On 06/13/2020 I worked a protest detail.

At 1611 hrs, 12 people were gathered at City Hall. It was the same group that has been present the past several
days. At 1618 hrs, they began marching north on Princess Anne St toward William St. They were occupying the left
travel lane and marching against traffic. A traffic alert was sent. They cut over to Caroline St taking the right lane
then arrived at the intersection of Charles St and WIlliam St at 1651 hrs.

They began marching in the crosswalk as in previous days. Ofc Monohan blocked Charles St at George St and I
blocked William St at Prince Edward St to reduce vehicle traffic or their safety. When they noticed my blocking
traffic, I heard Banks announce, "the police are blocking the intersection; thank you for being a good audience." The
implication was that there were now no vehicles to provoke in their intersection so they were leaving. They then
marched east on WIlliam St taking over the right lane of travel. They proceeded to march on Caroline St, Princess
Anne St and William St again, taking all lanes of travel. They returned to William St and Charles St at 1730 hrs. Ofc
Monohan returned to Charles and George St. I staged at William St and Kenmore St so that I could restrict traffic and
stay out of sight in hopes they would remain at the intersection.

One subject approached Ofc Monohan and complained that a vehicle went through their intersection and "almost
hit them." We had little control over it as they would not let us control traffic for them. No official report was made.
This was more an effort to provoke Ofc Monohan.
There were 5 911 calls and numerous complaints of the protesters blocking the roadway including one driver in a "5
ton truck" who said he felt threatened and he was going to run through the crowd. This vehicle was never seen by
officers on scene.

At 1849 hrs they proceeded down WIlliam St. They arrived at Caroline St and Hanover St to employ the same
tactic. Ofc Monohan and I responded to Caroline St and Charlotte St to route traffic around them. This was
successful and we remained there until the end of the protest which ended at approximately 2100 hrs.

One protester approached me while on Charlotte St saying a vehicle went through the intersection and almost hit
them. I advise him if someone is hit or someone wishes to report a crime to contact us. He refused, and I could hear
him announce to the group that we weren`t doing our job.

The same chants and tactics were used as in previous days. The difference was today they did not relocate/ march
on the sidewalk; they took over the roads.

There were no arrests or property damage. Police interaction was minimal. Axon was used.

On 06/14/2020 at 1446 hours I conducted a follow up phone call with Tara Durant in reference to her Facebook post
. She stated that on 06/13/2020 she was attempting to make a left turn onto Caroline Street from Hanover
Street. She stated that the street was blocked by protestors. She stated that the protestors started circling her vehicle that
was occupied by her and her 12 year old daughter.

She stated that she tried to inch forward and was blocked by the protestors who started to shout at her. She stated that
a female protestor then got in front of her vehicle and started to do a "stripper dance" against her front bumper. She
stated that at this point 2 other protestors jumped onto her hood. She stated that a male on a motorcycle rode up, ordered
the protestors off of and from in front of her vehicle and she quickly fled. When asked, she stated that there was no
readily visible damage to her vehicle as a result of the protestors jumping on the hood.

She stated that she was frustrated with the fact that she was told by dispatch that FPD officers were told by city
council that they were not allowed to stop the protestors from marching in the road. She stated that their frustration was
with the Fredericksburg City Council for this direction, that she understood the position that FPD was in and that she
supports the police.

In a follow up phone call to her, I asked her if she would be willing to take the post down. She advised that she was
not inclined to do so but would give it some thought. She advised that she felt that it did not shine a negative light on
FPD, it only showed her frustration with the Fredericksburg City Council.

Mrs. Durant`s vehicle is a black 2016 Toyota Highlander SUV with an Auburn magnet on the rear. I have attempted
to locate video on this incident on Facebook but had negative results so far.

As of 06/15/2020 I have spent time sifting through Facebook, Twitter and Tik Tok protest videos and photographs in an
attempt to locate this offense on video. I was unable to locate any posts until 06/27/2020. I located a Facebook picture
of offender 1 based on the description and Facebook photograph sent to me by Tara Durant. This was a better facial
picture of offender 1. I was unable to locate and name for offenders 1 & 2.

On 06/30/2020 I spoke with Tara Durant and her 12 year old daughter at FPD HQ in reference to this case. I showed
her some pictures I had compiled from Facebook from latter protest marches in the City of Fredericksburg. Durant had
already sent me 2 protest photographs via text she found on Facebook with the listed unknown offenders in them. She
stated that they were involved in blocking her vehicle and not letting her pass.

I found a Facebook page with a better facial picture of unknown offender #1 . Durant stated that this female protestor
was the person that did a "stripper dance" on the front bumper of her vehicle, and blocking her from free passage. She
stated that offender 2 stood at the front of her vehicle, with her body against the front bumper, stopping her from free
passage.

On 07/01/2020 I was able to identify 1 of the 2 females (offender 1). I then


spoke with CPO Monahan in reference to videos he was sent that might have depicted what occurred on 06/13/2020. He
sent them to me to view. I was unable to determine if the vehicle in these videos was Durant`s vehicle but could identify
that these videos were recorded on Caroline Street at Hanover Street.

On 07/02/2020 I met with Tara Durant at FPD HQ. I allowed her to view the videos forwarded to me in an attempt to
see if it was her vehicle in these videos. After viewing the videos she advised that it was not her vehicle in these videos
but she did confirm that the protestor activity depicted in these videos was what she encountered on 06/13/2020.

On 07/02/2020 I spoke with SRO Dooley in reference to the identity of the females He
confirmed `s identity but advised that was not the female depicted in the photograph I have for
offender 2. We are still working to identify this female offender. We have been unable to locate any contact information
for as SRO Dooley has advised that she is no longer living at her mother`s address.

I will
be conferring with the Commonwealth`s Attorney`s Office for the appropriate charges to be placed.

On 07/17/2020 I spoke with CA Jenkins in reference to this case. I advised her of the information provided to me by
Mrs. Durant. I asked if the elements of this offense complied with Virginia State Code 46.2-818 and she advised that it
did and it was an appropriate charge. I then advised her that I would be assisting Mrs. Durant with obtaining charges on
her own for the listed offenders. She agreed with this course of action.

I later contacted Mrs. Durant by phone and advised her of the course of action to be taken in this case. She will be
meeting me here at FPD HQ to obtain a warrant for Taylor Lynn Johns in this case. I will also be assisting her with
obtaining a petition, through Juvenile Intake, for in this case. There is no further information from this
officer at this time.

from Juvenile Intake in reference to this case.

On today`s date I met with Taylor Johns in the lobby of HQ to serve her with a permitted warrant(warrant# 92218) for
stopping a vehicle to impede its progress.

Johns was given an arraignment date of July 28th at 0830. She was released on her signature to appear in court.
