BASIC BUDGET AND HOUSEHOLD BUDGET MEDAN ENGLISH CLUB POLTEKKES (PMEC)

ARTICLES OF ASSOCIATION

NAME AND PLACE POSITION

article 1

This organization called POLTEKKES MEDAN ENGLISH CLUB "abbreviated as PMEC is located on
Jalan Jamin Ginting KM. 13,5 Laucih, Medan Tuntungan and if it is deemed necessary to open
branches in each Department in the Poltekkes Medan area.

TIME

This organization was established on Friday, April 12, 2019.

AZAS AND OBJECTIVES

Article 3

This organization is based on Pancasila and the 1945 Constitution. The purpose of this
organization is to become an influential learning organization that facilitates and encourages
students to develop soft skills and hard skills that are ready to compete at national and
international levels.

ACTIVITIES

Article 4

To achieve the aims and objectives as stated in article 3 above, this organization carries out
activities including:

a. In the field of education which includes:

1. Providing a place to educate campus friends to become more familiar with English

2. Take part in filling in blank time to be more useful

3. Hold English language competitions at the city, provincial and national levels

b. In the field of public relations and information including

1. Make a magazine as a means of information on this organization both in the form of images
or writing, updated information, around PMEC, around campus, or national and international
scale.
2. Hold socialization about the importance of English to students in both the present and
future lives.

3. Hold social activities in the form of social services or in the form of "English Care".

4. Hold a bazaar to watch Indonesian films that have gone international or vice versa.

5. Hold an English language festival.

WEALTH

Article 5

Wealth Foundation is obtained from:

1. Giving, non-binding donations from government and private bodies and individuals.

2. Other gains that do not conflict with the Organization's Articles of Association and / or
applicable laws.

3. All organizational wealth must be used to achieve and aim for the organization.

ORGANIZATION ORGAN

Article 6

Organizations have organs consisting of coaches, advisors, mentors, and administrators. This
board consists of the Chairperson, Secretary, Treasurer, Chairperson of the Field and Members,
all of whom are appointed by the Board of Trustees for a specified period of 1 year and can be
re-elected.

DEVELOPER

Article 7

1. The coach is the organ of the organization that has authority that is not handed over to the
management.

2. The coach consists of one or more members of the coach.

3. In the event that there is more than one member, one of them is appointed as a Trustee.

4. Those who can be appointed as members of the Board of Trustees are individuals as
founders of the Organization and / or those who are based on the Meeting Meeting of Trustees
Members who are considered to have high dedication to achieving the aims and objectives of
the PMEC organization.

5. The Board of Trustees is not given a salary and / or allowances by the Organization.
6. In the event that the Organization for whatever reason does not have a member of the
Trustees, within 30 days of the occurrence of said vacancy, a member of the Trustees shall be
appointed based on the decision of the Joint Meeting of Supervisory Members and
Management Members.

7. A member of the Trustee has the right to resign from his position by notifying in writing of
the intention to the Organization no later than thirty days before the date of his resignation.

THE TIME OFFICIAL DEVELOPMENT

Article 8

1. The period of the position of the Trustee is not determined forever.

2. The position of the member of the supervisor will end automatically, if the member of the
Trustee:

a. Passing away.

b. Withdrawal with written notice as provided for in article 7 paragraph 7.

c. No longer meets the requirements of the applicable legislation.

d.Dissed off based on the decision of the meeting.

e. Is declared bankrupt or placed under the authority based on a court decision

3. It is prohibited to become a member of the supervisor based on the applicable laws and
regulations.

ASSIGNMENTS AND AUTHORITY OF DEVELOPERS

Article 9

1. The coach is authorized to act for and on behalf of the coach.

2. The supervisor's authority includes:

a. Decision regarding amendment to the Articles of Association.

b. Appointment and dismissal of members of the Management and members of the Supervisor.

c. Determination of the general policy of the Organization based on the Articles of Association
of the Organization.

d. Ratification of the Work Program and the draft annual budget of the Organization.

e. Determination of decisions regarding merger or dissolution of the Organization.

f. Ratification of quarterly reports.

g. Appointment of a liquidator in the event the Organization is dissolved.


AUTHOR

Article 10

Management is an organization that carries out organization management which consists of at


least:

a. A Chairperson.

b. A Deputy Chairperson

b. A Secretary.

c. A Treasurer.

MEMBERSHIP

Article 11

Membership Management ends because:

1. Died away.

2. Resign.

3. Be guilty of committing a crime based on a court decision that is threatened with


imprisonment of at least 1 (one) year

4. Dismissed based on the Meeting Meeting of Trustees.

5. The term of office ends.

6. Not active in a row 1 (one) month. If there is a vacancy in the arrangement of management,
the Trustee has the right to fill out the low prize.

DUTIES AND AUTHORITIES

Article 12

1. The management is fully responsible for the management of the Organization for the benefit
of the Organization.

2. The management is obliged to prepare a work program and the draft annual budget of the
Organization to be approved by the coach.

3. The management has the right to represent the Organization inside and outside the court
regarding all matters and events with the approval of the Trustee.

4. The management is not authorized to represent the Organization in the case of binding the
Organization as a guarantor of debt, burdening the Wealth of the Organization for other
purposes.
SUPERVISOR

Article 13

1. Supervisor is an organizational organ whose task is to supervise and advise the Management
in carrying out the activities of the Organization.

2. Supervisor consists of 3 (three) or more members of the Supervisor.

3. In the event that more than 3 (three) supervisors are appointed. The three are at the same
time in the Organization

4. The supervisor is the chairman of each existing high school

MEMBERSHIP MEMBERSHIP

Article 14

The Supervisory Position ends if:

1. Death.

2. Resign.

3. Be guilty of committing a crime based on a court decision that is threatened with

SUPERVISION DUTIES AND AUTHORITIES

Article 15

1. The supervisor must in good faith and responsibly carry out the duties of the Supervisor for
the benefit of the organization.

2. Chairman of the Supervisor and one member of the Supervisor are authorized to act for and
on behalf of the Supervisor.

3. Supervisors are authorized to examine documents, bookkeeping and enter the building yard
or place used by the Organization.

4. Knowing all the actions carried out by the Management and giving a warning to the
management.
MEETINGS

Article 16

Organizational meetings consist of advisory meetings, management meetings, supervisory


meetings, and joint meetings.

a. Meeting of Trustees:

1. Meetings of coaches are held no later than four months at a time, no later than five months
after the end of the financial year as quarterly meetings.

2. Calling the advisory meeting is carried out by the supervisor directly, or through a letter by
obtaining a receipt, no later than seven days before the meeting is held without taking into
account the date of the call and the date of the meeting.

3. The coach's position is led by the chairman of the supervisor, and if the chairman of the
supervisor is not present or is obstructed, the supervisor's meeting will be led by a person
chosen by and from the advisors present.

4. Each meeting of the supervisor is made minutes of the meeting signed by the chairman and
secretary of the meeting.

b. Management Meeting:

1. Meeting leaders can be held at any time if deemed necessary at the request of written from
one person or more administrators, supervisors or coaches.

2. Calling the management meeting is carried out by the management who has the right to
represent the management.

3. The position of the board is held at the place of organization or at the place of organization
activities

4. The meeting committee is chaired by the general chairman. If the chairman is unable to
attend, then the management meeting is chaired by a member of the board chosen by and
from the board present.

c. Supervisory Meeting:

1. The supervisor's position can be carried out at any time if deemed necessary at the written
request of one or more supervisors or coaches.

2. The supervisor's position is held at the place of foundation or at the place of organization
activities.

3. The supervisor's position is led by the supervisor.

4. If the superintendent is unable to attend, then the supervisory meeting will be led by one of
the supervisors chosen by and from the supervisor present.
d. Joint meeting :

1. A joint meeting is a meeting which is held by the management and supervisor to appoint the
supervisor.

2. Combined meetings are held no later than 30 days from the time the Organization has no
coach.

3. Calling a meeting is carried out by the board.

4. The joint meeting is chaired by the chairman of the board, if the chairperson is unable, the
leader is led by the chairman of the supervisor.

5. If both are not present, a joint meeting is led by the board or supervisor who chooses by and
from the administrators and supervisors present.

BOOKING AND RESPONSIBILITY

Article 17

Administrators are required to make orderly and neat books regarding this Organization, while
quarterly balance sheets must be authorized by the Management Meeting.

CHANGE OF BASIC BUDGET

Article 18

Changes to the Articles of Association of the Organization can be made on the Decision
Meeting of the Plenary Trustees specifically held for this purpose and the decision must be
approved by at least 2/3 of the members of the Board of Directors present.

DISSOLUTION

Article 19

The dissolution of this Organization can only be carried out on the basis of a decision of
the Board of Governors' Meeting which is deliberately held for this purpose and attended by at
least ¾ of the board members and approved by at least 2/3 of the number of board members
present, while decisions are made on the basis of deliberation and consensus, and settlement
of liquidation is carried out by the members of the Management Board, unless the dissolution
meeting determines otherwise. If after the liquidation there is still residual wealth, then the
remaining assets of the Organization must be given to the entity that has a goal with this
Organization or to another social body approved by the dissolution meeting / or the remaining
assets can be used as a balance for the next management period.

Article 20

Matters that have not been regulated or incomplete set out in this Articles of Association can
be decided by the Management Board and if deemed necessary, they can be regulated in the
Household Rules or other Regulations that may not conflict with this Articles of Association.

BYLAWS

CHAPTER I MEMBERSHIP AND MEMBERSHIP

article 1

MEMBERSHIP

To become a member of the Medan English Club Polytechnic (PMEC) must meet the following
conditions:

1. Indonesian citizens.

2. Ministry of Health Poltekkes Medan All Departments

3. Declare yourself voluntarily as a member.

4. Defined and approved by the Management Board.

Section 2

UNIT MEMBERS

Members of the Medan English Club Polytechnic (PMEC) consist of:

1. Ordinary members, namely all PMEC members who fulfill the provisions of article 1.

CHAPTER II

OBLIGATIONS AND MEMBERS 'RIGHTS

Article 3

OBLIGATIONS OF MEMBERS

1. Members:

a. Live and practice the Articles of Association and Bylaws of the Organization.

b. Obey and fulfill all organizational decisions.

c. Carry out and fight for all organizational decisions.


d. Defending the interests of the Organization, when there are things that will harm the good
name of the organization.

e. Must follow all series of organizational meetings

d. Pay a fee of 5000 / month

f. Each member is required to attend each training session every Saturday at 1:00 p.m. to 3:00
p.m.

Article 4

RIGHTS OF MEMBERS

1. Members have the right to:

a. Obtain the same treatment and service from the organization.

b. Issue opinions and submit proposals and suggestions.

c.Have the right to be chosen and chosen.

d. Obtain protection, defense, education and training, upgrading, guidance and skills in
organization.

e. Other rights that will be determined in the rules of the Organization.

f. Get coaching every week

g. Get membership pins, get opportunities to compete in local, international

h. Get special guidance if needed

CHAPTER III

LOSS OF MEMBERSHIP, SCORING AND RESPONSE

Article 5

1. Members lose their membership because:

a. Death.

b. Write your own request in writing.

c. Terminated.

2. Members can be suspended or terminated if:

a. Acting contrary to the institution's ADART.

b. Acting to harm or defame the institution.


3. Decision on suspension or dismissal can only be made with a prior warning, except for
extraordinary matters.

4. Members who are subject to suspension or dismissal can defend themselves at the forum
held for that purpose.

CHAPTER IV

POSITION, TASK, AUTHORITY OF PARTICIPANTS &

TIME MEETINGS

Article 6

PLENO DEVELOPMENT MEETING

1. Hold the highest authority in the institution.

2. Establish and change ADART, and work program.

3. Assess the manager's responsibility.

4. Choose and determine the composition of the board through the selection of formulas.

5. Choose and determine the Board of Trustees.

6. Establish the next Board of Directors meeting.

7. The meeting of the Plenary Board of Directors is held once a year.

8. Meet the Plenary Board of Directors attended by members of the Governing Council.

9. The Meeting of the Plenary Board of Directors is considered valid if it is attended by half the
members of the Management Board.

Article 7

MONTHLY MEETING

1. Hold an assessment of the implementation of the general program and set the next
implementation.

2. Monthly meetings are held at least once a month.

3. At least more than half of the members of the Board of Directors attended.

Article 8

MEETING OF WORKERS

1. Hold an assessment of the implementation of the work program and set the next
implementation.
2. Organized at least once in three months.

CHAPTER V

SPEAKING RIGHTS AND SOUND RIGHTS

Article 9

Speech rights and voting rights of meeting participants are:

1. Speech rights are essentially the rights of individuals whose use is regulated by the
participants.

2. The voice of the member is used in decision making and the target is owned by the
participant.

CHAPTER VI

BOARD OF MANAGEMENT

Article 10

Organizational management consists of:

CHAPTER VII

FINANCE AND WEALTH

Article 11

1. Membership fees are regulated in organizational regulations

2. From the third foundation and BEM of high school.

3. Rights relating to income and expenditure from and for organizations must be held
accountable in forums that will be determined in organizational regulations.
CHAPTER VIII

ESTABLISHMENT OF NEW AGENCIES AND INSTITUTIONS OR BRANCHES

Article 12

1. Establishment of a new Agency and Institution or a new Branch in the framework of


implementing the program is made possible insofar as it does not deviate and conflict with the
ADART institution.

2. The establishment of the Agency and the institution or branch as referred to in paragraph (1)
article 12 may not cause the overlapping of functions, authorities and responsibilities in the
body of the institution.

CHAPTER IX

IMPROVEMENT OF THE HOUSEHOLD BUDGET

Article 13

1. The Board of Directors through a special meeting to discuss the improvement of ART which
is then accounted for at the next Plenary Board of Management meeting.

2. Improvement of ART is only carried out at the Plenary Management meeting.

1. Matters that have not been regulated specified in this Bylaws are regulated in organizational
rules.

2. This Basic Budget and Bylaws are effective from the date of stipulation.
