Ronald Marapon dela Rosa (born January 21, 1962)

Background

Ronald Marapon dela Rosa , also known as Bato dela Rosa or simply Bato , is a
retired Filipino police officer who serves as the Director General of the Director of the
Bureau of Corrections since April 30, 2018. Dela Rosa was born on January 21, 1962 at
Barangay Bato, Santa Cruz, Davao del Sur, to Teodoro Diamaton dela Rosa, Sr. and
Anesia Cruspero Marapon. His family was "dirt poor" as his father earned little money
working as a tricycle driver. Dela Rosa was educated at Bato Elementary School and
Sta. Cruz National High School before attending Mindanao State University (MSU) to
study for a Bachelor of Science degree in public administration. In 1982, he left MSU to
join the Philippine Military Academy (PMA) and graduated in 1986 as part of PMA
Sinagtala class. Dela Rosa completed a Scout Ranger Orientation Course, Police
Intelligence Officer Advance Course, Police Officers’ Comptrollership Course, and the
Police Safety Officer Course. He also attended training courses of the FBI Academy and
U.S. Army Ranger School in the United States, and Air Marshal Instructors Course by the
Australian Federal Police. Dela Rosa was nicknamed "Bato" during his first assignment in
Davao, when his upperclassmen likened his body to a rock.

Accomplishment

 Dela Rosa joined the police force in 1986 as a Lieutenant of the now-defunct
Philippine Constabulary in Davao City
 In 1992, he was designated as Chief Inspector and worked as one of the staff at
Police Regional Office (PRO)-Davao.
 In 2005, he was assigned to the Davao City Police Office (DCPO) as city
personnel officer. After eight months, he was transferred back to PRO-Davao
and was promoted as chief of the Regional Intelligence and Investigation
Division (RIID).
 In 2012, he led the crackdown on the carnapping syndicate allegedly
masterminded by Ryan "Baktin" Yu
 On July 1, 2016, he was officially sworn in as the 21st chief of the Philippine
National Police while being promoted to Director-General, the highest-ranked
PNP officer.
 On April 30, 2018, Dela Rosa was appointed as Director General of the Bureau of
Corrections. The appointment document was released publicly on May 3.

Controversies

Tokhang for ransom’

Dela Rosa considered the kidnap-slay of Korean businessman Jee Ick-joo as the point in
his police career when he hit rock bottom.

Jee was abducted from his home in Angeles City on October 18, 2016. He was then
brought to the Camp Crame, the PNP national headquarters, where he was strangled
to death by drug squad officers.

Kian delos Santos case

PNP was at the center of public outrage after the killing of the 17-year-old school boy
Kian Loyd Delos Santos at the hands of Caloocan City cops.

Witnesses have testified that they saw police officers dragging the defenseless boy
accused of being a drug peddler along the Tullahan River and shooting him there
dead.

Analysis and General Conclusion


Dela Rosa aka “BATO” is the recent Director General in the PNP serving a term
for almost two years under the presidency of Rodrigo Duterte known as “DIGONG”. And
this present he is now the director of the Bureau of Corrections. With a lot of
accomplishments and with just 2 number of controversy he is one of the most effective
Director General during his term of office in the PNP.

Alan La Madrid Purisima

Background

Alan La Madrid Purisima MPA (born November 21, 1959) [1] is a former Filipino
police officer. He served as Director General of the Philippine National Police between
December 17, 2012 and February 5, 2015.

After finishing high school, Purisima entered the Philippine Military Academy in
1977 and graduated from the academy in 1981. After his graduation from military
academy he joined the Philippine Constabulary. He graduated from the Manuel L.
Quezon University in 1995. He earned a Masters of Public Administration degree from
the university.

Controvercies

On June 30, 2015, he was dismissed from service by the Office of the
Ombudsman over the alleged involvement in a ₱100-million anomalous deal between
the Philippine National Police and WerFast Documentary Agency, Inc, a private courier
company.

Analysis and Conclusion in general

Alan Purisima, the Director General During the presidency of Benuigno Aquino III.
His term lasted for 3 years and two month, one of the longest term in reining the
position of Director General in the PNP. He has one heavy controversy in the PNP history.

Panfilo "Ping" Morena Lacson

Background

Panfilo "Ping" Morena Lacson, Sr. (born June 1, 1948) is a Philippine senator who
served from 2001 to 2013 and again from 2016 to the present; and a retired Filipino
police officer who headed the Philippine National Police from 1999 to 2001.

In December 2013, Lacson was appointed by Philippines President Benigno


Aquino III as Presidential Assistant for Rehabilitation and Recovery, to lead the
management and rehabilitation efforts of the central provinces in the Philippines
affected by Typhoon Haiyan.[1] Eight months into his job, Lacson secured the approval
from Aquino of the phased implementation of the rehabilitation plan of six areas in the
Super-Typhoon Yolanda destruction corridor, especially in the Eastern Visayas and
Central Visayas regions.

Accomplishment

 Lacson worked at the PC Metropolitan Command (Metrocom), Intelligence and


Security Group (MISG), from 1971 to 1986.
 1986 People Power Revolution, he served at the PC-INP Anti-Carnapping Task
Force as its commander from 1986–1988, as Provincial Commander of the
Province of Isabela from 1988–1989, and as Commander of the Cebu
Metropolitan District Command (Metrodiscom) from 1989–1992.
 Soon Lacson became Provincial Director of the Province of Laguna from
February to July 1992. Afterwards, he was appointed Chief of Task Force
Habagat at the Presidential Anti-Crime Commission from 1992 to 1995. From 1996
to April 1997, he was given the task of project officer of "Special Project Alpha."
 1999-2001 As Chief PNP, Lacson eliminated the “Kotong culture” among the
police officers.
 Lacson was appointed by then President Joseph Estrada to head the Presidential
Anti-Organized Crime Task Force (PAOCTF) and to serve as Director-General of
the Philippine National Police.
 Lacson's notable accomplishments were the reduction of corrupt policemen
(Kotong Cops) and various organized crime syndicates engaged in kidnapping,
drug trafficking, and other nefarious activities.

Controversies

In 1995, the Presidential Anti-Crime Commission (PACC) was linked to the killing of 11
members of Kuratong Baleleng in Quezon City. In 2003, the High Tribunal ordered the
Quezon City Regional Trial Court to try the case against Lacson and 33 other police
officials. The trial court however dismissed the criminal case, finding absence of
probable cause. The special prosecuting team later moved for new trial before the
High Tribunal to remand case to the trial court to present new evidence against Senator
Lacson, inter alia. On May 2, 2008, the Supreme Court of the Philippines resolved to take
cognizance of the motion of the families of the slain Kuratong Baleleng members for
revival of the murder case against police officials and Senator Panfilo Lacson.

On February 5, 2010, Branch 18 of the Regional Trial Court in Manila issued an arrest
warrant against him. On February 11, 2010, Interpol issued a Red Notice for Lacson.

Background

Mr. Ricardo C. Marquez served as Chief of the Philippine National Police at

Director at San Miguel Pure Foods Company, Inc. since March 16, 2017 and Eagle
Cement Corporation since February 13, 2017. He is a Director of the Public Safety

Background

Edgar Batalla Aglipay (born 13 September 1948) is a Filipino businessman and retired
police officer with the rank of general. He is the current chairman of DIWA partylist. He
was the Chief of the Philippine National Police from August 23, 2004 to March 14, 2005.
In 1972, as a young lieutenant he was the platoon leader of the raiding team that
captured of MV Karagatan which prevented the communist insurgents from getting
hold of 1,500 M-14 and other high power firearms which if not prevented would have
further boosted the communist insurgency in the Philippines.[1] Also, a two time chief of
the National Capital Region Police Office from 1998 to 2000 and from 2001 to 2002 his
second appointment to the post. General Aglipay is a relative of revolutionary hero
Gregorio Aglipay. He was a member of the Philippine Military Academy class of 1971,
and has a Master's of Business Administration (MBA) from the University of the
Philippines.[2]. In addition, he has a law degree from the Ateneo de Manila University.
After retirement from government service in 2010, he concentrated on his EMME Group
of companies, a group of small and medium enterprises focusing on security, logistics
and property. He was also honored as a captain of two industries: The trucking industry,
as chairman emeritus of Confederation of Truckers Association of the Philippines, and
the private security industry, as chairman emeritus of Philippine Association of Detective
and Protective Agencies Organization (PADPAO).

Background

Leandro Ramos Mendoza (March 17, 1946 – October 7, 2013) was a Filipino politician
who rose to become the Philippine Executive Secretary.

Mendoza was born in San Juan, Batangas. He finished his Bachelor of Science degree
at the Philippine Military Academy; his Master of Arts in Public Management at the
University of the Philippines - Visayas, Cebu City; and General Staff Course at the
AFPCGSC, Fort Bonifacio.

Secretary Mendoza was a professional police officer and a noted management


practitioner, his various professional experiences from his stint as a second lieutenant in
the regular force of the Philippine Constabulary up until his appointment as Executive
Director of the Philippines Center on Transnational Crime have prepared him to assume
the role of the top law enforcer in the country. He was promoted to the rank of Police
Director General of the Philippine National Police on 16 Mar 2001, on July 3, 2002,
President Gloria Macapagal Arroyo appointed Leandro R. Mendoza as the Secretary of
the Department of Transportation and Communications (DOTC).

Nicanor A. Bartolome – managed to bow out of service scandal-free. The rest


somehow became entangled in controversies that rocked their leadership of an
institution tasked to enforce the law and maintain peace and order.
LEONARDO ESPINA

Background

Espina is actually a classmate of resigned PNP Chief Director General Alan Purisima,
being a member of the Philippine Military Academy (PMA) Class 1981. Also member of
the PMA Class 1981 is military chief of staff General Gregorio Pio Catapang who is also
being asked to explain about the failure of the military to rescue the 44 fallen SAF
commandos.

After graduating from PMA, he was assigned to the Philippine Constabulary and later
joined the police service when the Philippine National Police (PNP) was created in 1991.

He was among a very few police official who was appointed twice as spokesman of
the PNP, first in 2002 and from 2009 to 2010 when he got his first star rank.

Background:

(born 30 December 1948) is a Filipino politician and retired police officer with the rank
of General. He is the current Governor of Zambales. He was the Secretary of
the Department of Public Works and Highways from 4 July 2007 – 2010, his second
appointment to the post.
