THAT I have reason to believe that the following crime(s) have been committed in City of
Missoula, in Missoula County, in the State of Montana:

‘THAT the facts which establish probable cause to believe that the aforementioned crime(s)
have been committed are attached hereto:
1. On May 13, 2018 Detective Crocker was assigned a follow-up investigation into
possible child abuse that ocurred at Goodwill, 2501 Reserve Street. Several people called
911 and reported a male, later identified as Malcolm Cobler, was walking a child, later
identified as Jane Doe, around the store on a leash and became upset with the child and
yanked the leash so hard Jane Doe's feet left the ground, Additionally, the witnesses were
‘concerned about Jane Doe's frail and thin appearance. Sgt. Kazinsky and Cpl. Campbell
responded to Goodwill and identified Malcolm and Angela Cobler as the grandparents of
Jane Doe and her brother. Sgt. Kazinsky and Cpl. Campbell also determin
and a. had adopted Jane Doe and her brother|
2. Detective Crocker spoke with CPS Gunderson with Child & Family Services who told
Detective Crocker she went to home and acknowledged Jane Doe was small in size but so
was her brother. CPS Gunderson also told Detective Crocker the boy's bedroom had toys
and entertainment items in is bedroom but Jane Doe's room was very simple and only
had the bare necessities. Additionally, CPS Gunderson told Detective Crocker that
Angela admitted they kept Jane Doe locked in her room at times to prevent her from
running away.
3. On July 23, 2018 Detective Crocker received a call from Child & Family Support
Specialist (CPS) Grace Zitzer. CPS Zitzer told Detective Crocker that Jane Doe was seen
by a doctor and was covere told Detective Crocker she was
headed to the Cobler home, A short time later, Detective Crocker
received a call from CPS Zitzer reported the horrendous condition in which Jane Doe was
living which included the child being bone thin, being locked in her room all day, being
monitored in her room by a surveillance camera, having to urinate and defecate in a
bucket in the bedroom with no toilet paper to use except for one tissue she was also using
to wipe her scabs with. Also, CPS Zitzer told Detective Crocker there was another bucket
containing a large amount of Jane Doe's hair which was falling out as she was speaking to
her in the home.
4, CPS Zitzer provided Detective Crocker with photographs of Jane Doe and she
observed Jane Doe was covered in bruises all over he legs, she had a black eye, she had at
least three large bruises on her back and significant bruising on both arms. CPS Zitzer
also told Detective Crocker Jane Doe said if they had bathroom accidents their noses were
rubbed in it,
5. On July 25, 2018 the brother of Jane Doe was seen at First Step and Detective Crocker
observed from another room. Detective Crocker heard her brother disclose their dog
"Legacy" will bite Jane Doe if she comes out of the bedroom to keep her from running
away. Additionally, her brother disclosed the harness and leash is to prevent Jane Doe
from running away,
6. On July 25, 2018 Jane Doe was seen at First Step and Detective Crocker observed from
another room. Detective Crocker observed Jane Doe's ‘appearance to be very frail and
learned she only weighed 57 pounds. Detective Crocker also observed significant bruising

on Jane Doe's legs and arms. Detective Crocker observed her face looked gaunt. CPS.
Zitzer advised Detective Crocker when she arrived at Watson's Children's Shelter to
drive her to First Step she told CPS Zitzer she was able to get seconds at mealtimes and
she wanted to be back for the 3 pm snack. CPS Zitzer thought Jane Doe was obsessed
with food.
7, Jane Doe disclosed during the forensic interview that she is locked in her bedroom
most hours of the day with the exception of mealtimes. She described mealtimes as
getting plain, non-sugary, cereal for breakfast, A "plain" sandwich for lunch which was
only bread and lunch meat and then she was allowed out of her bedroom again for dinner
which was another sandwich or sometimes leftovers from the night before. Jane Doe said
her brother was allowed to eat "normal" food and got more food than she did on 2
regular basis. She deseribed the family would regularly go to Dairy Queen and get ice
cream, with the exception of Jane Doe, who sat next to her brother while he ate his. When
he would get ice cream at home she would usually be in her bedroom but was almost
never allowed to have "sweets".
8. Jane Doe said her bedroom was locked due to her parent's not trusting her to not
"steal" their food and to not runaway. Jane Doe said when her parents weren't looking
she used to take their food and hide it in her closet which is why she is now locked in her
bedroom all day and the closet is locked, She said she would steal because she was
hungry. There is an alarm at the top of the door that sounds like a siren if she were to
open the door when she was not supposed to. Jane Doc described that she was locked in
her bedroom all the time during the day but her brother, was only locked in at night.
‘When she had to use the restroom she would scream and yell to be let out. If her mom or
dad didn't hear her she would use an orange Halloween bucket with cats on it and then
dump it in the toilet later.
9. In addition to being locked in her bedroom all day long, there is a surveillance camera
in Jane Doe and her brother's bedrooms so her parent's can see what they are doing on
their cell phone. There is duct tape in both the children's bedrooms that acts as a barrier
for how far the children can go, if they go beyond the duct tape then they are off camera
which is against the rules in their home.
10, Jame Doe was asked what type of things she gets in trouble for in the home, Jane Doe
said if she doesn't "cat right" they will take her food away. When asked what would be
considered eating incorrectly she said if she lets milk drool out of her mouth while eating
cereal, takes too big of bites, or doesn’t hold the spoon right they will take her food away.
Angie and Malcolm replaced her normal silverware with baby spoons so she would eat
correctly. Even if she was not done eating and her parents were, she would have to stop
eating her food. This was upsetting to her because she had to take smaller bites due to the
smaller spoon.
11, Jane Doe said her parent's would "duct tape" her to the bed at night to keep her from
running away and also fo ensure she was sleeping on her back. Her parent's insisted she
sleep on her back but could not articulate why that was the case.
12, Jane Doe said her mom, "Angie", would get upset at Jane Doe when she would not
stop screaming and would throw her on the ground sometimes causing her to "bonk" her
head. One time Angie broke a plastic tote from when she threw Jane Doe on the ground.
‘Fane Doe told CPS Zitzer on the day the children were removed that the bruises on her
back were from Angie "slamming" Jane Doe against the closet. She described a similar
incident at First STEP during her forensic interview but said she hit her head, which
caused her pain.
13, On July 26, 2018 at approximately 17:30 hours, Detective Crocker and Detective
Adams interviewed Malcolm Cobler at the police station in interview room 2, During this
