1.0 Objectives, Purposes and Implementation

1.1 Objectives of the plan

The objectives are to contain and control the emergency, safeguard personnel and minimize the damage
to the environment and asset of the company.

1.2 Purpose of the plan


The plan identifies the roles, responsibilities and duties of company personnel when an emergency arises.
The plan will provide guidelines to responding to various emergency scenarios that may occur during the
course of the company operations.
Employees are assigned specific functions in the “BTI Emergency Team” and their duties are clearly
defined so that they may react quickly and efficiently to any emergency.
Lines of communication are established to aid the company effort during an emergency.

1.2 Implementation

In the event of a major emergency, this plan should be implemented and the company shall immediately
involve the Managers, Supervisors and Technical experts from within BTI external specialists.
The “BTI Emergency Team” shall be fully activated in an emergency.

2.0 Organization and Responsibilities

EMERGENCY RESPONSE TEAM

2.1 Complex Coordinator (Operations Manager)

Responsible for the following:


 formulating the company’s policy relating to the emergency and directing the BTI Emergency Response
Team;
 reporting/confirming that an emergency exists;
 activating and coordinating the BTI Emergency Response Team;
 management of the emergency situation;
 determining any assistance required;
 notifying and keeping the Senior Management and the client’s informed of the situation;
 determining when the BTI Emergency Response Team can be deactivated;
 nominate an Emergency Command Centre.

2.2 Assistant Complex Coordinator (Operations Manager / BTI Supervisor)

Responsible for the following:


 providing technical and material support in an emergency;
 support and assist the Complex Coordinator in activating the BTI Emergency Response Team;
 update the Complex Coordinator on developments of the situation;
2.3 Media Representative (Engineering Manager)

Responsible for the following:


 providing accurate/approved media release/taking actual photographs of situation for company records;
 prepare “Holding Statement” for media;
 act as “Spokesperson” to media after consultation with Complex Coordinator;
 update Complex Coordinator of any news release or information obtained from the media;
 handling next of kin enquiries;
 Co-ordinates with Data Logger for further advise/update information of the emergency;
 assist the Complex Coordinator with any Government/Client liaison;
 Accommodating any personnel affairs of the casualty or injured person.

2.4 Data Logger (Materials Coordinator)

Responsible for the following:


 maintaining and compiling an ongoing record of the emergency and the response effort, this include
using information displays such as white boards, charts, drawings, etc.;
 Responsible for taking Visitors Record Book and Emergency Response Folder to assembly point.

2.5 Managing Director

Responsible for the following:

 any documentation required by the State Authorities;


 assist the Complex Coordinator with any Government/Client liaison;
 assisting Media Representative in handling next kin enquiries;
 Accommodating any personnel affairs of the casualty or injured person.

3.0 Notification Process

Complex Coordinator will notify:

 BTI Emergency Response Team;


 the Managing Director;
 others directly involved in the situation.

4.0 Emergency Fire Response Plan

Action to be taken in the event of a fire

1. Notification to evacuate will be by fire alarm bell (intermittent ringing), by intercom system and
by word of mouth.
2. The Complex Coordinator will be the overall in-charge of the entire operation. Personnel
will follow instructions of the Complex Coordinator or Assistant Complex Coordinator.
3. Initial evacuation will be to the assembly point area. The assembly point area is indicated by a
sign posted adjacent to the BTI Work area car park.
4. Emergency evacuation shall be accomplished as quickly as possible in an efficient and orderly
manner.
5. A roll call will then be conducted at the assembly area by Data Logger.
6. The Complex Coordinator shall evaluate immediate response options:
6a. If immediate control is NOT possible:
Notify Emergency services such as Fire and Police departments.
6b. If immediate control is possible:
Attempt emergency control and recovery of missing personnel.
7. The Assistant Complex Coordinator will check all rooms to ensure that all personnel are out
of the main office building, workshop/warehouse offices, toilets and then proceed to the
assembly area.

6.0 Emergency Medical Response Plan

Action to be taken in the occurrence of personnel injury or illness at the facility:

1. The injured shall immediately report the incident to his immediate Supervisor or to the
location First Aider.
2. The First Aider shall assess the injury or illness and execute appropriate first aid
actions.
3. Continuously re-assure the injured/sick person by talking to him and keeping him
warm.
4. For critical injury/illnesses, immediately call for medical assistance an/or ambulance.
5. For non-critical injury/illnesses, send the personnel together to nearest Hospital for
check-up.
6. As soon as the injured/sick person is secured, initiate investigation and prepare the
incident/accident report.
