Fire Safety Officer Responsibilities and Duties:

(Fire Watch- UFC 8704.17 and 8706.6)

1. Maintain a written loss control plan that exhaustively addresses fire prevention and
exposure. The plan should identify both general safety guidelines and specific objectives
tailored to the project and should be kept as an active part of the job site management. A
specific individual shall be designated responsible for on-site safety coordination. This
person shall be called the Fire Safety Officer in this document.

2. Enforce a “No Smoking” policy throughout the duration of the project.

3. Ensure on-site inspections by project management are done on an hourly or daily basis
including ensuring: fire lanes are clear, material storage is as far as possible from
buildings and not blocking fire access, flammable and combustible liquids are not stored
in the buildings, and the perimeter of the project site is secure. Documentation of such
inspections shall be recorded and retained for future reference.

4. Ensure a “fire watch” is provided during all “hot works” operation (i.e.: cutting, welding
or brazing). This person shall maintain a line of sight to the “hot works” and adjacent
areas and watch for sparks, slag and products of combustion as well as inspect the area
above and beyond the work and remain on-site and active for at least 30 minutes after
operations have ceased. The hot work “fire watcher” should be an individual who is not
involved in other work activity in the area, and whose responsibilities also include
personnel protection. “Fire watchers” should be trained in the basic hazards related to hot
work, including the generation and nature of hot slag and molten metal. Additional
training should include the care and use of manual fire fighting equipment, the location of
fire alarms or other means to summon emergency response forces, the "stop, drop, and
roll" technique of fire extinguishment, and any unusual risks associated with the
particular activity at hand. Documentation of these “fire watches” shall be recorded and
retained for future reference.

5. Ensure that portable heating equipment is placed on non-combustible flooring or


platforms, if it becomes necessary given climatic conditions. Adequate clearance,
maintenance and fueling shall be in accordance with manufacturer’s specifications and/or
recognized standards. Fueling shall be done out of the buildings.

6. Ensure that portable, properly rated and approved fire extinguishers are within 75 ft travel
distance of all portions of the building including the on the roof level with sufficient
capacity relative to the operation during construction (2A10BC minimum).

7. Ensure that the proper cleaning of roof vents (lint, grease, etc.) has been conducted in
order to reduce possible ignition sources prior to surfacing operations during roof
construction.

8. Review proper identification and labeling requirements on flammable liquid and gas
containers and cylinders prior to acceptance on site. Ensure safe storage areas are
designated and identified by clearly demarcated signs and surrounded by stable barriers
or fencing.

9. Ensure fire containment and suppression systems and equipment are immediately
available on the site at all times. The fire safety Officer is responsible for ensuring that
equipment is included in the project specifications and construction schedule, properly
designed, inspected and approved, properly connected to a reliable supply and readily
adaptable to local fire department. The fire safety Officer shall ensure that the fire access
roads and fire hydrants are in place and in service prior to combustible construction and
approved temporary standpipe are installed when the constructions reaches the third
floor.

10. The Fire safety Officer shall test or inspect all fire appliances, such as fire hydrants or
sprinklers, periodically and shall notify the Fire Department when such appliance
becomes inoperative.

Qualifications for a Fire Safety Officer:

1. The fire safety Officer shall be familiar with construction methods, general sprinkler
system design and installation, general fire alarm design and installation, fire vehicle
access requirements and hot work fire safety (see #4 above).

2. The qualifications for the fire safety Officer shall be submitted in writing to the Fire and
Building Departments for review and approval prior to start of construction.
