ABSTRACT

Construction industry is known to be the most hazardous industrial sector. Although developing countries
like India have adopted strict safety measures so as to minimize or eliminate accidents at construction
sites but still India is lagging behind in terms of occupational safety due to various aspects such as
improper safety regulations and standards, lack of safety training and also as safety is considered on the
lower priority and higher priority is given to completion of work compromising the quality and safety of
the work. According to a recent survey by British Safety Council, Indian construction industry accounts
to 48000 fatal accidents (38 per day) due to improper safety measures in construction industry. Hazards in
construction industry are fall from height, falling of material, failure of lifting appliance, scaffolding
collapse, soil collapse, vehicle struck, electric fire, unwanted material stacking at height, ergonomic effect
and temporary structure failure. Frequency of occurrence of these type of hazards are quite common on
this industry as in India there are about 7 lakh firms falling under this industry. Keeping in mind these
types of incidents the safety of construction industry in India has been put at risk. Therefore to reduce or
to mitigate the occurrence of these hazards Integrated Safety Management system is introduced.
Integrated Safety Management integrates safety into different levels of management and work practices
so that missions are accomplished efficiently while protecting the workers and public. The main frame of
this paper is based on integrated safety management system by considering the accident data
implementing ISMS and without implementing ISMS and calculating and comparing the incident rate,
frequency rate and severity rate.

Key Words: Safety, Construction industry, Frequency Rate, Severity Rate, Frequency Severity Indicator,
Integrated Safety Management System, Cost & Productivity.
