#Each substantive speech will be given 5 minutes to be delivered. There will be one knock
(Timekeeper knocks once) after the 1st minute and by the 4th minute. In between those knocks, POIs are
allowed to be offered and must not last any longer than 15 seconds. POIs offered beyond the time range
mentioned previously are prohibited.
On the 5th minute, the timekeeper will knock twice (Timekeeper knocks twice) to indicate that the
time is up. If the speaker continues speaking after 5 minutes and 20 seconds, the timekeeper will knock
continuously and further continuance will be penalized (Timekeeper knocks a few times, and more than
twice).
Reply speeches will be given 3 minutes to be delivered. There will be one knock (Timekeeper
knocks once) after the 1st and 2nd minute and twice on the 3rd minute (timekeeper knocks twice). If the
speaker continues speaking after 3 minutes and 20 seconds, the timekeeper will knock continuously and
further continuance will be penalized (Timekeeper knocks a few times, and more than twice). POIs during
reply speeches are prohibited.##
