9 year of International Community, we hope that this bulletin can give more insights

Relations’ KSM, published a brand new issue! On the 4th edition of Our Bulletin, We
picked “Tourism” as the main topic. We chose “tourism”, because we believe that tourism
is pretty important in the international relations. In this bulletin, we will discover why
this topic matters in International Relations studies, its IGO, benefit, issues, etc. With
this, we hope that the readers will understand more about the effects of tourism in

citizens need, here are some features in Safe Travel:

1. Every Information in one hand


Every country has different regulations. Even though we can find rules about a
country from Google, the average information is delivered in English. Maybe for some peo-
ple, this is not a problem. But for the most part, language barriers can be a problem. Now,
with the Safe Travel application from the Ministry of Foreign Affairs, you can easily find
complete information in one application. The feature in the Safe Travel app of the Ministry
of Foreign Affairs is expected to help Indonesian citizens to get to know their destination
countries better.

2. Emergency Button for Critical Circumstances


The Ministry of Foreign Affair’s Safe Travel application also provides very im-
portant features for Indonesian citizens while on vacation abroad, namely the Emergency
Button or Panic Button. If you feel you are in an emergency, use this feature to send pho-
tos, record videos, contact the nearest RI Representative, and send the scene. According
to Foreign Minister Retno Marsudi, Indonesian citizens can immediately get help during
an emergency. We can also send messages to each other Safe Travel user and find out the
location of the nearest Consulate General’s representative.

3. Indonesian Nearby Features to Get Acquainted with Other Indonesian Citizens


This feature in the Safe Travel application provides information about Indonesian

The Korean Tourism Organization standard for Muslim-friendly restaurants is a set of
categories the government has created; halal-certified by the Korea Muslim Federation, those that
are self-certified by owners and cooks as being Muslim and using exclusively halal ingredients,
those that sell halal food but also sell alcohol -- which is banned for Muslims-- and those that are
free of pork, which is also banned by Islam.

must visit, Seoul Central Mosque. It is the first and oldest mosque built in Korea. This place is also
one of the destinations for Muslim tourists in Korea.

The need for halal food continues to increase in Korea along with the increase in Muslim
tourists visiting Korea. There is no doubt that in the future more restaurants will emerge with
halal certificates in Korea. There are growing evidence on the increase of halal-friendly menus
so as to accommodate travelers with these dietary concerns.

UN World Tourism Organization

The World Tourism Organization (UNWTO) is an organization under the


auspices of the United Nations which is responsible for the promotion of tourism,
sustainable, ease of access to tourism universally. UNWTO promotes tourism as a
driver of economic growth, inclusive development and environmental sustainability.
UNWTO was officially established in 1974, after from the 1920s there were many
developments from IUOTPO (International Union of Official Tourist Organizations),
IUOTO (International Union of Official Travel Organizations), to finally becoming
the WTO (World Tourism Organization). UNWTO offers leadership and support for
this tourism sector to advance tourism knowledge and policies throughout the world.
UNWTO encourages the implementation of the Global Code of Ethics for Tourism, to
maximize the socio-economic contribution of tourism while minimizing the possibility
of negative impacts, and is committed to promoting tourism as an instrument to achieve
the Sustainable Development Goals (SDGs), which are aimed at reducing poverty and
promoting sustainable development throughout the world.

The main objective of the UNWTO is to improve and build tourism as a


contributor to economic development, international mutual understanding, peace,
universal prosperity, human rights and basic freedoms for all regardless of racial, gender,
language and religious differences. UNWTO has assisted its members in the world
tourism industry, which is believed to be an important factor in stimulating economic
growth and creating jobs, providing incentives to protect the environment and historical
heritage, and promoting inter-state peace and mutual understanding. To achieve these
goals, UNWTO implements various programs aimed at reducing poverty, fighting for
gender equality, and supporting sustainable development.

The World Tourism Organization has tourism development programs that
have a direct contribution even to eradicating poverty and hunger. Tourism is expected
to contribute to improving the economic capacity of a country. Tourism development
programs by UNWTO directly contribute to the achievement of the Millennium De-
velopment Goals (MDGs), especially MDG 1 (eradicating poverty and hunger), MDG
3 (gender equality), MDG 7 (environmental sustainability), and MDG 8 (global part-
nership for development).

Indonesian Cooperation with UNWTO related to


Sustainable Tourism in Pangandaran
Sustainable tourism is a concept of tourism that benefits the economy, envi-
ronment and social, and meets the needs of visitors (tourists), industry, and local com-
munities. Sustainable Tourism is also a program owned by UNWTO. The Ministry of
Tourism and Creative Economy is the UNWTO focal point. Thus, the government is
also quite active in participating in several programs initiated by this organization. This
collaboration includes three stages. First, the government, in this case, the Ministry of
Tourism and UNWTO will jointly work on the policy framework regarding sustainable
tourism. This is done so that the direction of Indonesia’s tourism development in the
future will not only focus on the economic side. Many places have begun to carry out
this project with UNWTO, one of them in Pangandaran, Indonesia. Tourism and bio-
diversity conservation are interrelated and highly interdependent. Biodiversity and its
ecosystem is an attractive tourism object and is thus needed to be preserved and main-
tained to keep it attractive. On the other hand, the environmental conditions in tourist
destinations depend on the management and the quality of visitors. So from that, the
tourism sector needs to be well managed as an asset for sustainable tourism.
The project Tourism Development Supporting Biodiversity Conservation in
Pangandaran was initiated by the Ministry of Culture and Tourism, Indonesia, togeth-
er with UNWTO in August 2007. The Indonesian Ministry of Culture and Tourism
has proposed and supported the INDECON Foundation, an organization non-govern-
mental organizations that focus on sustainable tourism and development ecotourism
in Indonesia, as technical experts to implement projects in Indonesia. INDECON has
built relationships with stakeholders at the local level, where the project has initiated
a Local Working Group (LWG) consisting of local stakeholders, which are directly or
indirectly related to tourism. The overall goal of the UNWTO project in Indonesia is
to strengthen the process of developing tourism and improve biodiversity conservation
in the model locations of Pangandaran Regency and Ciamis Regency. Because Pan-
gandaran is a major tourist destination in West Java and each in Java, it is hoped that
this project will serve as an example for other destinations in Indonesia and the South-
east Asia region.

Travel warnings are common practices in international relations and they


are not prohibited by international law at all, because alert or warning is not a form
of hatred against other countries, it simply acts as an advice for people to always
be cautious when traveling abroad, especially to any insecure places with unstable
conditions and on growing suspicion of terrorist attacks. Despite that, some has
been questioning whether travel warning relates to human rights issues. It refers
to the rights to travel and the country’s responsibility to protect its visiting tourists.
The Universal Declaration of Human Rights is the basic reference that is used when
it comes to the rights to travel. It was mentioned in Article 13 that everyone has
the right to freedom of movement and residence within the borders of each State.
Global Code of Ethics for Tourism also explicitly proclaimed the rights of tourists
and visitors to have the liberty to move and should benefit from the same rights as
the citizens of the destination country.

However, in the context of a travel warning, there is no need to consider


such warnings as a disturbance and limitation of human rights. The purpose of
travel warning is to serve as advice to protect citizens from the potential threat
when traveling abroad. It also reflects the state’s responsibility to guarantee the ful-
fillment its citizen’s rights, such as the rights to life, liberty, and security of person, a
more basic right compared to the rights to travel.
