Resolution recommending of Negotiated Procurement as an Alternative Method for

the Procurement of Maintenance of Multi-Purpose Hall.
WHEREAS, R.A. 9184 otherwise known as the Government Procurement Reform Act
prescribes the necessary rules and regulation for the modernization, standardization and
regulation of the procurement activities of the government;
WHEREAS, the Government Procurement Policy Board (GPPB) under Section 63 of

R.A. 9184, is mandated to formulate and amend public procurement policies, rules and
regulations, and amend whenever necessary the implementing rules and regulations of R.A.
9184;
WHEREAS, one of the amendments under the IRR is the increase in the threshold for
shopping under Section 52 and Small Value Procurement under Section 53. Of the IRR;
WHEREAS, the conduct of negotiated procurement for this type of procurement is in

conformance with the provisions set forth under the said law;
RESOLVED AS ITIS HEREBY RESOLVED to recommend negotiated procurement

for the given procurement;
RESOLVED FURTHER AND FINALLY, that copy of this resolution be forwarded to

RESOLVED AS IT IS HEREBY RESOLVED to revent the amount of ONE HUNDRED

A RESOLUTION CONCURRING THE APPOINTMENT OF MR. MARK JAVESON APARRI AS

BARANGAY TANOD OF BARANGAY BUNGRO, CABUGAO, ILOCOS SUR.
WHEREAS, Barangay Tanod GANNI SUNIEGA resigned recently due to personal reasons;
WHEREAS, Section 45 (a) (3) of RA 7160 otherwise as the Local Government code of 1991,
provides that in case of permanent vacancy of Barangay Tanod, the Punong Barangay shall appoint;
WHEREAS, the Punong Barangay presented before the body the appointment of MR. MARK
JAVESON APARRI as Barangay Tanod for approval/concurrence;
WHEREAS, the body has found out that the appointee is qualified and fit to be appointed to the
said position as provided for;
THEREFORE, RESOLVED AS IT IS HEREBY RESOLVED to approve/concur the

appointment of MR. MARK JAVESON APARRI as Barangay Tanod.

CREATING THE BARANGAY GOVERNANCE PERFORMANCE

MANAGEMENT SYSTEM (BGPMS) ASSESSMENT TEAM
Whereas, the barangay is the basis political unit that serves as the primary planning and
implementing unit of government policies, programs and projects and activities of the community and as
a forum wherein the collective views of the people may be crystallized and considered, and disputes may
be amicably settled.
Whereas, the planning and implementation of these activities needs effective mechanism as
basis for an effective and efficient governance.
Whereas, the Department of the Interior and Local Government is the primary agency of the
government that assists local government towards effective and efficient governace;
Whereas, the DILG is implementing the Barangay Governance Performance Management

System (BGPMS) a program that seeks to assess the delivery of services and accomplishments of the
barangay in relation to their mandated functions.
Now Therefore, I FERMIN SARINAS, Punong Barangay of Bungro, Cabugao, ilocos sur, by
virtue of the power vested in me by the Local Government Code of 1991 and other existing laws, do
hereby order.
SECTION I. CREATION. The BGPMS Assessment Team is hereby organized to be

e. Assign point score using the BGPMS Scaling
f. Analize the assessment result
g. Prepare and submit State of Barangay Governance Report
h. Conduct utilization conference
SECTION III. TECHNICAL ASSISSTANCE. The team shall coordinate with the representative of the
Department of the Interior and Local Government for Proper Technical advice.
SECTION IV. This Order shall take effect immediately.

A RESOLUTION ENACTING APPROPRIATING THE SK HONORARIUM

SAVINGS OF JANUARY TO OCTOBER 2016 IN THE AMOUNT OF THIRTY ONE
THOUSAND EIGHT HUNDRED PESOS (PHP 31,800.00).
WHEREAS, as per certification issued by the Barangay Treasurer, there is an

available fund for appropriation from the SK Honorarium Savings of January to October
2016 in the amount of THIRTY ONE THOUSAND EIGHT HUNDRED PESOS (PHP
31,800.00) which can be utilized for the purpose;
WHEREAS, the Sangguniang Barangay have agreed to appropriate for Year-End

Bonus.
NOW THEREFORE on motion of Kagawad Lily Albajeso duly seconded by the

body be it;
RESOLVED AS IT IS HEREBY RESOLVED to appropriate the amount of

THIRTY ONE THOUSAND EIGHT HUNDRED PESOS (PHP 31,800.00) for Year-End
Bonus.
RESOLVED FURTHER that the copy of this resolution be furnished of the
Sangguniang Bayan of Cabugao, Ilocos Sur for their study and render an appropriate action.

COBANGBANG JR. THE APPOINTMENT OF MRS. AILEEN M. RACHO AS
SANGGUNIANG BARANGAY MEMBER VICE IRENE RACHO WHO RECENTLY
RESIGNED.
WHEREAS, Sangguniang Barangay Member Irene Racho was resigned last January
31, 2016 because she petitioned to go abroad.
WHEREAS, Section 45 (a)(3) of RA 7160 otherwise known as the Local

Government Code of 1991, provides that the Municipal Mayor, in case of permanent in the
Sangguniang Barangay, the replacement shall be appointed upon recommendation of the
Sangguniang Barangay;
WHEREAS, Aileen Racho is a nominee to be recommended to the Mayor for

appointment as Sangguniang Barangay Member , Vice Irene Racho is bonafide resident of this
Barangay and possessing qualifications or characters to be good public servant;
NOW THEREFORE RESOLVED AS IT IS HEREBY RESOLVED, by the
Sangguniang Barangay of Bungro, Cabugao, Ilocos sur to recommend to Honorable Mayor
Edgardo S. Cobangbang Jr.,Municipal Mayorof this Municipality, the appointment of Aileen
Racho as Sangguniang Barangay Member vice Irene Racho.
RESOLVED FURTHER, that copies of this resolution be forwarded to the

Municipal Mayor for this information, reference and appropriate action.
