According to HRD Ministry, the Gross Enrolment Ratio (GER) in higher education registered
an increase from 24.5 % in 2015 - 16 to 25.2 % in 2016 – 17.

CABE Committee Recommends Free Education for Girls Up to PG

Level
The Central Advisory Board of Education (CABE) recommended free and compulsory
education for girls up to post-graduate level across the country.

CABE committee headed by HRD Minister is generally made for three years.

All these schemes are already being successfully implemented in Telangana.

The committee recommended:

Establishing exclusive residential degree colleges for SC and ST women.

Provision of health and hygiene kits for girls.

Students

Uttar Pradesh state government is going to replace Uttar Pradesh Secondary Education

make UP Board equivalent to the CBSE.

NCERT books will be introduced from academic year 2018 - 19.

NCERT books would be made compulsory for Class IX to Class XII from 2018 - 19.

Approximately, 35 lakh students were studding 23, 900 government, aided and unaided
schools under UP Board.

UGC, AICTE to Be Replaced by One Higher Education Regulator

Modi Government decided to replace the University Grants Commission (UGC) and the All
India Council for Technical Education (AICTE) by Higher Education Empowerment
Regulation Agency (HEERA).

This idea suggested before long time but decision in this regard is taken in March.

But, this decision is not implicated quickly because modification of existing rules may take
time and it will be considered as interim reform measure.

HRD Ministry and government think-tank Niti Aayog will jointly work on new law of
HEERA.

HEERA will be short and clean and will delineate minimum standards focused on outcomes.

Remove No Detention Policy in the School

HRD Ministry to remove no-detention policy from the next academic year.

 Rule stated that under the Right to Education Act, no child was to be detained or held back in
any class or expelled till the completion of elementary education covering classes 1 to 8.

Why it was removed?

Government received several complaints on deterioration of the quality of basic education.

No motivation for students to study.

Poor students were holding back good ones.

Increased pressure on classrooms

Policy resulted in improvement in enrollments but brought down academic standards.

51 Eklavya Model Residential Schools Get Functional in Last

Three Years
51 new Eklavya Model Residential Schools (EMRS) were made functional by the Ministry of
Tribal Affairs in last 3 years.

So, currently 161 EMR Schools are running which were 110 in the year 2013 - 14.

Around 52, 000 tribal students belong to 26 States getting advantage of these 161 EMR
Schools.

EMRS Scheme was introduced in 1998.

Maharashtra was the first state to introduce EMRS in the year 2000.

Since that total 259 EMRS sanctioned in which 72 EMRS were sanctioned during last three
years.

EMRS is institution of excellence for tribal students and education will be entirely free.

UGC to Change Eligibility Criteria for NET

University Grants Commission modified eligibility criteria of National Eligibility Test to
ensure a “level playing field” for general category candidates.

Decision on this regard was taken at a meeting of the higher education regulator.

NET is a national level exam conducted by CBSE.

As decided by UGC 6 % of the appearing candidates of NET will be qualified for the entry-
level position of assistant professor.

Reservation policy will be applied to this 6%.

According to the current reservation policy,

 27 % for OBCs are reserved

7 of 8
 15 % for SC are reserved

7.5 % for ST are reserved

3 % for disabilities

So, as per new policy for all these candidate’s method for allocation will be the same (at
primary phase for the UGC JRF only).
