BARANGAY FIRE BRIGADE CATEGORY

RULES AND REGULATIONS

I. EVENTS TO BE CONTESTED:
1.1. Hose Laying and Replacement of Busted Hose - 50%
1.2. Bucket Relay - 20%
1.3. Flammable Liquid Fire Extinguishment - 30%
Total - 100%

II. QUALIFICATION REQUIREMENTS:

2.1. Required number of official team players / members per event:

Event #1 - Hose Laying and Replacement of Busted Hose


Five (5) Hosemen, One (1) Nozzle man,
One (1) Engineman - (6 Males and 1 Female)
and Official Team Coach

Event #2 - Bucket Relay


Ten (10) Bucket Handlers (7 Males and 3 Females)
and Official Team Coach

Event #3 - Flammable Liquid Fire Extinguishment


Two (2) Fire Extinguisher Handlers (Male & Female)
and Official Team Coach
Note: Tie-breaker Event - Bucket Relay

2.2. A team shall be composed of Fifteen (15) members (maximum):


2.2.1 Ten (10) players - (7 males and 3 females)
2.2.2 Two (2) alternate players - (male and female)
2.2.3 One (1) muse
2.2.4 One (1) team manager
2.2.5 One (1) team coach

2.3. Team members must be at least 18 years old.

2.4. Team members must be physically and mentally fit as certified by a competent medical
doctor/physician. Any members of the team/s who fails to provide their medical
certificate will not be allowed to join in any of the event.

2.5. No Barangay Fire Brigade Team shall be allowed to compete with less than the required
number of participants per event.

2.6. Finish all events.

III. FIRE BRIGADE UNIFORM:

3.1 All participating Fire Brigade Teams shall wear their respective uniform
during competition proper.
3.2 Minimum uniform requirements;
3.2.1 Team uniform preferably Long Sleeves Shirt
3.2.2 Standard Maong long pants (or equivalent type of textile and not synthetic
type)
3.2.3 Preferably safety shoes and/or combat boots
3.2.4 Hard Hats [ 8 pcs.]
3.2.5 Safety Mask [at least 2 pcs.]
3.2.6 Safety goggles [at least 2 pairs]

IV. EQUIPMENT REQUIREMENTS:

4.1 HOSE LAYING and REPLACEMENT OF BUSTED HOSE


4.1.1 Fire Hose 1 ½ ” dia. x 50 ft., DJ - 6 lengths
4.1.2 Variable type nozzle (brass) - 1 pc.
4.1.3 Target - 2 pcs.
4.1.4 Hard hats with chin straps - 8 pcs.
4.1.6 Fire Engine – Fire pump shall be permanently set at 120 psi

4.2 BUCKET RELAY


4.2.1 Bucket (2.5 liters cap.) - 10 pcs.
4.2.2 Drum (55 gals. Cap.) - 3 pcs.
4.2.3 Meter Stick - 1 pc.

4.3 FLAMMABLE LIQUID FIRE EXTINGUISHMENT


4.3.1 Drum, half cut, lengthwise - 2 pcs.
4.3.2 Premium Gasoline - 2 liters
4.3.3 Diesel Oil - 2 liters
4.3.4 Graduated Container - 4 pcs.
4.3.5 Fire Extinguishers, Stored Pressure Type, - 3 units
Note: Dry Chemical, 10 lbs. cap. (2 official, 1 spare)
4.3.6 Ignition Stick (7 ft) - 2 pcs.
4.3.7 Hard hats, safety shoes, protective mask, goggles

V. FIRE BRIGADE PRACTICE:

Each Barangay Fire Brigade Team shall practice on their own. They could seek the assistance of
the City/Municipal Fire Marshal or any competent trainer.

VI. GENERAL RULES:

Players without Medical Certificate will not be allowed to play.

Point system shall be based on the speed, approach, proper use/handling of
firefighting equipment and proper technique executed by the team. A point

deduction or addition will be credited to each team score standing based on


each event rules and regulations.

In case of a tie in an event, this will be resolved by playing the tie-breaker Event
(Bucket Relay).

Participants must observe proper conduct and discipline before, during and after the
competition.

The official starting signal of any event is a “ WHISTLE” blow coming from the
Tournament Event Judge.

The basis for determining team standing is by the clock performance and the specific
penalty imposed by the Tournament Event Judges.
The Official Team Coach is allowed inside the playing area during their turn to give
guidance and instructions ONLY and not to assist any player/s. Moreover, he is NOT
allowed to get in contact with any personnel, equipment or accessories otherwise,
the team will be given penalty/ies for each and every offense and a corresponding
point shall be deducted to the team’s score.

Only Official Team Coach will be entertained by the Tournament Chairman


regarding any appeal, injury, protest or complaints, which concerns the event .

All non-playing participants shall not be allowed to go beyond the fire line.
Violation of this rule shall be meted with a 10-second penalty per individual
infraction and will be added to the team’s clock performance.

Unsportsmanlike behavior by any member of the performing team such as: pushing,
elbowing, distracting, spraying of water, directing the fire extinguisher/s, uttering
unsavory remarks, pointing dirty fingers, challenging the tournament officials,
competing team, audience or media people and other similar acts shall be meted
with a 10-second penalty per individual infraction and will be added to the team’s
clock performance.

Disqualification for unruly and undisciplined player/s shall be decided upon by


The Tournament Chairman, subject to review by the Tournament
Ethics Committee.

All technical questions/problems that may arise during the competition which is not
under the present rules shall be evaluated by the Tournament Technical Committee
and final decision will be rendered by the Tournament Ethics Committee Chairman.

Tournament Committee’ s decision regarding the result of the competition


is final.

The official tabulation of results shall be signed by the Tournament Chairman, MIS
Chairman and Operations Manager. Declaration of the winners shall be
announced by the Operations Manager.

Tournament Chairman may reduce the length/ measurements of the


actual playing field (if the situation warrants).

VII. RULES OF THE EVENT:

7.1 Event No. 1 - HOSE LAYING and REPLACEMENT of BUSTED HOSE

7.1.1 Team preparations should not exceed five (5) minutes. Beyond the allotted time, an
additional 60 seconds penalty shall be added to the team’s actual performance time.

7.1.2 Seven (7) Players, (6 Males and 1 Female) and Official Team Coach shall composed
the performing team. All the needed equipment and accessories shall be retrieved
by the performing team members and should be placed at the designated location.

7.1.3 After arranging and checking all the required equipment, the performing Team
shall assemble at the starting line (SL), which is 45 ft. away from the pre-designated
location of the fire equipment.

7.1.4 The Spare Hoses must be pre-positioned at the designated marked area (or drop-
off area). (Please see attached drawing).

7.1.5 The pre-assigned busted hoses are Hose No. 2 and Hose No. 4 (Please see
attached drawing).

7.1.6 A fire truck shall be used as the source of water. The Tournament Official shall
signal the Fire Pump Operator to set the Engine Throttle to 120 psi (8.16 Bars).

7.1.7 When the designated official give the “GO” signal (“ WHISTLE” ), the team members
shall pick-up the equipment from the starting point and place them in the
designated mark area and connect the hoses and nozzle. The “LAPAG-HATAK ”
TECHNIQUE shall be used in unrolling the fire hoses. Any deviation especially, hose
throwing or dropping of a DONUT ROLLED fire hose will be penalized with five (5)
seconds additional time per infraction, per incident and per individual.

7.1.8 Only four (4) lengths of 1 ½” diameter x 50 ft. fire hose shall be laid-out. The fifth
(5th) and sixth (6th) hoses shall be used as SPARE HOSE REPLACEMENT for the
presumed “DEFECTIVE / BUSTED HOSE”. The connected hoses shall be charged
with water from the source.

7.1.9 The Team’s nozzle man should hit and turn down the 1st fire target ( Target No. 1)
flat with respect to the ground (horizontal position), using the hose charged with
pressurized water.

7.1.10 Simultaneously, the assigned pump man shall shut-off the valve of the fire truck to
allow disconnection and replacement of the assumed defective/busted hoses (Hose
No. 2 and hose No. 4).

7.1.11 The completed connections shall be charged with water from the source and the nozzle
man at the designated area shall hit the second (2nd) fire target (Target No.
2) with water stream.

7.1.12 Upon hitting and turning down the 2nd fire target, the clock will be stopped,
signifying the end of the team’s performance.

7.1.13 Penalties:
A ten [10] second penalty/ies shall be added to the team’s actual performance
time should a team commit any of the following infractions:
a. Exceeded the allowable preparation time, +60 seconds
b. Unofficial adjustment of throttle, +60 seconds
c. Beyond the allotted five (5) minutes playing time, the committee shall stop the
team’s performance
Maximum Penalty - “Stop Performance” (equivalent to 5 minutes playing time)
d. Stepping on the line
e. False starting or running ahead of time before the tournament official declares
the “GO SIGNAL”.
f. Dropping of nozzle, fire hose couplings including personal protective
equipment, during or before the end of performance
g. Improper placement of hose, including coupling connections (outside the
marked area).
h. No assistance being provided behind the nozzle man before hitting the two (2)
fire targets.
i. No assistance being provided behind the nozzle man before hitting the two (2)
fire targets.
j. Nozzle man goes beyond the marked area
k. Touching / holding the Spare Hose/s before the Nozzle man had successfully
turned down the 1st Fire Target
l. Official Team Coach’s violation in assisting the player/s by holding/touching the
personnel, equipment/accessories.
m. Failure to replace the Busted Hose – TJ4 & TJ6, +20 seconds per Spare Hose

7.2 Event No. 2 - BUCKET RELAY

7.2.1 The basis for determining the team standing is by the height of water transferred
from a 55 gallon fire drum to empty 55 gallon drum.

7.2.2 Equipment to be used must be properly checked and defective equipment shall be
replaced by tournament officials immediately prior to the start of the team ’s
performance.

7.2.3 Ten (10) members (7 males and 3 females) and the Official Team Coach shall
compose the performing Team.

7.2.4 The distance between the starting line and the bucket is 50 feet.

7.2.5 One (1) minute performing time shall be given for each team to transfer from a
water filled fire drum to an empty fire drum with the use of ten (10) fire buckets.

7.2.6 When the tournament official signals “GO” (by a WHISTLE),

7.2.6.1 The players should run to get the empty buckets then.
7.2.6.2 Fill the bucket with water from the drum.
7.2.6.3 Each member will throw away the water from the bucket to the empty drum
with the distance of 5ft and place down the bucket.
7.2.6.4 The players should position themselves to perform the relay operation, with
one (1) or two (2) assigned as bucket runners.
7.2.6.5 Transfer the buckets filled with water in sequential order.

7.2.7 Once the time signals “STOP”, only one (1) pail from the last man shall be allowed to
be poured.

7.2.8 The level of water transferred on the empty drum shall be measured using a meter
stick (Metric Measurement).

7.2.9 Penalties of two [2] centimetres of water shall be deducted for every infractions
committed by every player of the team:

7.2.9.1 False starting or running ahead of time before the tournament official declares the
GO signal “by a WHISTLE”.
7.2.9.2 Throwing of bucket [with or without water] inside the drum.
7.2.9.3 Maximum of two (2) runners are allowed to return the used buckets otherwise, a
penalty shall be imposed per additional runner.
7.2.9.4 Wrong sequence (bypass)
7.2.9.5 Dropping and accidental falling of bucket/s
7.2.9.6 Stepping on the line at the marked throwing area
7.2.10 The highest level of water transferred, after the imposition of the penalty, shall be
declared winner.

7.3 Event No. 3 - FLAMMABLE LIQUID FIRE EXTINGUISHMENTS

7.3.1 Two (2) players (Male and Female) shall compose the Team to extinguish the fire.

7.3.2 Fire extinguishers to be used must be properly checked to ensure


reliability/operability.

7.3.3 Substitution may only be allowed in case of injury or due to inability of the officially
designated fire extinguisher handlers (players) to show up or to continue the event
due to injury or unforeseen event.

7.3.4 Each team player shall be provided with two (2) units of 10.0 lbs. Dry Chemical (ABC),
Stored Pressure Type Fire Extinguishers containing Mono Ammonium Phosphate.
Notes:
- Using other type, chemical and capacity of fire extinguishers not specified herein
shall not be allowed in the competition.
- Portable Fire extinguishers must be provided by each Barangay Team.

7.3.5 The position of fire extinguisher players is 75 ft. away from the first flammable fire
container, and 25 ft. away from the 2nd flammable fire container.

7.3.6 Substitution is allowed only before the Team’s performance.

7.3.7 Upon signal, the designated tournament committee members shall pour
simultaneously 1 liter gasoline and 1 liter diesel to each flammable fire container
filled with water (H2O).

7.3.8 The fire setter shall simultaneously light-up the flammable fire container allowing
10 seconds pre-burning.

7.3.9 When the tournament official signals “GO”, (WHISTLE) the players
shall pick up the fire extinguishers at the designated places and proceed to
extinguish the fire
at a distance not closer than four (4) feet from the flammable fire container as
indicated by the perimeter line.

7.3.10 The two (2) players must help each other in extinguishing the fires. Both fire
extinguishers must be used in extinguishing the fires.

7.3.11 Upon totally extinguishing the fire, both players shall return the fire extinguishers to
each original location and raise his/her both hands upon reaching the finish line
facing the flammable liquid container to indicate the end of their performance and
the clock shall be stopped. Failure to raise their both hands within 10 seconds
the team will carry a penalty max. of 5 minutes.

7.3.12 In case of re-flash, the clock will continue until it is fully extinguished by the players.
7.3.13 A ten (10) second penalty shall be imposed for the commission of any of the
following infractions:
7.3.13.1 False starting (running ahead of time or earlier than the official starting
signal).
7.3.13.2 Stepping on the perimeter line of the fire container.
7.3.13.3 Dropping of fire extinguisher.
7.3.13.4 Wrong placement/positioning of fire extinguisher.
7.3.13.5 Removing or breaking the warranty seal before the start of the
performance.
7.3.13.6 Dropping of Personal Protective Equipment (Helmet, Mask, Goggles).
7.3.13.7 Improper use of fire extinguishers (i.e. Shotgun Style), 20 seconds
additional per player
7.3.13.8 Official Team Coach’s violation in assisting the player/s by
holding/touching the personnel, equipment/accessories
7.3.14 Lowest running time will be declared the winner.

VIII. AWARDS:
8.1 Every participating team will be awarded certificate of participation.
8.2 Trophy to be awarded to the following:
- Over-All Winners (Champion, 1st Runner-up and 2nd Runner-up)
8.3 Distribution of Awards shall be right after the competition.
