane and
shale gas.

ONGC is operating various oil and gas fields in Mehsana District of Gujarat state
in India since 1970s. The reservoir fluids are brought to the surface for separation
and treatment. For the hydrocarbons (gas or liquid) to be sold, they must be
separated from the water and solids.

At SS-CTF, well fluid is fed to horizontal two phase (liquid and gas) Separator
through manifold. Separated gas (flue gas) is flared whereas liquid is routed to
Heater Treaters. Stabilized crude from Jotana GGS is also fed to Heater Treaters
along with Santhal fluids. Demulsifier dosing is done at upstream of Separators
near well manifold. Oil (treated emulsion) from Heater Treaters is routed to
storage tanks. After settling and bottom drain, oil is pumped to Mehsana CTF.
Effluent Water from the Heater Treaters is routed to wash tanks and then pumped
to South Santhal ETP.

Treated emulsion/oil from Heater Treaters outlet is in the range of 100 to 125
m3/hr with w/c around 50 to 60%. Temperature achieved at Heater Treaters is in
the range of 45 to 55 0C depending on winter/ ambient temperature.

2. Objective:

ONGC intends to hire services for supply, installation and commissioning of


‘Electric heating system’ at outlet stream of Heater Treaters to increase the
temperature of treated oil emulsion so that better separation of oil and water at
storage tanks shall be achieved. Heating unit shall be hired for 6 months for pilot
study and based on satisfactory performance the unit may be purchased by
ONGC.

3. Brief scope of work for Vendor:

Scope of work of the vendor included but not limited to the following.

 Design, Supply, Installation and commissioning of flame prof intrinsically safe


electric heating system in all respects at SS-CTF.
 Heating unit system should be suitable for zone-1 classification area of oil industries
 Supply, installation and commissioning of electric, instrumentation cables and
Control panel
 Temperature gain required (∆T = 20 0C) (from 50 ± 5 0C at inlet to 70 ± 5 0C at
outlet) with emulsion flow rate of 100 to 125 m3/hr (w/c 50 to 60 %).
 Temperature recorder at the inlet and outlet stream of the unit.
 PG at the out let line of unit.
 Heater Treater normal operating pressure 2.2 to 2.5 kg/ cm2 g .Minimum pressure
required at the unit : 1.7 Kg/ cm2 g (for routing the outlet stream to tank manifold)
 GA drawing of unit indicating nozzle sizes
 Foundation drawing indicating foot print of the unit.
 Supply of required valves.
 Temperature recorder at inlet and outlet of heating system for monitoring.
 Heating system parameters indication should be provided in Control room for
monitoring.
 Thermal insulation of heating system.
 Safety aspects like over current protection of the system, anti-corrosion coil
protection, temperature cut-off etc.

4. Asset Scope of work:


 Piping connections to the Heating system by taking tapping from 8” outlet line of
Heater Treaters. Piping connection from vent to flare line.
 Piping connections for bypassing the Heating unit through existing 8” outlet line of
Heater Treaters to tank manifold.

5. Summary of Input and desired parameters of Electric Heating System:


Input parameters of feed to the new electric heating system is as follows.
 Treated emulsion at outlet of Heater Treater : 100 -125 m3/hr

 Water cut : 50 to 60 % (as per tank bottom drain & w/c in dispatched oil )

 Temperature at Heater Treaters : 50 ± 50 C.

 Operating Pressure of Heater Treaters : 2.2 to 2.5 kg/ cm2 g

Desired parameters of heating system are as follows.

 Temperature of treated emulsion: 70 ± 50 C (curing temp of demulsifier).


(Required ΔT = 200C)

 Pressure of fluid at the outlet of supplied heating unit : 1.7 kg/ cm2 g (minimum)

6. Technical Pre-Qualification Criteria :


It is required to respond with following necessary pre-qualification criterion to this notice.

 To fulfill the relevant OISD and DGMS regulations for installing and
commissioning of the heating unit.
 Bidder should take the sole responsibility to operate the unit during hiring
period.
 Bidder should have experience / should have the capabilities to outsource the
equipment and submit documentary proof against it.

7. Financial Pre-Qualification Criteria:

 Bidder should have positive net worth value

8. Formats for submission:

The bidder is requested, as a minimum, to submit the following documents and


details:
 Letter of interest from Bidder on their Letter Head
Following are the details which need to be provided from bidder’s end
a) Brief scope of work
b) Capacity of electric heating system to be installed.
c) Contractual Duration
d) Client name
e) Contact details of the client (e-mail id, mobile no. fax no. )
f) Safety certification / Inspection of plant and machineries
g) HSE statistics
 Financial performance documents (Audited balance Sheets, Profit and Loss
statements etc.) for last two (2) years.
 Client references along with the point of contact
 Include references and case studies for projects if any.

9. EOI Meet:
EOI meet may be held after going through the received documents from
vendors/bidders if it is felt necessary. The date and venue of EOI meet shall
be intimated accordingly.

10. General Instruction on Submission of bidder’s EOI:


i. Bidders to submit their Expression of Interest along with covering letter
and documents as required above in soft coy/hard copy within 21 days
from the date of EOI notification.

ii. ONGC shall reserve right to accept, reject, or modify any suggestions
presented/ submitted against the EOI while formulating final technical
specifications and scope of work for the tender.

iii. Mere response, enlistment through the EOI does not guarantee award of
job. EOI is not a tender and it intends to take the help of prospective
bidders in finalizing the same. The award of job will be evaluated and
decided solely on the basis of a tendering process under laid down
procedures/ guidelines of ONGC.

iv. No payment shall be admissible or made towards preparation /


submission / presentation/ participation in connection with EOI.
