I refer you to our letter dated October 3,2018, regarding the release of material under the
Freedom of Information Act (the "FOIA"), 5 U.S.C. § 552. The processing of records
potentially responsive to your request is ongoing and has yielded an additional 115 responsive
documents. After reviewing these documents, we have determined that 69 may be released in
full, 44 may be released in part, and 2 must be withheld in full.
An enclosure explains the FOIA exemptions and other grounds for withholding material. For
the documents withheld in full, we have cited FOIA Exemptions 1,5, and 6,5 U.S.C. §§
552(b)(1), (b)(5), and (b)(6). Where we have made excisions, the applicable FOIA exemptions
are marked on the document. All non-exempt material that is reasonably segregable from the
exempt material is released in the enclosed pages.

III. CLEARANCES AND DOCUMENT PREPARATION
Drafters and bureau staffers share responsibility for ensuring papers are properly
formatted, edited, spell checked, and cleared before being submitted to the H
Coordinator. Each document must be accompanied by a separate labeled clearance
page noting the drafter's full name, office, and after-hours telephone numbers,
along with a list of all clearing offices and names. Documents should be titled
with the document type acronym (i.e., QA), the number of the document contained
in this tasker (all single digit numbers should have a "0" in front of the number)
and the document name as contained in this tasker.
For example: "QA 01 Afghanistan - Transition."
Papers should be cleared as noted above, as well as by D(B), D(N), P, SIP, the
drafting bureau's H legislative management officer, and others - including the
interagency - as appropriate. For example, any papers that mention resources
and/or assistance require RM and F clearances. For format questions please see
the attached example, consult the Executive Secretariat Infolink on both the
classified and unclassified intranet, contact SIES-S at 7-8879, or the H
Coordinator.

strengthen our response to the Arab Awakening, and maintained flexibility in our

• Fast andl Furious: Although Operation "Fast and Furious" falls under the
purview of the Department of Justice, State came under scrutiny for alleged
knowledge of the operation. Judiciary Committee Ranking Member
Grassley, HOGR Chairman Issa and HFAC's Rep. Mack all requested
documents on the operation. We have coordinated closely with the White
House and the Department of Justice to respond.
