NOTIFICATION
GEDA/SRT/SOCIAL dated 28th February, 2019

Eligibility criteria and terms & conditions governing the MNRE subsidy scheme for
rooftop applications under Social/ Institutional Sector.
The online registration on the portal at https://geda.ahasolar.in of the solar rooftop
applications under the social/ institutional sector shall commence from 5th March,2019, at 1200
hours.

The total quantum of capacity available for registration of solar roof top systems under
this sector is 15.00 MW which is bifurcated amongst the GEDA empaneled vendors under
category A and B as follows:
Category – A - 13.20 MW
Category – B - 1.80 MW

ELIGIBILITY CRITERIA:-
Only following entities shall be eligible for MNRE subsidy of 30% of the price discovered
by GEDA in its tender of 2018-19 whose financial bid was opened in August 2018.
(1) All Institutes / Social sector like schools, health institutions including medical colleges and
hospitals, universities, education institutions, community centers, welfare homes, old age
homes, orphanages, common service centers, common workshop for artisans or craftsman,
facilities for use of community shall be eligible for MNRE subsidy ONLY if they are registered
under any one of the following Acts (as per MNRE guidelines):
(i) Societies Registration Act 1860
(ii) Indian Trust Act 1882
(iii) Bombay Trust Act 1950
(iv) The Societies Registration Act (Gujarat Amendment) 1965
(v) Companies registered under Section 25/8 of the Company Act 1956 / 2013.
A valid and readable Registration Certificate signed, stamped and issued by the Office of the
Registrar of Societies / Charity Commissioner in case of (i) to ( iv )above and that by the
Registrar of Companies in case of (v ) above, certifying that the applicant Institute is
registered under any one of the above five Acts shall ONLY be eligible for MNRE subsidy @
30 % of the discovered cost by GEDA as given in table below:

Any other Certificate of registration of the applicant Institute, other than those mentioned
above shall not be eligible for subsidy and shall be out-rightly rejected unless otherwise the
application is to be considered for installation of solar rooftop system WITHOUT MNRE
subsidy and the option of “No Subsidy” is selected in the Online Application form, which shall
be uploaded upon signature of the Applicant.
The discovered cost and the eligible subsidy shall be as follows:

The applications registered under Social sector shall not be eligible for any State / GEDA
subsidy.

Other TERMS AND CONDITIONS: -


(1) The application submitted in the name of the applicant Institute shall have the electricity
bill of the DISCOM in the SAME name as that of the Applicant Institute as well as the name
in the Certificate of Registration under the Societies Act/Trust Act/Companies Act, SHALL
also be same. i.e the Name of the Applicant, Name of the DISCOM Consumer and the Name in
the Certification of the Registration of Societies/Trust/Company shall be SAME, failing which the
Application shall be rejected except (a) as below.
(a) In the event that the premises where the rooftop system is to be installed is on lease /
rent basis and the electricity bill is in the name of the owner of the premises and the
applicant’s name is different than the one in the Electricity Bill. In such cases, No Objection
Certificate (NOC) of the owner of the premise/s permitting the installation of the solar
rooftop system along with the valid certified copy of the lease rent agreement between
the applicant and the owner of the premise/s shall be uploaded.

(2) Certified copy of document proving the ownership of the premises by the applicant in form
of property card, Index- 2, Municipal Tax Bill / Receipt OR Lease Rent Agreement in case of
(1)(a) shall be uploaded.
(3) Signed Board resolution of the applicant institute giving the consent for setting up the solar
rooftop system shall be uploaded.
(4) After due verification and approval of the documents by GEDA online, all the applications
under the subsidy scheme shall be required to pay registration fees of Rs. 10,000/- (Rupees
Ten thousand only) plus GST (18% at present) which is to be paid online through the portal
only. The online payment of the registration fees shall be made within 24 hours of the
communication received for payment on the portal, failing which the application shall be
cancelled. After the payment is successfully done online, the application shall be registered
and online registration letter shall be generated. Mere approval of the documents of the
application by GEDA shall not be construed as registration of the application and/or its
eligibility of the subsidy.
(5) The capacity of the proposed solar rooftop system in kW to be installed shall not exceed 50%
of the sanctioned load / contract demand in kW approved by the DISCOM as mentioned in
the Electricity bill. The Contract demand in the electricity bill mentioned in kVA shall be
converted to kW by a multiplication factor of 0.90
(6) The name of the Consumer, Sanctioned load/ Contract Demand is auto fetched from
DISCOM server on keying in the Consumer Number. Thus, the name and Sanctioned load/
Contract Demand fetched from DISCOM server ONLY shall be valid, for verification of the
Name and 50% cap on solar capacity compared to sanctioned load.
Thus even if an applicant has applied for extension of load and obtained letter of DISCOM
for such approval of enhancement of load, unless it is updated in DISCOM server data base,
GEDA shall not be responsible.
(7) The electricity generated through the solar rooftop system shall be allowed to be consumed
only within the premises under the net metering mechanism.
(8) Readable Copy of the latest electricity bill of the applicant issued by the DISCOM shall be
uploaded.
(9) The applicant, if is registered as temporary consumer of the DISCOM shall be rejected
outright.
(10) All other terms and conditions those specified in the tender documents shall be
applicable. However, any terms and conditions specified in the tender document, if

contradict with the terms and conditions mentioned above, in such case, the terms and
conditions specified in this notification shall prevail.
(11) The system once installed and commissioned shall not be allowed to be shifted to any
other location.
(12) The eligible MNRE subsidy shall be available subject to the solar roof top systems installed
and commissioned (i.e Bi-directional meter installed) on or before 15th June, 2019, failing
which the approved MNRE subsidy shall not be available. No Subsidy shall be released for
any system that is not installed and commissioned before 15-06-2019.
(13) Any application incomplete in any nature and falling short of any certificates / documents
required to be uploaded as specified shall be OUTRIGHTLY rejected.
(14) The Online registration is OPEN only for such Consumers of the DISCOMs whose project
have NOT been registered earlier with GEDA either ONLINE or OFFLINE irrespective of
whether or not the system is installed, commissioned, estimate generated by DISCOM and
Paid or Not Paid.
(15) All those projects for which the work order on the suppliers are issued / placed by the
Pavitra Yatradham Vikas Board and/or are registered with GEDA are NOT eligible for applying
online.
(16) Despite the provision of the Clause No.14 & 15, if any such application gets
registered/approved erroneously on the Online Portal, the same shall be REJECTED.
(17) Documents to be Uploaded on the Online Portal for registration
a. Signed Application form generated from Online Portal
b. Certificate of Registration of Societies/Trust/Company
c. Electricity Bill
d. Proof of Ownership/Legal Possession- Index-2/Municipal Tax Bill/Lease Agreement
with the Owner of the premises as applicable
e. Board Resolution of the Applicant permitting the installation of Solar Roof top.
f. Photo and Photo ID of the Authorized person of the Applicant
g. PAN card of the Applicant Institute/ Aadhar card of one of the authorized person of
the Applicant
h. Consent of the Landlord for installation of Solar Roof Top by the tenant, if solar roof
top installation is to be done on rented/leased premises.

(18) Those applicants who have earlier registered their projects with GEDA and GEDA have
issued Registration letters; however, for any reason the solar roof top system have not been
commissioned, such consumers of the DISCOMS shall be dealt with separately.
(19) To facilitate such above referred consumers (mentioned in Clause No. 18 above) for
reapplying, it is MANDATORY to submit the following latest by 16th March, 2019, ONLY at
the e-mail id BLOCKEDCONSUMERS@gmail.com in the following EXCEL Sheet. (Please Do
Not MERGE any Cells in the Excel Sheet). The email id is Upper/Lower case sensitive.

(20) The above Excel Sheet along with a covering letter enclosing the following (in HARD COPY)
should also be MANDATORILY be addressed to the Sr. Project Executive, GEDA so as to reach
him latest by 16th March-2019
a. Copy of the GEDA Registration letter.
b. Copy of the electricity bill.
c. Copy of Certificate of registration of the Applicant registered under
Societies/Trust/Company Act as per Clause No.1 above.
d. Copy of the receipt of the estimate paid to the DISCOM, if estimate paid.
e. Excel sheet referred above.
(21) The Eligibility Criteria and terms and conditions as mentioned in this notification shall
applicable to all the Applicants whether registered earlier or not, who intend to install and
commission the solar roof top system for availing MNRE subsidy.
(22) GEDA reserves the right to reject any or all applications without assigning any reasons.
This Notification supersede the one issued on 31-1-2019.
Despite the terms and conditions and eligibility criteria mentioned above, if any such
application gets registered erroneously though the system is installed and commissioned,
or does not fulfill the eligibility criteria and or the terms and conditions, such application
shall be out rightly rejected, under Subsidy Scheme.
