NARRATIVE
On 2/18/19, at approximately 1400 hours, I responded to the Plaza of the Americas in reference to a theft of an
orange banner. The victim, Victor Silva Santos, stated he last saw his banner posted at the southwest corner of the
plaza. When Santos returned at approximately 1300 hours, he noticed his sign had been torn down and stolen. A
witness on scene, Richard Gamage, stated he saw two females tear down the banner at approximately 1200 hours and
walk northwest across the plaza with the banner. Gamage also stated he heard the females say, "there`s gotta be a
trash can around here somewhere." Gamage could not recall any specific description of the females.
The banner was orange in color and read, "Build the Wall." Santos stated it took about 5 hours to create the banner
and it cost them $31 in materials. Santos advised he searched all the trash cans in the nearby area with no results.
Santos went on to say his student organization may be posting another banner tomorrow, 2/19/19. I advised Santos I
will be requesting an increase patrol in that area to ensure no one tears the new banner down.
A Victim Notification Form was completed for Santos and Vicitm Rights paperwork was provided. At this time,
there are no suspect leads for this case.
