POSTAL LIFE INSURANCE
• Postal Life Insurance (PLI) started in1884, is available only
for Government and Public Sector employees
• 3,44,403 PLI policies issued in 2004-2005 for a sum
assured of Rupees 3830.64 crore
• Average annual growth rate of 29% for PLI
• In a major innovation, Rural Postal Life Insurance (RPLI)
was introduced in 1995
• 13,35,847 RPLI policies issued in 2004-2005 for a sum
assured of Rupees 7207.96 crore
• Average annual growth rate of 88% for RPLI
• India Post is now the second biggest life insurer in India,
and, arguably, the biggest life insurer in rural India.

The RBI Committee noted that transfer of funds


within the NE Region and from/to the region
takes an inordinately long time – largely due to
delay and cost involved in transfer of funds
through the banking system in the region.

Bridging the digital divide
• epost allows printed or even handwritten messages
to be scanned at the epost centres and transmitted
as email through internet.
• At the destination epost Centres, the messages are
printed, enveloped and delivered through postmen
like other letters at the postal addresses.
• Messages can also be delivered to any email ID
• epost can also be booked from customer’s home or
office by logging on at epost portal
indiapost.nic.in The customer has to register as a
user, and can make payment through a prepaid
card that is available from selected Post Offices.
At present, only text messages can be sent in this
mode.
• Charges for epost are Rs. 10 per A4 size message
National Rural Employment
Guarantee Scheme - NRGES
• Post Offices to act as the disbursing points for
payments under NRGES
• Beneficiaries open SB accounts. Payment made
centrally at BDO level to Post Office, which
credits the beneficiary accounts
• No leakage – low administrative cost of 2%
• Already working in Andhra and Maharashtra.

Common Service Centres - CSCs
• eEnabled CSCs to be set up in Post Offices all
over India in Public-Private partnership
• Necessary framework created. Roll out started in
Uttarnchal and Rajasthan
• Nearly 20,000 CSCs by 31.12.2006
• Practically all towns and villages with Post
Offices to be covered by 31.3.2007
• CSCs to provide VSAT based e-access to
information and services like revenue and land
records, health services, mandi information,
procurement of seeds, fertilisers, entertainment,
education, other goods and services.

RBI Committee
identified the PROBLEM
• Financial inclusion in North East is low
• Compared to 59 bank accounts per 100
adults at the national level, the figure for
North East is 37 only
• Number of bank branches in NER is low.
There are only about 2000 odd bank
branches in the region
RBI Committee
identified the SOLUTION
• Banks to use …. trusts or post offices to increase their
outreach in NER
• Having regard to trusted relationship that the people have with
post offices and postmen, banks could gainfully appoint post
offices as their business correspondent.
• There are about 8000 post offices in the region as against
2000 odd bank branches and these post offices can be used
for achieving the ultimate target of 100% financial inclusion.
• Banks could also identify well respected local persons like …
postman ... to act as business facilitators or relationship
managers to source clients, marketing bank products and
helping recovery without undertaking cash transactions.
