ROLE OF DAIRY SECTOR IN UPLIFTING RURAL ECONOMY


As the food grain production is expected to reach a plateau in the next few years, it is the livestock
sector, comprising mainly Dairy, Poultry and Fisheries which carry a potential to spell a turn-
around. These sectors carry all the promise to play a prominent role in the rural economy of
Punjab.
As dairying and its related activities are predominately carried put predominately by small and
marginal land-holders in villages, it constitutes a larger portion of their total income. Any further
development of this sector by providing them facilities of better marketing of their produce would
surely go a long way not only to improve their income, but also to redefine the state rural economy.
Even as India has been a largest producer of milk, yet its share in International Dairy trade is less
than 1%. After set back to Chinese export due to recent milk scandal and continuing drought
condition in Australia, India is poised to expand its export potential in the dairying activities across
the borders, particularly to Sri Lanka, East Asian countries e.g. Indonesia and Malaysia, Middle
East, Russia and CIS countries such as Kazakhstan, Uzbekistan, Turkmenistan etc. who are main
importers of Dairy Products.
Milkfed has been already exporting its produce to the Middle East and that affords Punjab and
enviously advantageous position to export milk products and other processed food to CIS
countries which are very closed through air cargo from Amritsar.

ROLE OF MILKFED PUNJAB


MILKFED operates with an avowed objective of bringing prosperity among milk producers of the
State. Not only by just providing them adequately remunerative costs, but also through an
efficient network for marketing their products.

A subsidiary objective of providing milk and nutrition to consumers at affordable price has also
been accorded due recognition. These twin objectives can be achieved in the larger context of the
state by working out sustained viability of the Dairy Coops in free market. Although MILKFED
procures only 15% of marketable surplus milk in the villages, where it operates, but is crucial for
the farmers and consumers both. Price set by MILKFED becomes a reference point for entire milk
industry and is helpful for the farmers in a big way. The practices to improve the quality and food
safety become role model for industry in the interest of consumers.
On behalf of the Board of Directors, we now present to you the Annual Report and audited
Accounts of the Federation for the year 2010-11. These accounts have been approved by Board of
Directors in their meeting held on 9.12.2011.

IMPRESSIVE SALES GROWTH AND ATTAINED OVER 19% CAGR OVER THE LAST 5
YEARS.
Milkfed achieved impressive Sales growth of 21.5% during the year 2010-11 in comparison to
previous year by increasing this from Rs.1253.95 Crores to Rs.1523.58 Crores and achieved
CAGR of 19% over the last 5 years. The Federation is anticipating Sales turnover of Rs.1745.00
Crores in the year 2011-12. Milkfed is determined to maintain this rate of growth in the coming 3-
4 years to achieve the target of Rs.2500.00 Crores Sales turnover in the year 2013-14.

Milkfed has achieved Sales turnover of Rs.1590.20 Crores during the 2011-12 upto February,2012
with growth of 19% over same period of last year. The annual sales turnover during the last five

SIGNIFICANT IMPROVEMENT IN FINANCIAL POSITION
Milkfed as an Apex Body earned net profit of Rs.1025.85 Lacs during the year 2010-11 in
comparison to profit of Rs.629.46 lacs during previous year. If we put Milkfed & its affiliated Milk
Unions together there is net profit of around Rs.2031.40 lacs during 2010-11 against net profit of
Rs.2163.40 lacs in previous year. Milk Union-wise financial position in last 5 years and during the

DCS ORGANISATION & MEMBERSHIP


By the end of March, 2011 there were 6814 functional Dairy Cooperative Societies (DCS) as
compared to 6474 at the end of March 2010 with membership of 3.75 lacs Milk Producers
Members. During the year 2010-11, 610 new DCS have been organized against target of 411 and
528 defunct DCS have been revived against target of 299. During the year 19374 new members
have been enrolled.
Milkfed has set target to organize 880 new MPCS and revive 634 viable defunct MPCS and to
induct 30000 new Milk Producer Members during the year 2011-12. During 2011-12 upto
February,2012, 729 New DCS have been organised against annual target of 880 and 490 defunct

Societies have been revived against the annual target of 634. During 2011-12 upto February
2012, 25,100 new members have been enrolled against annual target of 30,000.

UPWARD TREND IN MILK PROCUREMENT


By adopting various focused strategies the Federation was able to procure on an average 10.48
lac Kg. of Milk per day during the year 2010-11 against procurement of 9.49 lac Kg. per day
during the year 2009-10 achieving an increase of 10%. Milk Procurement during the last five
years is shown as under :-

Milkfed has set target of procuring on an average 12.04 lacs kg. of milk per day during 2011-12.
During 2011-12 upto February,2012 Milkfed has procured on an average 10.94 Lac Kgs. per day
against 12.4 Lac Kgs. during same period of last year.

STATUS OF A.I. SERVICES


In addition to milk procurement, processing and marketing of Milk & milk products, Milkfed is
providing technical input services to the farmers at their door steps enabling them to produce
more milk at low cost. Milkfed has established its own frozen Semen Station at Khanna. This
Station having modern semen processing facilities has been awarded ISO 2000 Certification by

BIS and also awarded 'A' grade by the Central Evaluation Committee of Govt. of India. Presently,
there is herd of 33 bulls of various breed and marketed around 7 lac dozes of Semen during the
year 2010-11 and has set a target of 8 lac dozes during the year 2011-12.

Milkfed has doubled the artificial inseminations in its milkshed area within a span of 5 years.
During the year 2010-11 Mikfed has done 6.25 lac A.I. cases and has set a target of 7.50 lac
cases during the year 2011-12. During 2011-12 upto February,2012 6.30 Lac A.I. have been
done against annual target of 7.50 lacs.

CATTLE FEED PLANTS PERFORMANCE


Milkfed has two Cattle Feed Plants to cater the needs of Milk Producers , One at Bhattian District
Ludhiana of 200 MT capacity per day and another at Ghania-ke-Banger District Gurdaspur of
100 MT capacity per day.

With a view to provide balance ration to live stock for enhancing milk production, Milkfed is
producing various types of Cattle Feed on its both the Cattle Feed Plants as per the requirement
of Milk Producers like ISI Type-II, High Energy Buffalo feed and Bypass protein feed etc.

During the year 2010-11 both the Cattle Feed Plants have marketed 92632 MT of cattle feed and
has set a target of marketing 1.15 lac MT during the year 2011-12. Both the Cattle Feed Plants
have earned net profit of Rs.515.00 lacs during the year 2010-11 against profit of Rs.314.92 lacs
during the previous year.
During 2011-12 upto February,2012, both the Plants have marketed 82000 MT of Cattle Feed and
earned net profit of Rs. 823.68 lacs.

PERFORMANCE OF FODDER SEED PROCESSING PLANT


This Plant has supplied 3305 MT of fodder seed of various varieties to the Milk Producers in the
State and Govt. Of India under Mini Kit distribution programme during the year 2010-11 and has set
target to supply 3820 MT during the year 2011-12. This Plant has earned net profit of Rs.211.00
lacs during the year 2010-11 against profit of Rs.63.00 lacs during the previous year.
During the current year 2011-12 upto February 2012, Seed Unit has supplied 4656 MT of Seed and
earned net profit of Rs.321.39 lacs.

IMPRESSIVE GROWTH IN PACKED MILK MARKETING


Milkfed has been able to market on an average 7.95 lac ltrs. per day in the year 2010-11 in
comparison to 7.27 lac Ltrs per day during the year 2009-10 with a growth of 9.4%. The Federation
is anticipating marketing of on an average 9.15 lacs ltrs of milk per day during the year 2011-12 with
growth of 15%. Marketing of pasteurised packed milk during last five years is as under :-

During 2011-12 upto February, 12, Milkfed has been able to market 8.63 LLPD of pasteurised
packed milk to Urban Consumer against 7.94 LLPD with growth of 10% over same period of
last year.

IMPRESSIVE SALE GROWTH IN FRESH MILK PRODUCTS.


During the year 2010-11 more stress has been given to market fresh products like Paneer, Kheer,
Dahi, Lassi etc. which are value addition products for Milk Unions. Product-wise comparative
growth achieved during the 2010-11 and target for the year 2011-12 is depicted in the below
table :-

INCREASE IN EXPORT OF DAIRY PRODUCTS


Milkfed has established its ghee market in Middle East Market. Verka Ghee reaches all the
Emirates and is available almost in all the super markets. The penetration is so deep that
verka ghee is available in far off labour camps even. During the year 2010-11 the Federation
exported Ghee to the countries like Dubai, Australia, New Zealand, Philippine, Qatar, Oman,
Bahrain, Saudi Arabia, Singapore and Bangkok to the tune of Rs.11.23 Crores. APEDA has
recognized MILKFED as 2nd largest Milk Product Exporter from the country among all Private
and Cooperative Sector Enterprises. Milkfed is anticipating export of Milk Products to the tune
of Rs.13.50 Crores during the year 2011-12. Milkfed has already exported milk products to the
tune of Rs.15.00 Crores during the year 2011-12 upto February,2012.

REPLICATION OF TQM PROJECTS IN ALL THE MILK UNIONS.


During the year 2010-11, Milkfed conducted TQM Workshop for the Senior Executive of the
Federation with the assistance of a well reputed Management School Giyan Jyoti, thereafter one

project each was given to the District Milk Unions. These Projects were completed in the year
2010-11 and with the implementation of these projects in the concerned Milk Unions there was
overall savings of around Rs.3.00 Crores. Seeing the encouraging results of these projects now
Milkfed has decided to replicate these success stories in the other Milk Unions also.

CREDIT RATINGS ASSIGNED BY M/S FITCH RATINGS INDIA LTD.


For the consecutive 3rd year M/s Fitch Ratings Pvt. Ltd. has assigned National Long Term Rating
of BBB (IND) with stable outlook credit rating to Milkfed. The agency also assigned A2 (IND) with
stable outlook rating for fund based working capital limit. On the basis of these ratings the
Federation negotiated interest rate for raising short term loan from the Banks which has helped
the Federation in reducing the debt servicing cost.

INNOVATIVE PROJECTS UNDERWAY TO IMPROVE MILK PRODUCTION, PROCUREMENT


AND QUALITY.
Ÿ TASK FORCE OF SENIOR OFFICERS FOR MONITORING MILK PROCUREMENT
RELATED ACTIVITIES ON REGULAR BASIS.
Milkfed has dedicated year 2011-12 as “Milk Procurement Year” in which utmost focus is being
given to increase milk procurement by focusing on strengthening the milk procurement
infrastructure at the grass root level opening of new Milk Societies, revival of temporary closed and
defunct Societies, covering potential villages, inducting more Dairy Farms and enrolling new
members.
Milkfed has constituted a Task Force of Senior Officers for monitoring the milk procurement
activities on regular basis to review the performance and to recommend remedial actions to
improve the milk procurement and strengthening procurement infrastructure.

STRENGTHENING OF MILK PROCUREMENT INFRASTRUCTURE AT THE GRASS ROOT


LEVEL.
In order to strengthen the milk procurement infrastructure at the grass root level following
equipments are being installed at the Village Cooperative Societies which hitherto remained
neglected :-

Ÿ Automatic Milk Collection Units.
Ÿ Milk Analysers.
Ÿ Bulk Milk Coolers.

Out of the financially weak Milk Unions, Milkfed has identified four Milk Unions namely Faridkot,
Ferozepur, Sangrur and Hoshiarpur. In these Milk Unions above mentioned milk procurement
infrastructure is being strengthened by providing financial assistance from the below
mentioned sources :-

- Under the Clean Milk Production Scheme of Govt. of India.


- Out of the profit generated by Milkfed in the shape of grant-in-aid.

The BOD of Milkfed in their meeting held on 9.12.2011 has approved the financial assistance in
the shape of grant-in-aid amounting to Rs.203.50 lacs to these Milk Unions for strengthening the
Milk Procurement Infrastructure of Primary Milk Producers Cooperative Societies at Village
level. Financially better Milk Unions, Mohali, Ludhiana and Jalandhar earning profits are
carrying out this activity at their own level as they are having sufficient funds.

Ÿ DETAILED SURVEY TO IDENTIFY POTENTIAL VILLAGES FOR ORGANISING MILK


SOCIETIES.
Milkfed has planned to carry out survey pertaining to milk potential of all Milkshed area in a
phased manner. A team of 20 members comprising two Milk Procurement Assistants from each
Milk Union will be deployed for atleast two weeks in each milkshed area for conducting survey.
Survey has already been completed in milkshed area of Milk Union Jalandhar, Sangrur, Bathinda
and Ferozepur. Uncovered potential villages have been identified and actions have been
initiated to organise new Milk Societies. Now the survey in the remaining Milk Unions is being
initiated.

Ÿ COMPUTERISATION OF MILKFED OPERATIONS.


Although Computerisation in Milkfed started long back yet operations of Milkfed and its affiliated
Milk Unions are not fully computerised. Presently ERP, SAP Module with up-gradation to B1 is in
operation in Mohali. Similar package is being developed for Milk Union Ludhiana. Web based

MIS package is being developed at the Federation level for obtaining centralised MIS from Milkfed
and all its Milk Unions which is at the advance stage.
Apart from the above, accounts at Milkfed and all Milk Unions are being maintained on Tally
Software package. Milk purchase billing and preparation of salary is also fully computerised at all
places.
Now it has been felt that utmost essential to computerise all the operations of Milkfed because of
acute shortage of manpower, manifold increase in the business volume, to attain efficiency in the
operations and to cut down the overheads to the maximum possible. Now it has been felt that

Ÿ MAKING COMMUNITY BASED SILAGE PITS TO FULLFIL SHORTAGE OF GREEN


FODDER IN KANDI AREAS.
Milkfed has started community based silage pits in Kandi area of Hoshiarpur and Gurdaspur,
which are solely dependent on rains. Scarcity of water seasonally and at times due to failure of
monsoon it its year round which result in scarcity of fodder for long duration. Importing fodder and
even straw at high price increases the cost of production of milk making the activity unviable. The
objective of this scheme is to enhance milk production in the Kandi area by minimizing the cost of
production by ensure availability of green preserved fodder in the shape of silage during scarcity
period. The Federation has constructed 50 silage making pits at Milk Producers Cooperative

Society Level. It has equipped them with fodder chaffing machines to preserve available green
fodder as silage. The society recovers its costs from member when they buy silage from the
society. This scheme has been a success and numbers of societies have shown interest in this
scheme. In the year 2011-12, State Govt. has released grant-in-aid amounting to Rs.50.00 lacs
for the implementation of this scheme.

Ÿ PROVIDING MILKING MACHINES TO DAIRY COOPERATIVE SOCIETIES AND


PROGRESSIVE DAIRY FARMS.
Milkfed Punjab with a view to produce clean milk and to prevent disease like Mastitis, and to
upgrade the milking technology has initiated a scheme for providing milking machines to Dairy
Cooperative Societies & Progressive Dairy Farms. This will also reduce the milking time and any
other contamination & thus reducing the somatic cell count. With these machines even ladies
are able to take care of a large herd as they don't have to depend on other to milk their cows.
Milkfed provides 50% cost of the milking machine of the choice of farmers. Till now approximately
1000 milking machine have been installed in its milkshed area and an amount of Rs. 2.00 Crores
has been given to member producer as subsidy.

implementation of scheme

Ÿ WOMEN EMPOWERMENT PROGRAMME.

Milkfed realized that Women participation in Dairy Cooperatives can help Rural women in
becoming self confident, self reliant and can run Dairy Cooperatives more efficiently. Milkfed
Punjab has undertaken Women Dairy Project in six districts namely Hoshiarpur, Ropar, Patiala,
Jalandhar, Ludhiana and Amritsar under Support to Training & Employment Programme (STEP) at
an out lay of Rs.8.37 crores with 90% grant from Govt. of India. Under this 390 women Dairy
Cooperative Societies have been organized having around 20000 women beneficiary members.
It is fact that at the household level dairying is largely the domain of women especially in small and
marginal household families.

STEP Scheme constitutes providing support services for organizing, nourishing the
Cooperative Societies for sustainable functioning. The process is coupled with creating
awareness campaigns for the member women concerning management of the societies,
enhancement of milk production by providing Breeding, Feeding and Managerial services to the
beneficiaries. The programme also addresses the gender mainstreaming, health orientation and
exposure of the member women to the process of empowerment in economic, social, political and
legal sectors. Under this programme, Govt. of India has released Rs.591.46 lacs for
implementation of the scheme.

Ÿ ESTABLISHMENT OF INTEGRATED BUFFALO DEVELOPMENT CENTRES IN KANDI,
BET, TRANS, GHAGAR AND BORDER AREA OF PUNJAB.
Fall in productivity of buffalo has been a cause of concern for Punjab. Buffalo being
predominantly with poorer farmers has been hurting them resulting in closure of buffalo farms.
To reverse the situation by improving the milk yield of buffaloes, Milkfed is going to implement
the project through NGO for establishment of of Integrated Buffalo Development Centre (IBDC).
The funds under the project will be funded under RKVY Scheme of Govt. of India. Under this
project 600 IBDC will be established and each of this IBDC will be operated by a local educated
unemployed youths and will cover 5-6 villages with a radius of 5 Kms. to 10 Kms.

a) To increase the percentage coverage of breedable population of buffaloes and cows under
A.I. Programme.
b) To create an appropriate economic and production environment for the small dairy farmers
who have very poor access to the existing services.
c) To improve productivity of the local milch animals, especially the buffalo through artificial
insemination, balanced feeding, deworming, first aid services, vaccination and
management.
d) To minimize the infertility problems through proper treatment of the animals by organizing
infertility camps.
e) To reduce the risk of milch animals and calf mortality by protecting them through
prophylactic vaccinations.

Govt. of Punjab has already released Rs.1100.00 lacs to the Federation to implement this
Project. Milkfed through tendering process has awarded this assignment to two Companies i.e.
M/s J.K. Trust and M/s BAIF for establishing 100 IBDC each in Boarder Area of Amritsar,
Ferozepur & Gurdaspur and Kandi area of Hoshiarpur & Ropar. Both these NGO's have already
established 200 Centres.

Ÿ STATE DAIRY PLAN 2022

National Dairy Development Board, which is the leading Dairy Development agency, has
proposed a draft National Dairy Development Plan to increase the Milk Production from the
current level of 102 Million tones to meet the projected demand of 180 Million tonnes by 2021-
2022.

The National Dairy Plan will focus on :-

i) Productivity measures to enhance milk production as the average annual increment


production will have to increase from 2.5 Million tones now to 5 Million Tonnes over the next 15
years, and

ii) Strengthening and expanding infrastructure to procure, process and market milk through
existing and new institutional structures.

iii) The plan proposed to increase the share of organize section in milk production to 65% from the
current 30% to ensure supply of quality milk to consumers.

Based on the above goals, National Dairy Development Board is developing a State Dairy Plan. As
per the rough estimates under State Dairy Plan, MILKFED is working on an ambitious plan to
increase its milk procurement to 48 lakh Kg/day by 2020. This will require huge efforts from all
concerned for procurement, processing and marketing. Milkfed will have to increase its
processing capacities and to build a new 500 TPD Cattle Feed Plant at Khanna and strengthening
of Semen Station Capacity from 10 lac doses per year to 20 lac doses per year with the purpose to
launch a Mega Breeding Programme for upgradation of Buffaloes and Cattles. Besides it is
envisaged that all the Cooperative Societies are covered with the latest technology Automatic Milk
Collection Systems to bring transparency and Bulk Milk Coolers for instant chilling of milk. This will
help improving our supply chain of fresh milk and milk products.

Ÿ EXPANSION OF CATTLE FEED PLANTS

At present Milked has two Cattle Feed Plants namely Cattle Feed Plant, Khanna and Ghania-ke-
Banger of capacity 200 MTPD and 100 MTPD respectively to cater needs of Dairy Farmers of
Punjab. With the aggressive extension work done by Milked and its affiliated Milk unions the
demand of cattle feed has been increased considerably rather both the Cattle Feed Plants are
running above 100% capacity.

Now, it has become difficult to meet the increasing demand of cattle feed with the existing capacity
of Plants and future requirements, therefore, Milkfed has decided to expand the capacity of both
the Cattle Feed Plants by 100 MTPD capacity with capital investment of Rs.10.00 Crores. Milked
assigned the work of expansion of both the Cattle Feed Plants to NDDB on turn-key basis and the
work is in progress.

Ÿ REHABILITATION OF MILK UNIONS UNDER GOVT. OF INDIA SCHEME
Govt. of India has a Central Sector Plan Scheme “Assistance to Cooperatives” to provide
financial assistance to Milk Unions suffering losses. Under this scheme financial assistance is
being provided on 50:50 sharing basis between Govt. of
India and Govt. of Punjab. The main objective of the schemes to provide assistance to such Milk
Unions which are suffering losses to bring them out of red and serve the Milk Producers in a
better way.
Six Milk Unions of Milkfed Punjab namely Jalandhar, Hoshiarpur, Bhatinda, Amritsar, Sangrur
and Gurdaspur are under Rehabilitation. Rehab Projects of all these Milk Unions have been
approved by Govt. of India.
Under the Scheme Govt. of Punjab and Govt. of India has already released Rs.1870.00 lacs
each to Milk Unions upt February,2012. Milk Unions wise outlay approved and funds releases
are as under:

BUSINESS DEVELOPMENT PLAN FOR THE YEAR 2011-12.


Business Development Plan (BDP) of Milkfed and each Distt. Coop. Milk Unions has been
prepared for the year 2011-12. BDP of each Milk Unions has been approved by the BOD of
respective Milk Union and consolidated BDP has been approved by the BOD of Milkfed.
Activity-wise performance vis-a-vis targets is being monitored on monthly basis at Federation
level and on quarter basis by State Govt.
