Subject: Procurement/Tendering methods for various Goods, Services and Works in

the University.

With an aim to procure goods, services and works by all units of the University in an
efficient, economic, transparent and secure manner, it is impressed upon all the concerned
to ensure compliance to the provisions/codal requirements as provisioned in lnformation
Technology Department, J&K Government's circular no. 04 ITD of 20L5 dated 20.05'2015
(copy enclosed) and Finance Department, J&K Government's circular No. A/21(2003)-Misc-
A-531 dated 19.06.2016(copy enclosed). No claim for release of funds against such
procurements made in violation of conditions provisioned in above circulars shall be
entertained from next financial year.

Subject: Change in limits for e-tendering.

Attention is invited to circular No. 04/lrD of 2015 dated

20.05.2015 issued by the Information Technology Department
whereunder Departments have been directed to conrpulsorily tender all
works / procurements costing more than r 1,00 lakh through
e-tendering. The required amendments in existing rules on the subject
are, however, yet to be carried out since these orders have been issued
without the consultation of the Finance Department.
2. Pursuant to this circular various works Departments have
issued orders for compulsory e-tendering of works incruding
procurement of stores of value in excess of { 1,00,000/- (t one lakh
only).
3, However, it has been found that the executing departments
are facing difficulties in the implementation of this downward threshold
limit of ( 1.00 lakh in their e-tendering process rn view of the obtaining
conditions in the State, particularly prolonged internet breakdown.
4. In the aforesaid context, the decision of the downward limit
for e-tendering has been reviewed in the Finance Department and
accordingly, the said limit is raised to T 10.00 lakh (( ten takh only), The

limit of 10.00 lakh shall, however, remain in force till such time the
ceiling is reviewed by the Finance Department. The Departments shall
also ensure against splitting of works to avoid e-tendering as prescribed
under these guidelines.
